HomeMy WebLinkAboutMinutes - 05/21/1991 - City CouncilSPECIAL MEETING MAY 21, 1991 A Special Meeting of the McHenry City Council was called to order by Mayor Busse on Tuesday, May 21, 1991 at 8:00 P.M. in City Hall. At roll call the following Aldermen were present: Bolger, Donahue, Locke, Patterson, Serritella, Adams. Lieder arrived at 8:18 P.M. Absent: Smith. City Staff in attendance were: City Clerk Gilpin, City Administrator Peterson, Police Chief Joyce. Also in attendance were Jeff Sronkoski and Paul Pessetti of Legat Architects; Bob Plummans and Dean Marcotti of Scan -Am; and Kit Carstens of Prime Development. Mayor Busse announced that the purpose of this Special Meeting was to discuss and award bids for the new Municipal Center on the telephone system and the furniture purchase and to get an update on construction progress. City Administrator Peterson submitted a report on the estimated expenditures for the furniture, fixtures, and equipment needs for the new Municipal Center. They included: telephone, elevator, architectural woodwork, electrical equipment, furniture, police communications, landscaping, entry sign, Council Chamber audio/visual, and moving expenses. The estimated cost was $938,354.00. Four bids were received for the purchase of telephone equipment. The bids ranged from $65,748.00 to $83,847.00. Scan -Am of McHenry submitted the low bid and met the bid requirements except for minor system functions. Plummans and Marcotti of Scan -Am explained their bid in detail and answered questions of the Aldermen. A Centrex system from Illinois Bell would be installed with the Scan -Am equipment. Motion by Patterson, seconded by Serritella, to award the bid for the purchase of a telephone system for the new Municipal Center to Scan -Am of McHenry in the amount of $65,748.00. Voting Aye: Bolger, Donahue, Lieder, Locke, Adams, Patterson, Serritella. Voting Nay: None. Absent: Smith. Motion carried. Sronkoski and Pessetti of Legat Architects reported on the furniture and interior furnishings bids which ranged in price for the base bids from $372,700 to $492,817. The architect's estimate was $472,800. Three additional alternates were specified for the bid which totaled $8,061.00. Based upon the favorable prices received for the purchase of interior furnishings, including carpeting, tile, wall coverings, standard office furniture, and custom office furniture, it was the recommendation of the staff that a bid award be made to Landgrafs, Ltd, low bidder for the furniture bid, in the amount of $380,761.00 which included the three alternates. It was also the recommendation of Administrator Peterson that the staff be directed to develop a package to seek competitive proposals from local banking institutions for a 3 to 4-year lease purchase arrangement for the furniture bid and for the bid on the police communications equipment. It is estimated that such a plan would result in a 1991-92 cost of approximately $500,000 to $550,000, which is within budget figures. A Design Board which detailed the selections made for styles, colors, flooring materials, wall coverings, etc. was displayed for Council review. Mayor Busse called for a recess at 9:03 P.M. The meeting reconvened at 9:15 P.M. with everyone still in attendance. May 21, 1991 Page 2 Carstens of Prime Development gave an update on the building construction progress. He reported that construction would be complete and workmen would be out of the building by July 12, 1991. Adminstrator Peterson then submitted the following proposed timetable for consideration: Furniture be delivered and installed beginning July 15; An Open House be held on July 21; Moving take place from July 26 - July 28; The Municipal Center be closed on July 29 while employees arrange their work areas and learn the new telephone system; All departments be open for business on July 30 except Police Communications which will be moved when their new equipment is installed Since the Fiesta Days parade if held on July 21, it was felt that many people would not be able to get to the Open House; therefore it was suggested that possibly both Saturday, July 20 and Sunday, July 21 should have hours set for the Grand Opening and Tours of the building. Motion by Lieder, seconded by Patterson, to direct the City Administrator to go ahead with the dates he had identified for completion and moving into the building, and to come back to the Council by June 30 with an update on the progress of the construction and moving should adjustments have to be made to that schedule. Motion by Serritella, seconded by Donahue, to schedule an Open House for the new Municipal Center on Saturday, July 20, and Sunday, July 21, with the hours to be decided at a later time. Smith. - Administrator Peterson reported that he had met with professional furniture movers who made suggestions as to how a move to the new building should be implemented. He will meet with Director of Public Works Batt to determine which items could be moved by Public Works employees, but due to the many stairs and complicated maneuvers which have to be made in moving furniture from the old building, it was felt that a moving company would be much better equipped to handle this move. Motion by Serritella, seconded by Donahue, to authorize the City Administrator to prepare Requests For Proposals (RFP) and get proposals for moving equipment from the old City Hall to the new Municipal Center. Motion by Lieder, seconded by Serritella, to award the bid on furnishings for the new Municipal Center to the low bidder, Landgrafs, Ltd. of Aurora, in the amount of $380,761,00. Voting Aye: Donahue, Lieder, Locke, Adams, Patterson, Serritella. Voting Nay: Bolger. Absent: Smith. Motion carried. May 21, 1991 Page 3 Motion by Lieder, seconded by Patterson, to direct the City Administrator and the Mayor to design a lease purchase package for the furniture and other fixture items they feel would be appropriate to include in such a package and come back to the Council for approval. Voting Aye: Donahue, Lieder, Locke, Adams, Patterson, Serritella. Voting Nay: Bolger. Absent: Smith. Motion carried. Chief Joyce submitted a City of McHenry Police Department Radio Systems Specification Package for the Council to review. The specifications set forth the minimum requirements for the performance of a complete radio system for the Police Department. The system would consist of a communication console, base station equipment, antenna system, and all present police radio equipment as specified. Motion by Serritella, seconded by Donahue, to go out for bids on the radio systems specifications as presented, contingent upon the City Attorney's review of the bid specifications. Motion by Serritella, seconded by Patterson, to instruct the staff to contact Legat Architects and request them to design an entry sign for the Municipal Center.
