The Regular Meeting of the McHenry City Council was called to order by Mayor Busse on Wednesday, June 6, 1990 at 8 P.M. at City Hall. At roll call the following Aldermen were present: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Absent: None. City staff in attendance were Director of Public Works Batt, Attorney Narusis, Clerk Gilpin, Building & Zoning Officer Halik. Absent: Park Director Merkel, Chief Joyce. During the 10 minute public input session, Anton Rebel of Maple Avenue commented on McHenry Elementary School District 15 and reported on a SAMP (Special Area Management Project) Meeting held June 5, 1990. Prior to approval of the minutes, Alderman Teta asked that his reasons for voting no on three motions in the May 30, 1990 meeting be inserted into the records. Following discussion by the Aldermen it was decided that this was not a usual procedure and in the future if such a request was made, it should be noted at the time of voting but no lengthly explanations would be inserted in the minutes. Motion by Lieder, seconded by McClatchey, to approve the minutes of the May 30, 1990 Regular Meeting as amended. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Discussion was held on the Yard Waste Disposal and Leaf Pickup Programs for this coming year. Tom McCarthy, Chairman of the Environmental Advisory Committee reported on that Committee's findings concerning pickup programs and drop-off sites in St. Charles, Barrington, Crystal Lake and Woodstock. It was reported that the costs were approximately $14,000 for the City to conduct the leaf pickup program last year. Alderman Serritella suggested that a leaf dump -off site be secured and then residents could bring their leaves to the site in their own containers or bags, dump the leaves and take the containers and bags back. Motion by Serritella to contact disposal companies and get information on what it would cost to have them provide dumpsters at a location where people could deposit the leaves, have them hauled away by the disposal company, and inform City residents that the City would not be providing curb service for leaves this year. Motion failed for lack of a second. Motion by Teta, seconded by McClatchey, to continue with the Leaf Pickup Program which the City has run for the past three years, utilize the leaf bags the City has in stock and continue to provide pickup service to city residents for this year at a cost of $0.25 per bag. Motion by Smith, seconded by Serritella, to amend the motion to raise the cost of the bags from $0.25 to $0.50 per bag. Voting Aye: Bolger, Donahue, Smith, Patterson, Serritella. Voting Nay: Teta, Lieder, McClatchey. Absent: None. Motion carried. Voting on the original motion as amended: Voting Aye: Bolger, Donahue, Smith, McClatchey, Patterson, Serritella. Voting Nay: Teta, Lieder. Absent: None. Motion carried. Mayor Busse asked the Environmental Advisory Committee to explore the possibility of a dump site location for yard waste and leaf drop-off as well as estimated fees in connection with such service. Chairman Tom McCarthey of the Environmental Advisory Committee reported on a Committee Meeting held May 30, 1990. He reported that he would be serving as Chairman with Anne Sommers to serve as Vice -Chairman. There were two vacancies on the Board at this time. At the meeting, they discussed the City's Public Boat Launch Grant proposal, recycling of chipboard such as cracker, cereal and other such container boxes. It was felt that the contract with Waste Management could not be renegotiated at this time to accept the collection of these boxes but that it should be researched in the future. Wednesday, June.6, 1990 Page 2 Motion by McClatchey, seconded by Patterson, to pass an ordinance amending section 11-100 of the Municipal Code regarding exemptions, as presented. Motion by Lieder, seconded by Teta, to table the motion. Voting Aye: Donahue, Teta, Lieder; Patterson, Serritella. Voting Nay: Bolger, Smith, McClatchey. Absent: None. Motion carried. Director of Public Works Batt and Attorney Narusis were instructed to review the ordinance and come back with recommendations. Motion by McClatchey, seconded by Serritella, to pass an ordinance ascertaining the prevailing wages in the City of McHenry established as of June 1, 1990 as presented. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Patterson, seconded by Smith, to pass an ordinance defining fireworks as presented. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. During Mayor's Statements and Reports, the Mayor reported that resignations had been received from David Guitterez of the Plan Commission and Henry Nell Jr. of the Landmark Commission. He also reported that at the next meeting, he would make his Standing Committee appointments and restructure the number of committees. Motion by Teta, seconded by Lieder, to approve the block party request of Deborah Steege of 715 Creekside Trail, McHenry on June 9, 1990. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Lieder, seconded by Patterson, to go into executive session at 9:40 P.M. to discuss personnel and prospective litigation. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None.
