COMMUNITY DEVELOPMENT ASSISTANCE PROGRAM GRANT
MAY 31, 1989 7:00 P.M.
The Annual Public Hearing for the Community Development
Assistance Program (CDAP) was called to order by Mayor Busse on
Wednesday, May 31, 1989 at 7 P.M. in City Hall. At roll call the
following Aldermen were present: Teta, Smith. Absent: Bolger, Donahue,
Lieder, McClatchey, Patterson, Serritella. City staff in attendance were
Attorney Narusis, Clerk Gilpin, Finance and Personnel Administrator
Vitas, and Director of Development Greenwood.
A sign-up sheet was circulated throughout the audience for
attendance records.
Jim Cummings, CDAP Grant Specialist, was in attendance
representing the McHenry Corporate Center. He said that the purpose of
the Public Hearing was to cover the following points:
1. Provide annual opportunity for the general public to comment on
community development.
2. To satisfy new federal requirements for CDAP Grants.
3. To review the City's past grant performance.
4. To provide information to the public on CDAP.
Cummings explained that CDAP requirements now require an annual
public hearing for general community development in addition to public
hearings that are held for specific grant applications. This meeting was
not being held for a specific project but for general public comment on
any type of community development. This hearing is required by the
Federal Legislation that authorizes the CDAP Program every program year.
Cummings distributed a Facts Sheet explaining CDAP Annual Public
Facilities/Housing Category Grants and a Facts Sheet for CDAP General
Economic Development Category Grant.
Public views and comments on identification of community
development housing needs, CDAP activities and the City's CDAP
performance were then discussed and opened to the audience for statements
and comments.
Regarding the City's CDAP performance: Finance and Personnel
Director Vitas reported that the Grants monitoring section of the
Illinois Department of Commerce and Community Affairs (DCCA) has been to
the City on two separate occasions to monitor the CDAP projects the City
has had in the past. The City has received a clean bill of health from
DCCA in regard to Grant compliance. Currently the City has an Economic
Development CDAP Revolving Loan Fund Grant for Classic Products. It is
an eight year grant for $58,000. As of April 30, 1989, $8,781.38 is the
balance on hand in that revolving loan fund.
A member of the audience, Mary Kanter, questioned what the CDAP
grant money could be used for. Cummings replied that water and sewer
projects of any type, economic development, sanitary and storm sewers,
direct loans to companies for economic development for job creation and
retention, public facilities to support that kind of development, water
and sewer connections or anything of that nature. Kanter asked if the
grant money could be used to bring sewers to the other side of the
river. Cummings replied that yes it could. She asked why isn't it being
used. Cummings said that answer would have to come from the City
Council. He noted that the City would have an opportunity later this
year to apply for a Public Facilities Grant for that purpose but there is
a limit of $400,000 for public facilities. He pointed out that only one
grant per year can be issued to a city. Kanter suggested that The City
might look into applying for such a grant to get the sewer and water
lines across the river.
Mayor Busse noted that the CDAP Grants that are awarded are very
competitive programs. There is much competition frr these programs and
it comes down to job creation and Dublic and pr•iv,.te leverage. Anytime
the City gets a developr,e ,t of any magnitude, the ,ity ext,lores 0e area
of grant availability.

Cummings said the Facts Sheet for Community Development
Assistance Program (CDAP) for annual public facilities/housing category
explains the funding sources, eligible applicants and other criteria for
grant applications.
