The Regular Meeting of the McHenry City Council was called to order by Mayor Busse on Wednesday, May 31, 1989 at 8 P.M. in City Hall. At roll call the following Aldermen were present: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Absent: None. City staff in attendance were Supt. Batt, Attorney Narusis, Clerk Gilpin, Park Director Merkel, Chief Joyce, Finance and Personnel Administrator Vitas, Director of Development Greenwood. Motion by Patterson, seconded by Bolger, to accept the minutes of the May 10, 1989 Special Meeting and the May 17, 1989 Regular Meeting as corrected. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Mayor Busse awarded a resolution of appreciation to Thomas Uttich for his 6 years of dedicated service on the City Plan Commission. Mayor Busse presented a certificate of achievement to Lt. Gary Wigman of the Police Department who graduated from the Northern Illinois Police Crime Lab as a Crime Scene Technician with high honors. Police Chief Joyce announced that the Northern Illinois Police Crime Lab had been in exi stance for over 20 years and this was the first time that Association saw fit to recognize anyone who has graduated from the Crime Scene Technician School. There have been over 2,000 people who have graduated from that school and the school director stated that Gary Wigman was the best out of over 2,000 graduates. The City of McHenry has a team of eight crime scene technicians who work under the supervision and direction of Lt. Wigman. The Mayor congratulated him and extended appreciation for his dedication on behalf of all the Citizens of McHenry. Motion by McClatchey, seconded by Patterson, to confirm the, appointment of Sgt. George Erkenswick of the McHenry Police Department to the position of Detective Sergeant effective May 1, 1989 and that he be established in the salary matrix at Grade 12, Step 4. Motion by Lieder, seconded by Bolger, to pass an ordinance increasing the number of Class "H" Liquor Licenses by one with the license to be issued to Caruso's Italian Kitchen at 4005 N. Kane. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by McClatchey, seconded by Bolger, to pass an ordinance establishing the location of meters as approved by the Public Works Department as presented. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Patterson, seconded by Donahue, to pass an ordinance amending the Subdivision Control by inserting a surface water drainage certificate on final plats as presented. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Wednesday, May 31, 1989 Page 2 Motion by McClatchey, seconded by Bolger, to pass an ordinance changing the parking restrictions in the Court Street Parking Lot from 2 hours to 4 hours as presented. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Teta, seconded by Patterson, to pass an ordinance establishing regulations for exterior wall materials in RA-1 zoning classifications as presented. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Bolger, seconded by Patterson, to pass a resolution authorizing the filing of an application for a Community Development Assistance Program Grant (CDAP) from the State of Illinois Department of Commerce and Community Affairs for Seaquist Corporation in McHenry Corporate Center Subdivision. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Bolger, seconded by McClatchey, to pass a resolution adopting a plan for residential anti -displacement and relocation assistance governing the execution of all new community development program projects (CDAP) as presented. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Patterson, seconded by Serritella, to authorize the Mayor and Clerk to enter into a Mosquito Abatement Program with McHenry Township for the 1989 season at a cost not to exceed $2,741 and to enter into a contract with Clark Outdoor Spraying Company for Mosquito Control in the Nunda Township portion of the City of McHenry at a cost not to exceed $1,974.50 as presented. Voting Aye: Bolger, Donahue, Lieder, Smith, Teta, Patterson, Serritella. Voting Nay: McClatchey. Absent: None. Motion carried. Mayor Busse proclaimed the week of June 4-10, 1989 as National Safe Boating Week. Alderman Patterson, Chairman of the Parks and Recreation Committee reported on a Park Committee meeting held Wednesday, May 24, 1989. Motion by Patterson, seconded by Teta, to approve the purchase of an electronic timing system for the McHenry Marlins Swim Team at a cost of $6,850 with the McHenry Marlin Swim Team Parents Association to reimburse the City for $3,425 over the next two or three years. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Patterson, seconded by Teta, to aoprove the Committee recommendation to request the hiring of a full-time maintenance employee for the Parks & Recreation Department and to advertise for same. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Wednesday, May 31, 1989 Page 3 Alderman Teta, Chairman of the Building and Zoning Committee, announced there would be a Building and Zoning Committee meeting on Wednesday, June 7, 1989 at 7 P.M. Alderman McClatchey, Chairman of the Personnel Committee, announced there would be a Personnel Committee Meeting on Wednesday, June 14, 1989 at 7 P.M. Motion by Smith, seconded by Serritella, to approve the picnic beer permits as presented. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Smith, seconded by Teta, to authorize the City Attorney to draft documents for annexation of a small triangular piece of property at 1622 North Riverside Drive and to include dedication of a 20 foot strip as right-of-way on Riverside Drive. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Smith, seconded by McClatchey, to go into executive session at 9:10 P.M. to discuss property acquisition, personnel and litigation. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Smith, seconded by Patterson, to go back into open session at 10:21 P.M. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion by Patterson, seconded by Lieder, to approve the recommendation of the Finance Committee and change the matrix salary and steps for Police Officers Doyle Kearns, Roland Wood and Anthony Militano as presented and to issue an additional $500 Special Recognition Award to Loretta Freund in the City Clerk's Office. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Patterson, seconded by McClatchey, to Mayor's hiring of the following people as seasonal part-time the public works department: Brandon Cajthaml, Brad Crowley, Ronald Robinette, Kevin Blinkel, Tommy Johnson, Matt Marshall, Daniel Stuekeman, Mark VanLiere. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Smith, seconded by McClatchey, to adjourn.
