The Special Meeting of the McHenry City Council was called to order by Mayor Busse on Monday, June 2, 1986 at 7:30 P.M. At roll Council Mtg. call the following Aldermen were present: Bolger, Teta, McClatchey, Attendance Smith, Snell, Serritella. Lieder arrived at 8:18 P.M. Absent: Nolan. Also in attendance were Attorney Narusis, Building Inspector Special Mtg. Rosing, Clerk Gilpin, Zoning Consultant John Gann. Motion by Snell, seconded by McClatchey, to amend the activities request by the Fiesta Day Committee and allow the addition of tethered hot air balloon rides on July 20 from 2:00 P.M. to 7:00 Fiesta Days P.M. provided proper insurance certificates are submitted. Voting Aye: Bolger, Lieder, McClatchey, Smith, Snell Serritella, Teta. Voting Nay: None. Absent: Nolan. Motion carried. First matter of discussion was operating hours for surface mining operations. The consensus was to allow 6:00 A.M. to 6:00 P.M. Zoning Ord. all year round if diesel crusher is used and it was a minority Revisions viewpoint to allow 5:00 A.M. to 8:00 P.M. in the summertime, with no restrictions on washer operations. Setback requirements for surface mining were discussed. The majority of the Council felt minimum setbacks should be as follows: 50 feet from property line for processing; 750 feet from nonindustrial district boundary, school, hospital for crushing; 400 feet from non- industrial district boundary, school, hospital for crushing below grade level. The next matter of discussion was the Agriculture and Con- servancy Procedure booklet. It was decided not to adopt the Agriculture and Conservancy classification at this time. Mayor Busse called for a recess at 9:25 P.M. The meeting reconvened at 9:32 P.M. with everyone still in attendance. Discussion was then held on the revised zoning map designa- tions that were proposed by Gann. Gann was instructed to prepare the final draft of the revised Zoning Ordinance as discussed over the past several months so that it will be ready to go to a public hearing before the Zoning Board of Appeals. The proposed zoning map will be on display in Building Inspector Rosing's Office for the Aldermen to review and make comments. Motion by Smith, seconded by Teta, to hire John Gann to present a summary of the provisions of the proposed Zoning Ordinance as revised at a Public Hearing to be scheduled at a later date on the adoption of the Ordinance and to respond to questions from the public at a cost of $300. (Work Element B) Voting Aye: Bolger, Lieder, McClatchey, Smith, Snell Serritella, Teta. Voting Nay: None. Absent: Nolan. Motion carried. Discussion was held as to whether or not the Plan Commission should also hear reclassification petitions presented before the Zon- ing Board of Appeals. It was the consensus of opinion not to change the Plan Commission and Zoning Board functions at this time. Motion by Smith, seconded by McClatchey, to adjourn.
