HomeMy WebLinkAboutMinutes - 06/11/1992 - City CouncilSPECIAL MEETING JUNE 11, 1992 A Special Meeting of the McHenry City Council was called to order by Mayor Busse on Thursday, June 11, 1992 at 7:30 P.M. in the Council Room of the Municipal Center. At roll call the following Aldermen were present: Bolger, Donahue, Locke, Lieder, Smith, Adams, Patterson. Serritella arrived at 8:45 P.M. Absent: None. City Staff in attendance were: City Clerk Gilpin, City Administrator Peterson, City Attorney Narusis, Director of Building and Zoning Lobaito. Absent: Director of Public Works Batt, Director of Parks and Recreation Merkel, Chief of Police Joyce. The meeting was recessed from May 11, 1992 to this date. The purpose of this meeting was to discuss details of the amended Annexation Agreement for the Back haus/Brackmann property located in the southwest section of the City. Petitioner David Backhaus, his attorney Richard Curran, and his land planner Ted Johnson, were in attendance at the meeting, along with Court Reporter Cheryl Barone. As a result of the May 11, 1992 meeting and of a subsequent meeting held with the developer, the Mayor, the City Administrator and the Director of Public Works regarding the construction of Dartmoor Drive and the utilities attached, an amended Annexation Agreement had been drafted and was on the table tonight for final review. Inserts for Paragraphs 18 and 32 were submitted by Attorney Narusis for additions and language changes. It was the consensus that the Annexation Agreement should be revised as outlined on the draft that was passed out by Attorney Narusis. It contained items that were negotiated by the developer, the City Attorney, and the City Administrator. Concerns about whether the bridge on Dartmoor Drive should be constructed as a bridge or a culvert over Boone Creek were addressed by inserting the following language in Paragraph 18: "...and approved by the City Engineer and the City Council." After reviewing the entire Annexation Agreement, the petitioners asked that a full Council be present before a vote is taken. Alderman Serritella notified the City Clerk's office that she would be in attendance at tonight's meeting, but would be late. It was decided to recess the meeting until Alderman Serritella arrived. Mayor Busse called for a recess at 8:25 P.M. The meeting reconvened at 8:45 P.M. Alderman Serritella arrived at 8:45 P.M. PASSAGE OF ANNEXATION AND ZONING ORDINANCES Motion by Smith, seconded by Bolger, to pass an ordinance authorizing the approval of an amended Annexation Agreement for the Backhaus/ Brackmann property, as presented. Voting Aye: Bolger, Donahue, Lieder, Smith, Adams, Serritella, Busse. Voting Nay: Locke, Patterson. Absent: None. Motion carried. Motion by Serritella, seconded by Donahue, to pass an ordinance annexing three parcels of the Backhaus/Brackmann property, as presented. Voting Aye: Bolger, Donahue, Lieder, Smith, Adams, Serritella. Voting Nay: Locke, Patterson. Absent: None. Motion carried. Motion by Donahue, seconded by Adams, to pass an ordinance zoning the Backhaus/Brackmann property as RS-3 Medium high density single family residential district, RS-2 Medium density single family residential district, RM-1 Low density multi -family residential district, RM-2 high density multi -family residential district, C-3 Community Commercial District, and 0-2 Office Park District and Open Space, as presented. The Meeting adjourned at 8:50 P.M.
