HomeMy WebLinkAboutMinutes - 06/10/1992 - City CouncilREGULAR MEETING JUNE 10, 1992 The Regular Meeting of the McHenry City Council was called to order by Mayor Busse on Wednesday, June 10, 1992 at 7:30 P.M. in the Council Room of the Municipal Center. At roll call, the following Aldermen were present: Bolger, Donahue, Locke, Lieder, Smith, Adams, Serritella. Patterson arrived at 7:40 P.M. Absent: None. City Staff in attendance were City Clerk Gilpin, City Attorney Narusis. Absent: City Administrator Peterson, Director of Public Works Batt, Director of Parks and Recreation Merkel, Director of Building and Zoning Lobaito, Chief of Police Joyce. TEN MINUTE PUBLIC INPUT SESSION Jim Higgins of 4506 W. Front Royal Drive asked that his problem with parkway restoration be placed on the next Regular Meeting agenda for solution. Lonnie Powell of Biscayne Highlands asked the Council for an update on McHenry Shores water problems. Alderman Patterson arrived at 7:40 P.M. CONSENT AGENDA Motion by Serritella, seconded by Adams, to approve the Consent Agenda as follows: - Approve the June 3, 1992 Regular City Council Meeting Minutes; - Pass an ordinance ascertaining prevailing wages in the City of McHenry as of June 1, 1992; - Approve a block party request of Cindy Burger on Pyndale Court for June 20, 1992; - Approve campfire request for an Alliance Bible Church Father -Son cookout. Voting Aye: Bolger, Donahue, Lieder, Locke, Smith, Adams, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. ESTABLISHMENT OF NEW WARD BOUNDARIES Based upon the City's 1990 Census, it is necessary to create a fifth ward in the City prior to the next election. In establishing new ward boundaries, the statutes require that the population in each ward be as nearly even as possible, that the geographic area be as compact as possible, and that the splitting of precincts be minimized. Formation of a new fifth ward and the creation of new boundaries for all five wards would result in the election of two additional Aldermen for a total of ten. Motion by Smith, seconded by Patterson, to recess the meeting to the Aldermen's Conference Room to work on development of new ward boundary maps. Voting Aye: Bolger, Donahue, Lieder, Locke, Smith, Adams, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. From 7:45 P.M. to 10:30 P.M. discussion was held on various suggested layouts for boundary maps. Six proposed maps were developed. The City Clerk was authorized to make copies of each map and present them to each Alderman for review, with action to be taken at a future meeting. The Meeting reconvened in the Council Room at 10:32 P.M. MAYOR'S STATEMENT AND REPORTS Mayor Busse announced that John Albrecht had submitted his resignation from the Police Commission Board, to be effective as soon as a replacement is found for his position. Mayor Busse announced that he and the staff would meet next week with representatives of the Illinois Environmental Protection Agency regarding McHenry Shores water problems. June 10, 1992 Page 2 ANY AND ALL BUSINESS Alderman Donahue reiterated that no City money should be spent on correcting the Bretons Drive drainage problems. She felt it was a civil matter and not a City problem. Alderman Smith reported that the water line replacement on Park and Washington Streets greatly benefited the homes in that area. Alderman Serritella extended compliments to the Park Department on behalf of the Little League who use the fields at the Lakeland Park Community Center. An excellent job had been done on cleaning up and maintaining those fields. ADJOURNMENT Motion by Smith, seconded by Adams, to adjourn. Voting Aye: Bolger, Donahue, Lieder, Locke, Smith, Adams, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. The Meeting adjourned at 10:47 P.M.
