HomeMy WebLinkAboutMinutes - 05/29/1985 - City CouncilRECESSED SPECIAL MEETING MAY 29, 1985 The Special Meeting of the McHenry City Council which was recessed from May 23 to Wednesday May 29, 1985 was reconvened and called to order by Mayor Busse at 7:30 P.M. at the McHenry Community High School West Campus Auditorium. At roll call the following Aldermen were present:: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Absent: None. City Clerk Gilpin was in attendance. Attorney Narusis was absent due to a death in his family. Approximately 400 people were in the audience. Mayor Busse announced that the purpose of the meeting was to consider information helpful in assisting the City Council in reaching a decision concerning a petition which was filed before the McHenry County Zoning Board of Appeals by McHenry Sand & Gravel for expansion of their present. gravel pit operation. Mayor Busse informed the audience that this meeting tonight was not a debate, but merely a forum by the City Council for the consideration of facts and statements presented by interested parties"affected by the proposed gravel pit expansion. Mayor Busse outlined the format that would be used during this meeting and asked all parties to adhere to it as requested. The petitioners, McHenry Sand & Gravel, were represented by Attorneys James R. Green and Thomas Rausch of the law firm of Holmstrom & Green. Four witnesses were called to testify on the behalf of the petitioners. They were Bob Grossman, Planner with Associated Planners of Woodstock, Brian Johnson of Barton -Ashman Associates Inc., Alan L. Jurek of ETA Engineering Inc. of Westmont, and Alan Miller Corporate Secretary of McHenry Sand & Gravel. Grossman spoke on the present operation of the Sand & Gravel Pit and of the reclamation plan that will be put into effect„ Brian Johnson explained the noise assessment of the proposed expansion of the pit, Alan Jurek explained the air quality effects of the proposed gravel extraction operation and Alan Miller presented a histor%t of the Company operations and pointed out the revenue that is received to the City of McHenry from operation of the gravel pit. Miller also presented two petitions. One petition contained the signatures of 110 employees of Sand & Gravel and the other contained the signatures of 315 friends and business associates of McHenry Sand & Gravel. These petitions were in support of the gravel pit expansion. Mayor Busse called for a recess at 9:24 p.m. The meeting recon- vened at 9:33 p.m. with everyone still in attendance. The following people addressed the petitioner's witnesses and asked questions of the testimony. They were Richard Wheelock, Jackie Stokes, Pat Paul, Tom Rupp, Feral Tomlinson, Jack Bowlin, Max Eltman, Ronald Belpedio, and Charlotte Lunt. Following the question and answer period, Mayor Busse called for a recess at 10:25 p.m. The meeting reconvened at 10:28 p.m. with every- one still in attendance. At this time, Mayor Busse asked that comments and statements be presented by members of the audience who had signed up to address the Council. Twenty-nine people signed the register to speak. The following persons made statements and comments: Richard Doherty Jr. of Fox Ridge, Tom Rupp, president of Woodcreek Association, Richard Wheelock of Glacier Ridge, Tom Burke of Edgebrook Subdivision, Fero] Martin Tomlinson of Martin Road, Jim Althoff of 508 Green Street, Anne Wheelock of Glacier Ridge, Ed Stokes of Glacier Ridge, Joe Gausden of 905 Allen Avenue, Philip Wheelock of Glacier Ridge, Steve Linn of Glacier Ridge, Bob Carroll of Richmond, Max Eltman of Woodcreek, George Spyrnal of Glacier Ridge, Sharon Ellicson of Martin Woods and Louis Marchi of 7319 Trey Road. Mr. Doherty presented a letter to the Council in support of the gravel pit. Mrs. Ellicson presented a petition containing 800 names of people from the school district in opposition to the petition along with McHenry Community Consolidated School Board Report No. 10 and newspaper articles from the Plaindealer, all in opposition to expansion of the gravel pit. Mrs. Wheelock presented photographs of the Valley View School berm and fence area and of children in and around the fence berm. Council Mtg. Attendance Special & McH. Sand & Gravel Coun. Mtg. Discussion took place between Council members as to what procedure to take. :oun. Mtg. Motion by Snell, seconded by Serritel la, to recess this meeting Special & to a date and time which would occur before the June 12th & 13th County HcH. Sand & Zoning Board of Appeals hearing that would be convenient to the City gravel Council and mutually agreeable with petitioners and objectors and at a time when the City Attorney would be able to be present. Voting Aye: Bolger, McClatchey, Smith, Snell, Serritella. Voting Nay: Nolan, Teta, Lieder. Absent: None. It was a consensus of opinion that the meeting be recessed to the next Regular Meeting of the City Council which was Monday, June 3, 1985 at 8:00 p.m. in City Council Chambers.
