The Regular Meeting of the McHenry City Council was called to order
by Mayor Busse on Wednesday, June 12, 1991 at 8:00 P.M. in City Hall. At
roll call the following Aldermen were present: Bolger, Lieder, Donahue,
Locke, Smith, Adams, Patterson, Serritella. Absent: None. City Staff
in attendance were: City Clerk Gilpin, City Attorney Narusis, City
Administrator Peterson, Director of Parks and Recreation Merkel,
Director of Building and Zoning Halik. Absent: Director of Public Works
Batt.
No one signed up for the ten minute Public Input Session.
Motion by Lieder, seconded by Bolger, to approve the minutes of the
June 5, 1991 Regular City Council Meeting, as presented.
Voting Aye: Bolger, Donahue, Lieder, Locke,
Smith, Adams, Patterson, Serritella.
Voting Nay: None.
Absent: None.
Motion carried.
Motion by Donahue, seconded by Patterson, to pass a resolution
relinquishing the City's 37.5% share of all fines and property seizures
collected by the North Central Narcotics Task Force and to use these
funds for operation of the Task Force.
Voting Aye: Bolger, Donahue, Lieder, Locke,
Smith, Adams, Patterson, Serritella.
Voting Nay: None.
Absent: None.
Motion carried.
Motion by Patterson, seconded by Donahue, to participate in the State
of Illinois Joint Purchase of Road Salt for the 1991-92 winter season.

Motion by Smith, seconded by Serritella, to uphold the decision of
the Parks and Recreation Department denying the request of Nancy Conant
of 4408 N. Poplar Street for a picnic and band permit in Petersen Park.

Motion carried.
City Administrator Peterson gave a report on a meeting held recently
with residents on Bretons Drive who have drainage problems. The City
Administrator and Director of Public Works were authorized to work on a
solution for the problem at no cost to the City, except that the work
would be supervised by Director of Public Works Batt.
Motion by Patterson, that the City should pay for "Neighborhood
Watch" signs and install them for any group of 30 or more people who
request them. Motion failed for lack of a second.

Motion by Patterson, seconded by Bolger, to pass a resolution
requesting the State of Illinois to grant a parade permit for the Fiesta
Day Parade on July 21, 1991.
Voting Aye: Bolger, Donahue, Lieder, Locke,
Smith, Adams, Patterson, Serritella.
Voting Nay: None.
Absent: None.
Motion carried.
Motion by Serritella, seconded by Patterson, to approve the request
of Prem Day Care Center for a hook-up to the Police Alarm Board.

Smith, Adams, Patterson, Serritella.
Voting Nay: None.
Absent: None.
Motion carried.
Motion by Locke, seconded by Lieder, to pass a resolution urging
Governor Edgar and the State of Illinois to make the Income Tax Surcharge
permanent.
Voting Aye: Bolger, Donahue, Lieder, Locke,
Adams, Patterson, Serritella.
Voting Nay: Smith.
Absent: None.
Motion carried.
A Building, Zoning, Planning & Development Committee Meeting was
scheduled for 6:45 P.M., June 24, 1991 to discuss "Not Approved for
Occupancy" stickers and the Landmark Commission Demolition Ordinance.
Motion by Bolger, seconded by Patterson, to allow Rose Lilligard of
"Sane Other Nuts to speak to the Council regarding a proposal for
improvement to the rear of her building on Green Street.
Voting Aye: Bolger, Donahue, Lieder, Locke,
Smith, Adams, Patterson, Serritella.
Voting Nary: None.
Absent: None.
Motion carried.
Motion by Serritella, seconded by Bolger, to allow Rose Lilligard to
improve property in back of her store under the supervision of Public
Works Director Batt, and to give her three free parking spaces for 10
years in the Court Street lot.
Motion by Patterson, seconded by Lieder, to table the motion until
the June 24, 1991 Meeting, when the Council can receive more
documentation on her proposal.
Voting Aye: Lieder, Smith, Adams, Patterson.
Voting Nay: Bolger, Donahue, Locke, Serritella.
Absent: None.
There being a tie vote, Mayor Busse cast an "Aye" vote and declared the
motion carried.
Mrs. Lilligard stated that the June 24, 1991 meeting would be too
late for her to do the improvements she wished to have done, and
therefore she would do nothing to improve the rear of her property.
Alderman Patterson requested that Council members submit input on
what they think the Parks and Recreation Department should plan for in
the future.
Motion by Patterson, seconded by Adams, to into Executive Session at
9:35 P.M. to discuss personnel and property acquisition.

Smith, Adams, Patterson, Serritella.

Motion by Bolger, seconded by Smith, to go back into Open Session at
10:42 P.M.
Voting Aye: Bolger, Donahue, Lieder, Locke,
Smith, Adams, Patterson, Serritella.
Voting Nay: None.
Absent: None.
Motion carried.
Motion by Adams, seconded by Patterson, to authorize finishing the
shell space at the Municipal Center at a cost not to exceed $22,000.00
for use in conducting recreational programming on a temporary basis to be
reviewed after the Parks and Recreation Committee has determined its long
term needs.
Voting Aye: Adams, Patterson.
Voting Nay: Bolger, Donahue, Locke, Lieder, Smith,
Serritella.
Absent: None.
Motion did not carry.
Motion by Lieder, seconded by Serritella, to direct the City
Administrator or Mayor to finish the shell space in a manner that it
could be used for future development, and that the Parks and Recreation
Director and City Administrator be directed to continue the lease of our
present spaces for the fall season.
Motion by Smith, seconded by Locke, to amend the motion that the
shell space be used for anything except future recreation activities.
Following discussion, Smith withdrew his amendment, and Locke withdrew
his second.
Following further discussion, Serritella withdrew her second of the
original motion and the motion failed for lack of a second.
Motion by Serritella, seconded by Bolger, to approve the Special
Recognition Awards, as presented.
