The Regular Meeting of the McHenry City Council was called to order by Mayor Busse on Monday, May 19, 1986 at 8:00 P.M. at City Hall. Council At roll call the following Aldermen were present: Bolger, Lieder, Mtg. McClatchey, Nolan, Smith, Snell, Serritella, Teta. Absent: None. City Attendance staff in attendance were Attorney Narusis, Clerk Gilpin, Chief Joyce. Park Director Merkel arrived at 8:45 P.M. Absent: Supt. Batt. Motion by Smith, seconded by Nolan, to grant McHenry Lion's Club to conduct a carnival in the Green from June 4 - June 8, 1986. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Notion carried. the request of the Amusement Street parking lot Licenses Motion by Bolger, seconded by Serritella, to pass an ordinance Ordinances reclassifying the property at 1402 N. Green Street from R-3 to limited B-1 uses and to grant the variations as outlined in the ordinance as Zoning presented. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Motion by Nolan, seconded by Smith, to authorize the Mayor to sign an engagement letter with Yapelli Ketchmark to authorize them to Audit conduct an audit of the 1985-86 fiscal year. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. It was suggested by Alderman Lieder that next year the Coun- cil should go out to bid in January for auditing of the City books. Mayor Busse proclaimed the week of June 1 - June 7, 1986 as "National Safe Boating Week". Motion by Bolger, seconded by Snell, to accept the April Treasurer's Report as presented. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Motion by Smith, seconded by Snell, to authorize the Super - intendent of Public Works to consult with Baxter & Woodman regarding the Bridges proper location for installation of the old Pearl Street Bridge to be placed at the rear of City Hall over Boone Creek to connect the two park- ing lots and to ask that Baxter & Woodman give us an estimate of engineering cost to install the bridge. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Alderman Nolan, Chairman of the Environmental Advisory Com- mission, reported that two price proposals had been received for mosquito abatement in the City of McHenry. They were from Clark Outdoor Spraying 37,800, Protection Unil imited 32,478. Mosquito Motion by Nolan, seconded by Teta, to contract with Protection Abatement Unlimited for a two year period for mosquito abatement in the City of McHenry at a cost of $2,478 per year. Contracts Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Teta. Voting Nay: Serritella. Absent: None. Motion carried. Motion by Smith, seconded by Snell, to authorize and approve Sidewalks payment of $27,897.45 to Alliance Contractors Inc. for completion of the MFT 1986 Sidewalk Replacement Program, subject to approval by Superintendent Batt with payment to be made from the Motor Fuel Tax Funds. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Motion by Smith, seconded by Snell, to authorize and approve Street payment of $33,227.76 to the Illinois Department of Transportation as the Maintenance City s share for the road project improvement between Waukegan and High Street with money to be paid from the Motor Fuel Tax Funds contingent MFT upon the approval of Superintendent Batt. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Police Chief Joyce announced that an I -Search Grant in the Grants amount of 340,547.00 had been granted to the City of McHenry and the Police- check was received by the City May 9, 1986. Misc. Homeowners of Lakewood subdivision sent a letter to Mayor Busse requesting that "No Parking" signs be placed in various loca- Parking tions near Petersen Park Beach. It was the consensus of the Council Regs. that the Mayor should respond to the letter and explain why park- ing restrictions could not be placed in that area. Monday, May 19, 1986 page 5 Motion by Lieder, seconded by Snell, to authorize the Mayor to enter into a contract with Bartolotta's Fireworks Company for a fireworks display to be held at Petersen Park on July 4, 1986 at a cost of $7,150; Fireworks not to charge an entrance fee to the general public and to instruct the Park Director to contact concessionaires who will be in the park that day to work out some sort of financial agreement and to report back to the Council with his findings. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Motion by Bolger, seconded by McClatchey, to name Alderman Ray Mayor - Smith as Mayor Pro Tem. Temporary Voting Aye: Bolger, Lieder, McClatchey, Nolan, Chairman Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Motion by Smith, seconded by McClathey, to authorize the Mayor to sign a grant amendment for the commuter parking lot allowing for an additional amount of $13,000 for ground preparation work in the area with the amount to be paid by the IDOT Grant. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Motion by Snell, seconded by Nolan, to authorize the purchase of magnetic car signs for the Mayor and Aldermen to be used for parade pur- poses .
