WEDNESDAY, JUNE 11, 1986 8:00 P.M.
The Regular Meeting of the McHenry City Council was called to
order by Mayor Busse on Wednesday, June 11, 1986 at 8:00 P.M. at City
Hall. At roll call the following Aldermen were present: Bolger,
Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Lieder
arrived at 9:50 P.M. Absent: None. City staff in attendance were
Supt. Batt, Attorney Narusis, Clerk Gilpin, Park Director Merkel,
Chief Joyce.
Motion by Serritella, seconded by Bolger, to accept the minutes
of the May 19, 1986 Regular Meeting, the May 22, 1986 Special Meeting
and the June 2, 1986 Special Meeting as amended.
Voting Aye: Bolger, McClatchey, Nolan, Smith, Snell,
Serritella, Teta.
Voting Nay: None.
Absent: Lieder.
Motion carried.
Mr. Claypool and Mr. Kopp of 4212 and 4214 Ponca addressed
the Council regarding the ordinance passed at the last meeting chang-
ing their house numbers.

Attendance
Motion by McClatchey, seconded by Nolan, to renumber Failed Motions
ClaypoollIs house on Ponca from 4212 to 4212-B and leave Mr. Kopp's
address as is at 4214 Ponca.
Voting Aye: Nolan, McClatchey, Snell.
Voting Nay: Bolger, Teta, Smith, Serritella.
Absent: Lieder.
Motion did not carry.
Motion by Bolger, seconded by Teta, to ask Mr. Kopp to look
into the method and expense that he would incur to change the ceramic
house number plaque he has on his house and report back to the Council
with the estimated cost- which would then be given to the Finance Com-
mittee for consideration.

Smith, Snell, Serritella, Teta.
Voting Nay: None.
Absent: Lieder.
Motion carried.
House Numbering
Motion by Snell, seconded by Teta, to authorize the Building Committees-
& Zoning Committee to review the proposed Housing Maintenance Ordi- Auth. & Instr.
nance and to report back to the Council with the recommendation.
Voting Aye: Bolger, McClatchey, Nolan,
Smith, Snell, Serritella, Teta.
Voting Nay: None.
Absent: Lieder.
Motion carried.
Motion by Bolger, seconded Snell, to pass a resolution sup-
porting the continuation of the Federal General Revenue Sharing
Program as presented.
Voting Aye: McClatchey, Nolan,
Smith, Snell, Serritella.
Voting Nay: Teta, Bolger.
Absent: Lieder.
Motion carried.
Resolutions
Revenue Sharinq
Motion by Teta, seconded by Nolan, to approve the request of Block Party
Karen Gibbs of 202 N. Sherman Drive for a block party on July 4, 1986
from 12 Noon to Midnight.
Voting Aye: Bolger, McClatchey, Nolan,
Smith, Snell, Serritella, Teta.
Voting Nay: None.
Absent: Lieder.
Motion carried.
Mayor Busse called for a recess at 9:10 P.M. The meeting
reconvened at 9:20 P.M. with everyone still in attendance.
Motion by Nolan, seconded by Bolger, to authorize the Mayor
and Clerk to sign a corrected deed for Landmark School ro erty cor-
recting an erroneous legal description and sign for a deed p for a 20 Deeds
foot strip of land adjacent to City Hall property.

Superintendent Batt was instructed to contact McHenry Town -
Street ship Road Commissioner John Regner concerning participation in
Maint. & resurfacing of McCullom Lake Road from Route 31 to railroad tracks.
Repair Cost estimates were to be obtained and presented at the next Council
meeting for discussion.
Appointments Mayor Busse announced his nomination for the following
Landmark appointments: Plan Commission - William Buhrman and Earl Osmon for
Commission five year terms and for the Landmark Commission - Karla Meyer for a
one year term.
Motion by McClatchey, seconded by Nolan, to confirm the
Mayor's appointments as presented.
Voting Aye: Bolger, McClatchey, Nolan,
Smith, Snell, Serritella, Teta.
Voting Nay: None.
Absent: Lieder.
Motion carried.
Police Dept. Motion by Teta, seconded by Nolan, to authorize and approve
Misc. the payment of $1,023.50 to Lieutenant Raymond Donahue for transport-
ation cost, uniform expenses and incidental expenses during his twelve
week course at the FBI Academy in Quantico, Virginia as recommended by
the Finance Committee.
Voting Aye: Bolger, McClatchey, Nolan,
Smith, Snell, Serritella, Teta.
Voting Nay: None.
Absent: Lieder.
Motion carried.
Bridges Superintendent Batt reported that he had been in contact
with Dr. Hal Sundin of Baxter & Woodman regarding placement of the
old Pearl Street Bridge section in back of City Hall. He also
Bridges reported that the North Drive pedestrian bridge was in need of
repairs. Aldermen were asked to view the bridge and be prepared to
take action at the next Council Meeting. Superintendent Batt also
Street reported that widening and overlayment of Martin Road was scheduled
Maint & to be completed in June of 1986 as required by the annexation agree -
Repair ment for Martin Woods. The developers had not responded to Supt.
Batt's request for compliance. Attorney Narusis was instructed to con-
tact Tom Harding, developer.
Executive Motion by McClatchey, seconded by Snell, to go into executive
Session session at 10:05 P.M.

Smith, Snell, Serritella, Teta.
Voting Nay: None.
Absent: None.
Motion carried.
Motion by Snell, seconded by Smith, to go back into open ses-
sion at 10:37 P.M.
Voting Aye: Bolger, Lieder, McClatchey, Nolan,
Smith, Snell, Serritella, Teta.
Voting Nay: None.
Absent: None.
Motion carried.
Any and all business was discussed by each Alderman. No
action was taken.
