At roll call the following Aldermen were present: Bolger, Donahue, Lieder, Locke, Smith, Adams, Serritella. Patterson arrived at 8:10 p.m. Absent: None. City Staff in attendance were: Assistant to City Clerk Marth, City Administrator Peterson, Chief of Police Joyce, Director of Public Works Batt, Park Director Merkel, Director of Building & Zoning Lobaito. Absent: City Clerk Gilpin, Attorney Narusis. PUBLIC INPUT No one signed in for the public input session. REQUEST FROM CHAMBER OF COMMERCE TO WAIVE PICNIC FEE Motion by Bolger, seconded by Smith, to approve the request of the Chamber of Commerce and waive the $100 picnic fee in connection with the Chamber's 40th Anniversary Picnic at Petersen Park. Voting Aye: Bolger, Donahue, Lieder, Locke, Smith, Adams, Serritella. Voting Nay: None. Absent: Patterson. Motion carried. VARIATION REQUEST FOR 4021 W. MAIN STREET, WIRFS/BONCOSKY Motion by Bolger, seconded by Donahue, to concur with the Zoning Board of Appeals recommendation and pass an ordinance granting a zero side yard variation and a 25 foot front yard set -back variation for the Wirfs/Bonconsky property located at 4021 W. Main Street. Voting Aye: Bolger, Donahue, Serritella. Voting Nay: None. Absent: Patterson. Motion carried. Lieder, Locke, Smith, Adams, AWARD BID FOR FRONT STREET WATER MAIN EXTENSION Motion by Bolger, seconded by Serritella, to concur with Baxter & Woodman's recommendation and award the bid for extension of the Front Street Water Main to Yonke & Soper Excavating, Inc., of Zion, Illinois in the amount of $89,082, contingent upon securing easements necessary to do the project. AWARD OF PROPOSAL FOR EQUIPMENT REPLACEMENT AT CENTRAL WASTEWATER TREATMENT PLANT Motion by Smith, seconded by Donahue, to award a contract to Dresser Pump in the amount of $5,448.00 to repair the comminutor at the Central Wastewater Treatment Plant, based on the proposal from Dressor Pump, the sole area supplier for this part. Voting Aye: Bolger, Donahue, Lieder, Locke, Smith, Adams, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. STATUS OF WATER WELL #8 AND TEST WELL DRILLING PROGRAM City Administrator Peterson and Public Works Director Batt reported on Well #8 that had been damaged recently by a power surge. It had been partially repaired and waiting for additional emergency repair equipment when it had to be put back into operation because of the critical water situation in the City due to the lack of rain and the water usage being extremely high. A sprinkling ban will probably have to go into effect shortly for the remainder of the summer unless sufficient rainfall occurs. The Council reviewed preliminary information Baxter & Woodman and Public Works Director Batt provided on the test well drilling program. Of the four sites drilled, two of the four looked very promising. Both sites are located in the Oaks of McHenry subdivision. Motion by Lieder, seconded by Bolger, to authorize the City Administrator to request proposals for two new wells at the Oaks of McHenry site pending further geology and engineering information from Baxter & Woodman. Voting Aye: Bolger, Donahue, Lieder, Locke, Smith, Patterson, Serritella. Voting Nay: Adams. Absent: None. Motion carried. CONSIDERATION OF CHANGING CITY COUNCIL MEETING TIME Motion by Smith, seconded by Adams, to begin City Council meetings at 7:30 p.m. starting with the June 3, 1992 meeting. Voting Aye: Bolger, Donahue, Lieder, Locke, Smith, Adams, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. MAYOR'S STATEMENTS AND REPORTS — CONSIDERATION OF INCREASING CLASS "A" LIQUOR LICENSES BY ONE The Council discussed the liquor license application of Terry and Doreen Wilborn and questioned the applicants who were in the audience. Some of the Aldermen had serious reservations regarding the issuance of the license due to the history of the former establishment at this address and some recent incidents at an establishment outside the City partially owned by the applicants. The Council was given assurances by the applicants that they would personally manage this property and business and were in the process of removing all building code violations and improving the premises. Motion by Bolger, seconded by Smith, to pass an ordinance increasing the Class "A" liquor licenses by one, from twenty—one to twenty two, and approving the Mayor's issuance of that license to Doreen and Terry Wilborn, d/b/a Sloppy T's, Inc., at 4820 W. Elm Street. Voting Aye: Bolger, Lieder, Locke, Smith, Adams, Patterson. Voting Nay: Donahue, Serritella. Absent: None. Motion carried. The Mayor then read the following: Proclamation from the Friends of the Fox River declaring the month of June "Fox River Appreciation Month" Proclamation declaring the week of June 7 through June 13, 1992 "National Safe Boating Week." The Mayor asked the Aldermen to give him their vacation dates so that if any special meetings came up, he could try to schedule them around those vacation dates. COMMITTEE REPORTS There were no Committee reports. DEPARTMENT HEAD REPORTS Administrator Peterson asked the Council to consider changing the Council meeting of June 17 to another date because of the Police Association Golf Outing which is well attended by City Council and the staff. Motion by Donahue, seconded by Locke, to reschedule the City Council meeting of June 17 to Monday, June 22. Voting Aye: Bolger, Donahue, Lieder, Locke, Smith, Adams, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Peterson reported that due to the minimum water system pressure this afternoon, the filling of Knox Park pool was discontinued. If the water situation improves tomorrow and the system recovers, the water will be turned on again, hopefully in time to fill it and open the pool on Saturday.
