HomeMy WebLinkAboutMinutes - 06/15/1988 - City CouncilREGULAR MEETING WEDNESDAY, JUNE 15, 1988 The Regular Meeting of the McHenry City Council was called to order by Mayor Busse on Wednesday, June 15, 1988 at 8:07 P.M. in city hall. At roll call the following Aldermen were present: Bolger, Nolan, Lieder, Teta, Smith, Patterson. Absent: McClatchey, Serritella. City staff in attendance were Supt. Batt, Attorney Narusis, Clerk Gilpin, Park Director Merkel, Chief Joyce, Finance and Personnel Administrator Vitas. Motion by Bolger, seconded by Nolan, to accept the minutes of the June 1, 1988 Regular Meeting as amended. Voting Aye: Bolger, Nolan, Lieder, Teta, Smith, Patterson. Voting Nay: None. Absent: McClatchey, Serritella. Motion carried. Council Mtg. Attend. Motion by Lieder, seconded by Nolan, to authorize the Mayor to sign the agreement between the City of McHenry and Gann Associates for Agreements engaging Gann Associates to render certain technical or professional Comp Plan services for updating of the City of McHenry Comprehensive Plan. Conditioned upon the deletion of Paragraph 2, Section 3, on Page 1 of the agreement. Voting Aye: Bolger, Nolan, Lieder, Teta, Smith, Patterson. Voting Nay: None. Absent: McClatchey, Serritella. Motion carried. Mayor Busse announced a Public Hearing for a proposed vacation of that part of Bally Road abutting upon and located west of lot 5 in Public Hrg. block 5 in McHenry Shores Unit 1 Subdivision as published in the Northwest Herald on May 26, 1988 was called to order at this time. That public notice stated that any persons desiring to be heard on the vacation of Bally Road would be given an opportunity to present their views at this hearing. The only person in attendance at this meeting regarding the vacation of Bally Road was George Valaskis whose property abuts the property in question. The City Clerk announced that no written comments had been received in her office concerning this matter. Valaskis commented that he supported the vacation of this section of Bally Road. Motion by Patterson, seconded by Smith, to pass an ordinance Ords. vacating that part of Bally Road abutting upon and located west of lot 5 in block 5 of McHenry Shores Unit 1 conditioned upon the payment of $500 Street to be paid to the City by owners abutting upon the aforesaid part of Vacations Bally Road. Voting Aye: Bolger, Nolan, Lieder, Teta, Smith, Patterson. Voting Nay: None. Absent: McClatchey, Serritella. Motion carried. Mayor Busse adjourned the Public Hearing at 8:20 P.M. Motion by Bolger, seconded by Nolan, to authorize and approve the purchase of non-metalic chain and sprocket for clarifiers in thePurchases- sewer plant from Envirex Company at the low price proposal of $13,946. Sewer Plant Voting Aye: Bolger, Nolan, Lieder, Teta, Smith, Patterson. Voting Nay: None. Absent: McClatchey, Serritella. Motion carried. Motion by Teta, seconded by Patterson, to approve the two following block party requests: Hayward Court on June 26, 1988 and North Rogers Avenue from Home Avenue to Willow Lane on July 9, 1988. Block Voting Aye: Bolger, Nolan, Lieder, Teta, Smith, Parties Patterson. Voting May: None. Absent: McClatchey, Serritella. Motion carried. Motion by Teta, seconded by Lieder, to pass an ordinance for installation of stop signs in Mill Creek subdivision as follows: LeonardOrds. Avenue southbound on Orleans Street; Donovan Street at Orleans Street; Jennifer Lane southbound at Orleans Street; and Ryan Street at Orleans Stop Sign Street. Motion by Patterson, seconded by Teta, to pass an ordinance establishing No right turn on red light signs for southbound traffic Traffic Riverside Drive at Elm street and eastbound traffic on McCullom Lake at Regs. Richmond Road. Voting Aye: Nolan, Teta, Lieder, Patterson, Busse. Voting Nay: Bolger, Smith. Absent: McClatchey, Serritella. Motion carried. Motion by Lieder, seconded by Bolger, to pass an ordinance Ords. ascertaining prevailing wages in the City of McHenry as presented. Voting Aye: Bolger, Nolan, Lieder, Teta, Smith, Patterson. Voting Nay: None. Absent: McClatchey, Serritella. Motion carried. Harold Warren of Warren Associates addressed the Council Spec.l concerning financing for McHenry Shores Special Assessment project No. Assess. 31. Following discussion, it was decided to conduct a Committee Meeting of the Whole on July 7, 1988 at 7:30 P.M. in the Conference Room to further discuss financing of that project. Motion by Bolger, seconded by Smith, to accept the May Treasurer's Report as presented. Voting Aye: Bolger, Nolan, Lieder, Teta, Smith, Patterson. Voting Nay: None. Absent: McClatchey, Serritella. Motion carried. Motion by Smith, seconded by Bolger, to accept the May Clerk's Report as presented. Voting Aye: Bolger, Nolan, Lieder, Teta, Smith, Patterson. Voting Nay: None. Motion by Lieder, seconded by Patterson, to instruct the Fiesta Days Superintendent of Public Works to discontinue the practice of removing grass from the edges of the sidewalks and parkways for the Fiesta Days Parade Route. Voting Aye: Bolger, Lieder, Teta, Smith, Patterson. Voting Nay: Nolan. Absent: McClatchey, Serritella. Motion carried. Administrator of Finance and Personnel Vitas submitted a memo to Developer the City Council regarding Real Estate Research Corporation's proposal to Donations examine the City's permit, license and fee structure as it relates to present and future growth and development. The information was given to the Aldermen at this meeting and they were asked to study the proposal with action to be taken at a future meeting. Wednesday, June 15, 1988 Page 5 Mayor Busse recessed the meeting at 9:44 P.M. The meeting reconvened at 9:58 P.M. with everyone in attendance. Motion by Lieder, seconded by Teta, to authorize and approve the Park -Beer issuance of picnic beer permits as presented. Permits Voting Aye: Bolger, Nolan, Lieder, Teta, Smith, Patterson. Voting Nay: None. Absent: McClatchey, Serritella. Motion carried. Motion by Nolan, seconded by Teta, to go into executive session Exec. Motion by Teta, seconded by Bolger, to promote Mike Reid to a Water Operator II classification with a move on the salary matrix from grade 4A Step 4 to Grade 6A Step 4 ($25,516) effective June 13, 1988 and Employees to authorize a $500 Special Recognition Award to John Schmitt in recognition of his attainment of a "B" certification in Water Operations. Voting Aye: Bolger, Nolan, Lieder, Teta, Smith, Patterson. Voting Nay: None. Absent: McClatchey, Serritella. Motion carried. Alderman Nolan left the meeting at 11:30 P.M. Motion by Teta, seconded by Patterson, that the Council automatically end our next Council Meeting no later than 10:30 P.M. Voting Aye: Bolger, Teta, Patterson. Voting Nay: Smith, Lieder.
