HomeMy WebLinkAboutMinutes - 06/08/1988 - City CouncilSPECIAL MEETING WEDNESDAY, JUNE 8, 1988 The Special Meeting of the McHenry City Council was called to order by Mayor Busse on Wednesday, June 8, 1988 at 8 P.M. at City Hall. At roll call the following Aldermen were present: Bolger, Lieder, Teta, Smith, Patterson, Serritella. Absent: Nolan, McClatchey. City staff in attendance were Attorney Narusis, Clerk Gilpin. Council Mtg. Attend. Special Mtg. The purpose of the Special Meeting was to discuss the proposed annexation agreement of Wooded Ridge Subdivision whose petitioner was Ronald Bykowski. Attorney Dan Curran was in attendance to relpresent the Annexations petitioner. The property in question is adjacent and east of Martin Woods Subdivision. It contains 10 acres and will be zoned RS-1. Attorney Curran met with City Attorney Narusis to review the proposed annexation agreement. Three changes needed to be made. They were 1) insertion of annexation fees and litigation fees; 2) covenants and restrictions for the property; 3) the question of the Amherst Road extension. Chief Joyce was instructed to review the Amherst Court extension into the property and report back with his findings as to how a culdesac at the end of this property might effect the public safety for fire and emergency situations in that subdivision. Since no plats or revised annexation agreements were available at this meeting for the Aldermen to review, the Mayor recessed this meeting at 8:27 P.M. until June 23, 1988 at 8 P.M. in city hall. Mayor Busse called for a recess at 8:27 P.M. The meeting reconvened at 8:29 P.M. with everyone still in attendance. Jack Kretsch of 5512 W. Shore Drive in Brittany Park addressed the Council on behalf of approximately 15 people who were in attendance Traffic at the meeting concerning the speed limit on Shore Drive in Brittany Park Regs. Subdivision. He reported that there were 26 homes in the area with 67 children ages 10 and under. They were very concerned for the safety of their children in that area. Following discussion, the Chief of Police was instructed to enforce the speed limit more closely in that area and to have the Public Works Department install additional 25 mph speed signs and "Children Playing" signs in the area to try and remedy the situation. Motion by Smith, seconded by Patterson, to authorize the Chief of Police to enter into an interagency agreement with North Central Police-Misc. Narcotics Task Force and authorize the Chief to sign the agreement in Agreements behalf of the City of McHenry. Voting Aye: Bolger, Lieder, Teta„ Smith, Patterson, Serritella. Voting Nay: None. Absent: Nolan, McClatchey. Motion carried. Motion by Lieder, seconded by Teta, to confirm the Mayor's Appts. appointment of M. David Cain as Supervisor of assessments to spread the supplemental assessment for the McHenry Shores Area Special Assessment Spec. Assess No. 1. Voting Aye: Bolger, Lieder, Teta, Smith, Patterson, Serritella. Voting Nay: None. Absent: Nolan, McClatchey. Motion carried. Motion by Teta, seconded by Patterson, providing for a supplemental assessment to meet first assessment and to authorize commencement Court for levying of the supplemental assessment. Voting Aye: Bolger, Lieder, Teta, Smith, Patterson, Serritella. Voting Nay: None. Absent: Nolan, McClatchey. Motion carried. to pass an ordinance Ords. the deficiency of the of the proceedings in Spec. Assess Motion by Patterson, seconded by Lieder, to adopt a resolution authorizing the execution of Voucher No. 1 for Special Assessment Local Res. Improvement Project No. 31 payable to Bernard V. Narusis for $100 at the Spec. Asses interest rate of 9 percent. Voting Aye: Bolger, Lieder, Teta, Smith, Patterson, Serritella. Voting Nay: None. Absent: Nolan, McClatchey. Motion carried. Wednesday, June 8, 1988 Page 2 Ords. Motion by Smith, seconded by Bolger, to pass an ordinance Water authorizing the Mayor to impose a water use restriction at his discretion Service for sprinkling and recreational uses and also authorizing him to remove the ban at his discretion with a minimum fine for violation of $25 and a maximum fine of $500. Voting Aye: Bolger, Lieder, Teta, Smith, Patterson, Serritella. Voting Nay: None. Absent: Nolan, McClatchey. Motion carried. Discussion was held on a request by Allen Miller for Auth. transportation of gravel for a specific project in Chicago. Followinq discussion the Mayor was authorized to contact Miller and present the Council's opinions on his request. Motion by Smith, seconded by Patterson, to allow Water Superintendent Gary Gough to loan an old fire hydrant to Ron Bykowski of Streetscape the Green Street Mall as a part of the Downtown Revitalization Streetscape Program. Voting Aye: Bolger, Lieder, Teta, Smith, Patterson, Serritella. Voting Nay: None. Absent: Nolan, McClatchey. Motion carried. Motion by Serritella, seconded by Bolger, to concur with the Purch.- recommendation of the Purchasing Committee and approve updating the Wang City Clerk Computers from a VS 15 to a VS 75E at an approximate cost of $42,900. Voting Aye: Bolger, Lieder, Teta, Smith, Patterson, Serritella. Voting Nay: None. Absent: Nolan, McClatchey. Motion carried. Motion by Smith, seconded by Patterson, to adjourn.
