The regular meeting of the McHenry City Council was called to Council Mtg. order by Mayor Stanek on Monday, June 4, 1984 at 8:00 P.M. in City Hall. Attendance At roll call the following Aldermen were present: Bolger, Nolan, Busse, Datz, McClatchey, Smith, Snell, Serritella. Absent: none. City staff in attendance were Supt. Halvensleben, Attorney Narusis, Clerk Gilpin, Park Director Merkel. Absent: Chief Pasenelli. Motion by of the May 21, 1984 as presented. Nolan, seconded by McClatchey, to accept the minutes regular meeting and the May 31, 1984 Special Meeting Voting Aye: Voting Nay: Absent: Motion carried. Rex Renner, a ment Fund addressed the plan which will become Bolger, Busse, Datz, McClatchey, Nolan, Smith, Snell, Serritella. None None representative of the Illinois Municipal Retire - Council to explain the newly mandated pick-up effective July 1, 1984. Motion by Serritella, seconded by Snell, to pass a resolution authorizing implementation of the IMRF pick-up plan as mandated by State Law. Wages & Benef Employees Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Snell, Serritella. Voting Nay: None Absent: None Motion carried. Motion by Bolger, seconded by Nolan to authorize and approve payment of $15,886.09 to J.R. Myers Company as Payment request number two (#2), Grants & regarding the Green Street Pump station nroiect as recommended by Baxter Sw. Line Rep and Woodman. & Extensions Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Serritella. Voting Nay: Snell Absent: None Motion carried. Motion by Serritella, seconded by Snell, to authorize and approve payment of $18,300.00 to International Piping for installation of the centrifuge as recommended by Baxter and Woodman. Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Serritella. Snell. Voting Nay: None Absent: None Motion carried. Sewer Dept. Repairs, Improvement McClatchey, Chairman of the Police Committee presented a report Police Dept on a proposed new alarm board and system for the Police Dispatch area. Misc. Motion by McClatchey, seconded by Serritella to generally acceot the proposal of Nelson Electronics and formalize all the details at a later meeting. Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Serritella. Snell. Voting Nay: None Absent: None Motion carried. Motion by Smith, seconded by Datz, to accept the plans and spe- Winding Cr cifications with the revised dates as outlined in the letter by Baxter and Woodman dated May 17, 1984, in connection with Winding Creek Unit #3. Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Serritella, Snell. Voting Nay: None Absent: None Motion carried. Motion by McClatchey, seconded by Smith, to accept and grant Winding Cre a one year extension for a Letter of Credit from Residential Development Letter of Group in connection with Winding Creek Unit #1, to an expiration date of Credit 6-1-85 (June 1, 1985). Block Motion by Busse, seconded by Datz, to approve the request Parties of Carol Linley for a block party on Windridge Drive on August 4, 1984. Voting Aye: Bolger, Busse, Datz, McClathcey, Nolan, Smith, Snell, Serritella. Voting Nay: None Absent: None Motion carried. Insurance Following discussion, it was the consensus of opinion not to increase the public employer's blanket bond as recommended by A.J. Gallagher Insurance Company. Three Ordinance violation notices were discussed by the Council. The status of the violations were presented for the Coun- cil's information. 31dg. & Zng. Mayor Stanek called for a recess at 9:22 p.m. The meeting reconvened at 9:38 p.m. with everyone still in attendance. d ice Motion by Nolan, seconded by Datz, to authorize and approve ?pt. the expenditure of $200.00 payable to the Village of Wheeling to support sc. their efforts to pursue litigation against a proposed Police Pension Investment program which would have a detrimental effect on the City of McHenry and other Illinois communities;, and also authorize the Mayor to send letters to Senator Schaffer and Representative Klemm urging them to lend their support in an effort to stop the Police Pension Investment Program being recommended by the Combined Police Association Credit Union. Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith, Serritella. Voting Nay: Snell Absent: None Motion carried. iblic Property Motion by Nolan, seconded by Smith, to authorize the Clerk arch. & Repairs to hire Krystal Klear Cleaning Service for maintenance of City Hall for two weeks while the janitor is on vacation. Voting Nay: None Absent: None Motion carried. ity Clerk's Approval was given to the City Clerk to close the City offices Ffice on`9aturday, 9 A.M. to Noon,for minor building remodeling on June 9, 1984. Mayor Stanek appointed Alderman Bolger as Chairman of an nployees Employee Recognition Night. Alderman Snell and McClatchey volunteered to serve on the committee. Bolger said he also requested that Alder- men Nolan and Serritella also serve on the committee along with City Clerk Gilpin. Employee representatives from each department will also be asked to serve on the committee. )un. Mtgs. Kecutive Motion by Snell, seconded by Nolan, to go into Executive mission Session to discuss personnel and property acquisition at 10:27 P.M. Motion by Serritella, seconded by Bolger, to place the shop foreman in the overtime category, and to eliminate the $1,000 overtime provision granted at a previous meeting, and to authorize more guidelines and controls for granting overtime hours. Employees Wages/ Benefits Motion by Snell, seconded by Busse, to authorize Attor- Lakelnd ney Narusis to contact the property owner regarding acquisition of the Park property in question, and to develop information regarding sale of Water the property.
