JUNE 5, 1991
The Regular Meeting of the McHenry City Council was called to order
by Mayor Busse on Wednesday, June 5, 1991 at 8:00 P.M. in City Hall. At
roll call the following Aldermen were present: Bolger, Locke, Lieder,
Smith, Adams, Serritella. Patterson arrived at 8:15 P.M. Absent:
Donahue. City Staff in attendance were: City Attorney Narusis, City
Clerk Gilpin, City Administrator Peterson, Director of Building and
Zoning Halik, Director of Parks and Recreation Merkel. Absent: Chief
Joyce, Director of Public Works Batt.
Mayor Busse called to order a Public Hearing for the purpose of
considering the issuance and sale of $2,065,000.00 in Industrial Revenue
Bonds for Madey Enterprises, Inc. who plan to construct a building in the
McHenry Corporate Center. In attendance for the hearing were Mr. & Mrs.
Ben Madey from Polymer Colors, and their attorney, Frank Wirtz. Mayor
Busse asked if there were any comments from the audience concerning the
issuance of these bonds. There was no response. He asked the City Clerk
if any written comments had been presented to her office. She replied
that none had been received. Since no written or oral comments were
presented concerning the issuance of the Industrial Revenue Bonds, Mayor
Busse adjourned the Public Hearing at 8:07 P.M.
Motion by Bolger, seconded by Serritella, to pass a resolution
authorizing the issuance and sale of $2,065,000.00 in Industrial Revenue
Bonds for Madey Enterprises, and to authorize the Mayor and Clerk to sign
the necessary documents.
Voting Aye: Bolger, Lieder, Locke,
Smith, Adams, Serritella.
Voting Nay: None.
Absent: Donahue, Patterson.
Motion carried.
During the ten minute Public Input Session, Mayor Busse read a letter
from Anton Rebel concerning the clean-up of Boone Creek on June 1. The
turn out of people to assist in the project was very disappointing. Only
about 6 people showed up.
Motion by Lieder, seconded by Locke, to authorize the Mayor to send a
thank you letter to Anton Rebel and the people who worked on the clean-up
of Boone Creek on June 1, 1991.
Voting Aye: Bolger, Lieder, Locke,
Smith, Adams, Serritella.
Voting Nay: None.
Absent: Patterson, Donahue.
Motion carried.
Patterson arrived at 8:15 P.M.
Motion by Bolger, seconded by Lieder, to approve the Consent Agenda
as follows:
- Approve the Minutes of the May 29, 1991 Regular City Council
Meeting;
- Approve the Minutes of the May 21, 1991 Special City Council
Meeting;
- Approve the City Administrator's attendance at a seminar in
Chicago on June 18 and 19 at an estimated cost of $195.00;
- Approve the City Adminsitrator's attendance at an International
City Management Association Annual Conference in Boston on
September 22 - 26, with approval of the expenses for that
conference to be approved at a later meeting when estimated
costs are known.

Smith, Adams, Patterson, Serritella.

Absent: Donahue.

Lorene Marcinek, Recreation Supervisor for the Parks and Recreation
Department, presented a report to the Council on the new programs that
are being offered this summer as well as an update on the programs in
progress.

The Fox Valley Freeway Corridor Map was displayed for the Aldermen to
review. Mayor Busse provided background information about the
feasibility study that is being -conducted on the proposed Fox Valley
Freeway. The study is scheduled for completion in 1992. As part of the
Phase I study, a narrowing of the corridor was proposed. Busse, who
serves on the local government working group as a part of the Citizens
Advisory Committee which is studying the Fox Valley Freeway, reported on
information he had received from meetings he had attended. The general
public is encouraged to participate in the study, and serve in an
advisory role to IDOT. A public information center is being opened in
West Dundee, across from the former Chateau Louise property. Exhibits,
maps, and data for the public to view will be on display and IDOT
representatives will be there to answer questions.
Motion by Bolger, seconded by Serritella, to pass the Annual
Prevailing Wage Ordinance, as presented.

Smith, Adams, Patterson, Serritella.
Voting Nay: None.
Absent: Donahue.
Motion carried.
Motion by Serritella, seconded by Locke, to instruct Park Director
Merkel to have the Knox Park swimming pool open annually on Saturday of
the Memorial Day weekend.

Smith, Adams, Patterson, Serritella.
Voting Nay: None.
Absent: Donahue.
Motion carried.
Motion by Patterson, seconded by Serritella, to go into Executive
Session at 9:15 P.M. to discuss property acquisition and potential
litigation.

Smith, Adams, Patterson, Serritella.
Voting Nay: None.
Absent: Donahue.
Motion carried.
Motion by Lieder, seconded by Patterson, to go back into Open Session
at 9:53 P.M.

Motion carried.
Mayor Busse called for a Special Meeting on Monday, July 8, 1991 at
7:00 P.M. to discuss goals, objectives, priority setting of major
projects, and review of Council procedures.
City Administrator Peterson reported that a Committee Meeting of the
Whole would be held on Bretons Drive on Thursday, June 6, 1991 to discuss
the drainage problems on that street with the developer and concerned
residents of the area.
Motion by Smith, seconded by Adams, to adjourn at 10:08 P.M..
