At roll call the following Aldermen were present: Bolger, Nolan,
Busse, Datz, McClatchey, Smith, Snell, Serritella. City staff in atten-
dance were Supt. Halvensleven, Attorney Narusis, Clerk Gilpin, Chief
Pasene'Ili and Park Director Merkel.
In the absence of Mayor Stanek,Smith made a motion, seconded by
Serritella, to appoint Alderman William Bolger to act as Temporary Chair-
man for this meeting.
Voting Aye: Nolan, Busse, Datz, McClatchey, Smith, Snell, Serritella.
Voting Nay: None.
Pass: Bolger.
Absent: None.

'The regular meeting of the McHenry City Council was called to order
by Temporary Chairman Bolger at 8:08 P.M. on Tuesday, May 31, 1983 at
City Hall.

May 16, 1983 Regular Meeting as presented.

Attorney Dan Curran from the law firm of Holmstrom & Green addressed
the Council on behalf of Ronald Bykowski, James Schaid and Theodore Schweder
to request $1,000,000 in Industrial Revenue Bonds for the acquisition and
development of the old Jewel Tea property located at 3718 W. Elm.
Motion by Smith, seconded by Datz, to pass a Resolution authorizing
the execution of the Memorandum of Agreement for $1,000,000 in Industrial
Revenue Bonds for Bykowski, Schaid and Schweder with the stipulation that
the borrowers will immediately deposit with the City Clerk the sum of
$2,500 to be used toward defraying retained personnel expenses with the
minimum in the fund not to fall below $1,000.

Motion by Datz, seconded by Nolan, to approve the Final Plat of
Subdivision as presented by the Northern Propane Gas Company for their
lot at 4003 W. Main Street.

Mrs. Lori Cross of the McHenry Area Jaycee Women's Club addressed
the Council concerning an application for an infant seat distribution
program grant with the Illinois Department of Transportation.
Motion by Serritella, seconded "by McClatchey, to authorize the
Council to enter into an agreement with the McHenry Area Jaycee Women's
Club and the Northern Illinois Medical Center for the development of a
funding request to the Illinois Department of Transportation, Division
of Traffic Safety for implementation of an infant safety seat distribu-
tion program with the stipulation that the City be reimbursed for all
the costs it incurs by the McHenry Area Jaycee Women's Club within one
year.

W Club Discussion took place on the VFW request for $1,500 toward the Lease
Lease Agreement for use of the ball fields at the VFW grounds. At a previous meet-
reement ing the Council voted to donate $750 toward this project with the stipula-
tion that the VFW be informed that this would be the last year that tie
City would participate in this Lease Agreement. It was the Park Committee
recommendation to remain with the $750 donation and Alderman Bolger was
authorized to hand deliver the check and explain the Council's position
on this matter.
wer Dept. Alderman Datz, former Chairman of the Utilities Committee reported
pairs, on a proposed construction plan for health facilities at the Sewer Plant.
tc. A lunchroom, sitting room, locker room, shower and toilets would be in-
stalled. He reported that the construction would cost approximately
$15,000 to $20,000 and that Baxter & Woodman was requesting $4,000 to draw
up plans and specifications for the project which would be located between
two buildings at the Sewer Plant. Alderman Bolger, who is now Chairman of
the Utilities Committee asked that the matter be held over until the June
6, 1983 meeting so that his committee could further study the matter.
Alderman Snell, Chairman of the Purchasing Committee, reported that
there had been a meeting to discuss purchase of squad cars for the Police
Department.

purchase of 7-1983 Dodge Diplomat squad cars from Schaumberg Dodge
at an approximate cost of $51',393 including the trade—in of 7 present
squad cars with payment to be made from the following funds:
