The Regular Meeting of the McHenry City Council was called to order by Mayor Busse on Wednesday, June 13, 1990 at 8 P.M. at City Hall. At roll call the following Aldermen were present: Bolger, Donahue, Lieder, Teta, Smith, Patterson, Serritella. McClatchey arrived at 8:28 P.M. Absent: None. City staff in attendance were Director of Public Works Batt, Attorney Narusis, Clerk Gilpin, Park Director Merkel, Chief Joyce, Building & Zoning Officer Halik. Motion by Patterson, seconded by Bolger, to approve the minutes of the June 4, 1990 Special Meeting as corrected and the minutes of the June 6, 1990 Regular Meeting as presented. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, Patterson, Serritella. Voting Nay: None. Absent: McClatchey. Motion carried. Motion by Bolger, seconded by Donahue, to approve the fence variation request of David Gelwicks for a picket fence at 3817 W. Waukegan Road as presented. Voting Aye: Bolger, Donahue, Lieder, Patterson, Busse. Voting Nay: Teta, Smith, Serritella. Absent: McClatchey. Motion carried. Motion by Smith, seconded by Teta, to approve an addendum to the off -site sanitary sewer and water main for the proposed new city hall contract with Smith Engineering and authorize Smith Engineering to extend the off -site watermain from the proposed city hall site north on Green Street to approximately the entrance of Green Valley Subdivision with the additional fees for this work to be estimated at $5,000. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Serritella. Voting Nay: Patterson. Absent: None. Motion carried. Motion by Bolger, seconded by Donahue, to approve the proposed sanitary sewer layout revision identified by Smith Engineering as Route 4A and relocate the east 400 feet of sanitary sewer along Bull Valley Road to the south side of the road instead of the north 'side of the road as recommended by John Smith and Director of Public Works Fred Batt. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson,"Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by McClatchey, seconded by Patterson, to approve the tuition reimbursement request for Howard Wagner and Ryan Schwalenberg who successfully completed courses in Construction Materials and Plumbing with total reimbursement to be in the amount of $291. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Patterson, seconded by Lieder, to pass an ordinance to increase the amount of compensation for the Zoning Board and Plan Commission Chairmen to $40 per meeting and for Plan Commission and Zoning Board Members at $30 per meeting. Motion by Teta, seconded by Donahue, to table the motion. Voting Aye: Bolger, Donahue, Teta, Smith, McClatchey, Serritella. Voting Nay: Lieder, Patterson. Absent: None. Motion carried. Motion by Teta, seconded by Donahue, to pass an ordinance amending the Subdivision Control Ordinance concerning using sod or excelsior blankets on ditch sides as presented. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Wednesday, June 13, 1990 Page 2 Motion by McClatchey, seconded by Patterson, to pass an ordinance approving the Mayor's recommendation to reduce the number of Standing Committees for the Council from eight to four. Voting Aye: Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: Donahue, Bolger. Absent: None. Motion carried. Wednesday, June 13, 1990 Page 5 Motion by Patterson, seconded by McClatchey, to approve the Mayor's appointment of Donna Tobeck as Vice Chairman of the Zoning Board of Appeals. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Smith, seconded by Serritella, to authorize the City Attorney to draft an ordinance prohibiting illegal dumping of all waste materials in the City of McHenry. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. The Park Committee Meeting was rescheduled from June 18, 1990 to July 9, 1990 at 7:30 P.M. Motion by Teta, seconded by Donahue, to approve the tuition reimbursement for Thomas O'Meara of the Police Department for successful completion of courses for his Master of Arts Degree with Aurora University in the amount of $1,500. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Patterson, seconded by McClatchey, to approve the requests of four Police Officers and allow them to purchase their old police weapons at the same price that the City would have received for a trade-in on them. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting May: None. Absent: None. Motion carried. Motion by Smith, seconded by Teta, to approve ,the picnic beer permits as presented. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Patterson, seconded by McClatchey, to go into executive session at 9:35 P.M. to discuss prospective litigation.
