MONDAY, MAY 21, 1984 8:00 P.M.
The Regular Meeting of the McHenry City Council was called to Council
order by Mayor Stanek on Monday, May 21, 1984 at 8:00 P.M. in city hall. Meeting
At roll call the following Aldermen were present: Bolger, Nolan, Busse, Attendance
Datz, McClatchey, Smith, Snell, Serritella. Absent: None. City staff
in attendance were Supt. Halvensleben, Clerk Gilpin, Attorney Narusis,
Chief Pasenelli, Park Director Merkel.
Motion by Snell, seconded by Datz, to accept the minutes of
the May 7, 1984 Regular Meeting as presented.
Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith,
Snell, Serritella.
Voting Nay: None.
Absent: None.
Motion carried.
Chief Pasenelli, representing the McHenry Police Officers Awards
Association, presented awards to three civilians who aided a police
officer during an arrest recently,. Commendations were awarded to Steven
A. Raney, Raymond Moore and John Phipps. Chief Pasenelli thanked the
men on behalf of the McHenry Police Officers Association and Mayor Stanek
expressed thanks on behalf of the City of McHenry and the citizens of
McHenry for their participation in the incident.
Howard Orleans of the McHenry Lakes Estates Industrial Property McH. Lakes
addressed the Council along with Engineer John Smith. Preliminary Plat Estates &
approval had been given to the industrial portion of McHenry Lakes Estates Plats
on the west side of the Chicago Northwestern tracks approximately 612 years
ago. Orleans explained that he wanted to develop the property and needed
Council approval to go before the Plan Commission and request final plat
approval of the 13 lots in question on the industrial property.
Motion by Bolger, seconded by Nolan, to re -approve the preliminary
plat of McHenry Lakes Estates Unit 1 Industrial Property as presented on the
original plat accepted by the City in 1978.

Henry Tonyan representing Northern Illinois Medical Center appeared
before the Council to request sign variations for two identification signs to
be located near the intersection of Bull Valley Road and Lawrence Drive
and another at the intersection of Illinois Route 31 and Medical Center Drive.
Motion by Serritella, seconded by McClatchey, to grant the sign Sign Variat
variation request as presented to Northern Illinois Medical Center complex.
Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith,
Snell, Serritella.
Voting Nay: None.
Absent: None.

Bill Busse, Chairman of the Special Mosquito Committee, reported
on a meeting with Clark Outdoor Spraying regarding a mosquito control
program in Nunda Township. Laurel Sweeney of Prairie Avenue addressed
the Council and expressed her concerns regarding mosquito spraying in the
city.
Motion by Busse, seconded by Nolan, to enter into a contract
with Clark Outdoor Spraying for participation in larviciding control for
the Nunda Township portion of the City of McHenry at a cost of $3,291.16
as quoted by Clark Outdoor Spraying.
Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith,
Snell, Serritella.

Motion by Bolger, seconded by McClatchey, that no adulticiding
be done using the chemical malathion and if at a later time it is deemed
necessary to use some sort of adulticiding control, that Clark Outdoor
Spraying be asked to come back before the Council and propose an alternate
chemical.

Attorney Narusis reported that an official notice had been
sent to Ron Vlakovich of East Dundee Illinois and to Trust #83-003 at
the First Bank of Dundee, West Dundee,Illinoisjinforming those parties
that they were to appear before the Council regarding a dangerous
building located at 1100 S. Bonita Drive in McHenry Shores. They were
given until May 29th to respond and to dat:elnothing had been heard from
any of the parties.

Drive. The first lawsuit should be for violation of the Building Ordi-
nance and the second lawsuit to condemn the building and obtain a lien

idewalks out to bid the intermittent sidewalk construction and parkway restora-
tion project for the City of McHenry and had received a low bid from
Glaze Construction Co. of Algonquin in thE! amount of $77,052.00.
Motion by Datz, seconded by Snell, to pass a resolution con-
curring in the acceptance of the low bid of Glaze Construction Co. in
the amount of $77,052.00 for construction of 1.2 miles of intermittent
sidewalk and parkway restoration,said low bid to be awarded by the
Illinois Department of Transportation and the Federal Highway Administra-
tion.

from Winding Creek Unit I in the amount of $102,327.00 would expire
on June 1, 1984. Residential Development Group had been informed of
the expiration date and asked to have a new letter of credit delivered
to the City by May 15), 1984 as required by City Ordinances. To date
nothing had been heard from Residential Development Group and no letter
of credit had been delivered.

convened at 9:42 P.M. with everyone still in attendance.
James Berg, Vice PresidE!nt of Residential Development Group, Committees -
appeared before the Council to request a change in the procedure for re- Auth, etc. &
questing engineering inspections iin his subdivisions. A special committee Requests -
comprised of Mayor Stanek, AldermE?n Datz, Nolan and McClatchey was appointed Misc.
to meet with Mr. Berg and study the problem.

Report as presented.

Alderman Bolger, Chairman of the Public Property Committee,
reported that he had met with a representative from Althoff Industries
regarding upgrading of the city hall air conditioning units and other
building maintenance.
Motion by Bolger, seconded by Busse, to do the following work
in city hall:
1. In the City Clerk's Office replace the existing roof
top air conditioning unit with a new unit of equal
capacity but including a high static fan and full
economizer (fresh air cooling and ventilation
section) at a cost of $6,982.00.
2. Council Chambers and entry hall, Replace existing
roof top air conditioning unit with new unit of
equal capacity to have additional sound control
and a transfer fan with thermostat at a cost of
$8,491.00.
3. Purchase two wall air conditioners, One for the
Police Department Radio Room at a cost of $732.00
and one for the Parks & Recreation room at a cost
of $725.00.
4. Install interior reflective glazing on 11 windows
in city hall at a cost of $1,089.00.

Alderman Bolger also informed the Council that two transfer vents
will be installed into the city hall entry way to cool that foyer with the
air conditioning unit in the council room. Discussion was also held on

enclosing the entry way foyer in the front of city hall but no prices
had been obtained as yet and no recommendation was being made at this
time. The air conditioning unit for the Parks & Recreation Department
at a cost of $725.00 willbe purchasedfrom Carey Appliance and the air
conditioning unit for the Police Radio room at a cost of $732.00 will
be purchased from Lee & Ray Electric.
Purchases - Motion by Snell, seconded by Datz, to authorize and approve
Police Dept. the purchase of four new portable radios for the Police Department at
a cost of $5,160.00 and the purchase of 10 batteries for the portable
radios at a cost of $449.00 as recommended by the Purchasing Committee.

Bid Opening Supt. Halvensleben reported that he had gotten price quotes
& Awarding to from three paint companies for traffic striping paint as follows:
& Main Paint, McHenry - 100 gallons at $843.00
McHenry Paint & Glass - 100 gallons at $750.00
Glidden Paint, Gurnee - 100 gallons at $725.00
Public Works Motion by Snell, seconded by Serritella, to authorize and
Purchases approve the purchase of 100 gallons of traffic striping paint from
Glidden Co. of Gurnee at the low price quote of $725.00.

Bid Opening CityClerk advised the Council at the last meeting
etc. & g price quotes
were submitted for carpeting for the Clerk's Reception area. Bid was
3urchases awarded to the lowest bidder but in checking out the carpet it was found
,ity Clerk that the low price quoted was not for a carpet of comparable commercial
quality as was bid by the other two competitors.
Motion by Smith, seconded by Datz, to accept the low bid of
City Wide Carpet for the Clerk's Reception area at a cost of $1,117.28.

Inspector should be instructed to follow the City Building Codes which
require that on -site open wall inspections are required for all buildings
constructed in the City of McHenry.

approve the request of the City Clerk to grant longevity for 72 years Employees
service to Loretta Freund.

Not Voting: Snell.

Motion by Smith, seconded by Snell, to approve the hiring of Employees
seven summer helpers in the Public: Works Department and the hiring of
Park Maintenance,Swimming Pool,Summer Program,and Concession help as
recommended by Supt. of Public Works and Park Director Merkel.
Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith,
Serritella, Snell.

Motion by Datz, seconded by McClatchey, to establish the Employees
policy that employees can only take a day off for sickness when they
themselves are sick and not consider it a sick day when in fact they are using
it to take a family member to the hospital or to a doctor. Employees
have the option of using comp. time, personal days or, vacation days
for this use.
Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan, Smith,
Serritella, Snell.

Janitor John Mergl presented a request to take three weeks
off for vacation time which is in violation of the City Ordinance
which states that only two weeks vacation can be taken at one time.
Motion by Snell, seconded by Serritella, to deny the request Employees
of Janitor John Mergl for three weeks vacation to be taken in succession.

Serritella, Snell.

Motion by Smith, seconded by McClatchey, to instruct the Chief
of Police and the Supt. of Public Works to study the problem of insuf- Street
ficient street lighting on Pearl Street and either instruct Commonwealth Lights
Edison to increase the wattage on the bulbs or add street lights to the
northwest corner of Park & Pearl and the northwest corner of Court & Pearl
Streets.
