MONDAY, JUNE 2, 1980 8 P.M.
The Regular Meeting of the City Council was held Monday, June 2, 1980.
Mayor Stanek called the meeting to order at 8 P.M. At roll call the following
aldermen were present: Meurer, Schooley, Adams, Wieser, Datz, Nolan, Pepping.
Absent: Harker.
Motion by Nolan, seconded by Pepping, to accept the minutes of the
May 19, 1980 Regular Meeting as read.
Voting Aye: Meurer, Schooley, Adams, Wieser, Datz, Nolan, Pepping.
Voting Nay: None.
Absent: Harker.
Motion carried.
Motion by Wieser, seconded by Adams, to revoke the action taken at
the previous meeting regarding restrictions on the McHenry Tire Mart business
at 3931 W. Main Street.
Voting Aye: Meurer, Adams, Wieser, Datz, Nolan, Pepping.
Voting Nay: Schooley.
Absent: Harker.
Motion carried.
Sgt. Patrick Joyce and Sgt. Robert Zujewski were sworn in by Mayor
Stanek to serve two year terms on the Police Pension Board.
Bob VanderHagen and Guy Hansen of Cablevision, Inc. addressed the
Council regarding construction progress of their cable television service in
the McHenry area and to answer questions and complaints.
Motion by Schooley, seconded by Meurer, to advertise for bids on
the 1980 Summer Street Maintenance Program as presented in the estimated amount
of $141.425.00.
Voting Aye: Meurer, Adams, Wieser, Datz, Nolan, Pepping, Schooley.
Voting Nay: None.
Absent: Harker.
Motion carried.
Supt. Fred Meyer presented a check for $1,000.00 to Mayor Stanek
on behalf of Brake Parts Company as their donation to Petersen Park. This is
the fifth and final payment which Brake Parts pledged for development of Petersen

Park at $1,000.00 for five years. Mayor Stanek expressed thanks to Brake Parts
on behalf of the City Council and all the citizens of McHenry, for their generous
and continuing support of the parks.
Motion by Nolan, seconded by Wieser, to authorize the closing of
Green Street and Riverside Drive on July 26 from 8:30 A.M. to 6 P.M. for Fiesta
Day Sidewalk Sale.
Voting Aye: Pepping, Meurer, Schooley, Adams, Wieser, Datz, Nolan.
Voting May: None.
Absent: Harker.
Motion carried.
Motion by Nolan, seconded by Wieser, to pay the two city lifeguards
a salary of $3.65 per hour with no guarantee that the salary will increase
next year and with the understanding that they will be required to work at
additional duties in the parks along with their lifeguard chores.
Voting Aye: Pepping, Meurer, Schooley, Adams, Wieser, Datz, Nolan.
Voting Nay: None.
Absent: Harker.
Motion carried.
Supt. Meyer left the meeting at 9:10 P.M.
Motion by Pepping, seconded by Datz, to pass an ordinance relating
to wage, benefit and personnel policies and to publish the ordinance in pamphlet
form.
Voting Aye: Pepping, Schooley, Adams, Wieser, Datz, Nolan.
Voting Nay: Meurer.
Absent: Harker.
Motion carried.
Motion by Schooley, seconded by Meurer, to pass an Ordinance authorizing
the Mayor and Clerk to sign an easement agreement with Carl Nuemann to afford
access to Knox Park from Route 31.
Votinq Aye: Pepping, Schooley, Adams, Wieser, Datz, Nolan, Meurer.
Voting Nay: None.
Absent: Harker.
Motion carried.
Motion by Datz, seconded by Nolan, to vacate the previous general
easement across the Neumann property.

Mayor Stanek called for a recess at 9:24 P.M. The meeting reconvened
at 9:46 P.M. with all aldermen still in attendance except Harker.

Motion by Datz, seconded by Schooley, to authorize the closing of
Windridge Drive between Farrington and Sandburg Drives in Fox Ridge subdivision
for a block party on Saturday, July 12, 1980 from 1:30 P.M. to midnight.
Voting Aye: Meurer, Schooley, Adams, Wieser, Datz, Nolan, Pepping.
Voting Nay: None.
Absent: Harker.
Motion carried.
Motion by Adams, seconded by Wieser, to authorize and approve payment
to Baxter & Woodman for completion of a sewer evaluation infiltration study
in the amount of $366.25.
Voting Aye: Meurer, Schooley, Adams, Wieser, Datz, Nolan, Pepping.
Voting Nay: None.
Absent: Harker.
Motion carried.
Motion by Wieser, seconded by Adams, to authorize the Clerk to hire
Cynthia LaFontaine, a former employee, as a temporary full time employee in
the clerk's office during the summer months.
Voting Aye: Meurer, Schooley, Adams, Wieser, Datz, Nolan, Pepping.
Voting Nay: None.
Absent: Harker.
Motion carried.
Motion by Datz, seconded by Nolan, to pass a Resolution authorizing
the partial closing of Elm Street (Route 120) for the Fiesta Parade on Sunday
July 27, 1980 from Green Street to Riverside Drive and to submit it to the
State for approval.
Voting Aye: Meurer, Schooley, Adams, Wieser, Datz, Nolan, Pepping.
Voting Nay: None.
Absent: Harker.
Motion carried.
Motion by Adams, seconded by Meurer, to authorize the purchase of 2
hand-held radar guns at a cost of $1500.00 for both from M.P.H. Industries,

Chanute, Kansas; also the purchase of six (6) 870P Remington Shotguns from
the Constable Equipment Company at a cost of $876.00 including tradeins; and
authorization to procure an Identi-Kit System equipment lease and to enroll
police personnel in correspondence courses to utilize the equipment with rental
cost of the kit to be $360 per year.

Motion by Meurer, seconded by Nolan, to authorize the Purchasing
Committee to resolicit for quotes on a pickup truck for the Public Works Dept;
and to purchase the truck of their choice and then return at the next meeting
for ratification of their action.
Voting Aye: Meurer, Schooley, Adams, Wieser, Datz, Nolan, Pepping.
Voting Nay: None.
Absent: Harker.

of a 3-way stop at the T-intersection of Beach and Shore Drives in Lakeland
Park.

Motion by Pepping, seconded by Nolan, to pass an Ordinance authorizing
acquisition of land on the banks of the Fox River adjacent to Brittany Heights
Subdivision for use as a municipal park and recreational purposes; authorizing
Narusis & Narusis to negotiate with owners of the land for the purpose of
agreeing to compensation for the land; and if an agreed upon price is not
reached, to authorize Narusis & Narusis to institute proceedings through eminent
domain laws (condemnation)
