MONDAY, MAY 19, 1980 8 P.M.
The Regular Meeting of the City Council was held Monday, May 19, 1980.
Mayor Stanek called the meeting to order at 8 P.M. At roll call the following
aldermen were present: Pepping, Nolan, Harker, Datz, Schooley, Meurer, Adams.
Absent: Wieser.
Motion by Harker, seconded by Schooley, to accept the minutes of the
May 5, 1980 Regular Meeting and of the May 7, 1980 Special Meeting and Public
Hearing as read.
Voting Aye: Pepping, Nolan, Harker, Datz, Schooley, Meurer, Adams.
Voting Nay: None.
Absent: Wieser.
Motion carried.
Mayor Stanek read the Zoning Board of Appeals recommendation regard-
ing a variation request by Leo Krabbenhoft. The Board recommended denial of
the petition. Mr. Krabbenhoft and his attorney, Sam Diamond were in attendance.
Motion by Harker, seconded by Nolan, to pass an ordinance granting
the variation as requested in the Krabbenhoft petition.
Voting Aye: Nolan, Harker, Datz, Meurer, Stanek.
Voting Nay: Pepping, Schooley.
Abstaining: Adams.
Absent: Wieser.
Mayor Stanek declared that six affirmative votes were needed to
override the Zoning Board denial recommendation and therefore the motion did
not pass.
Motion by Schooley, seconded by Harker, to pass an ordinance restrict-
ing the variation requested so that the area mentioned in the petition could
be utilized for the maintenance man and his wife who are presently living in
the apartment or the surviving member thereof only and at such time as they
leave, the variation would terminate.
Voting Aye: Pepping, Nolan, Harker, Datz, Schooley, Meurer, Adams, Stanek.

It was the consensus of opinion of the Council that the Capital
Development Fee would not be required for the extra apartment in the Krabben-
hoft building at 704 Logan Street since the use is limited but one additional
monthly water and sewer billing will be charged.
Mayor Stanek read a letter of resignation from Bryce Klontz who
has served on the Zoning Board of Appeals. He cited business commitments as
the reason for his resignation.
Mayor Stanek announced his appointment of Mrs. Kay Halverson from
the Plan Commission to the Zoning Board of Appeals and the appointment of Mr.
William Wilson of 4607 Ashley Drive to the Plan Commission, both appointments
to expire April 30, 1985.
Motion by Adams, seconded by Pepping, to confirm the Mayor's appoint-
ments of Halverson and Wilson.
Voting Aye: Pepping, Nolan, Harker, Datz, Schooley, Meurer, Adams.
Voting Nay: None.
Absent: Wieser.
Motion carried.
Motion by Nolan, seconded by Datz, to pass an ordinance authorizing
the execution of a contract to purchase land adjacent to Petersen Park on
McCullom Lake Road from Kenneth Petersen at a cost of $3,000 per acre and to
authorize the Mayor and Clerk to sign the contract.
Voting Aye: Pepping, Nolan, Harker, Datz, Schooley, Meurer, Adams.
Voting Nay: None.
Absent: Wieser.
Motion carried.
Motion by Harker, seconded by Schooley, to proceed with Federal Aid
Urban Projects (FAU) of Meadow Lane from Elm to Shore, Green Street from Kane
south to city limits and John Street from Green to Front Street; to hold in
abeyance the Main Street project; and to totally eliminate the Richmond Road
project from Grand to Washington Streets.
Voting Aye: Pepping, Nolan, Harker, Datz, Schooley, Meurer, Adams.

& Associates of DesPlaines to prepare a survey of the property to be purchased
adjacent to Petersen Park.

payment of Estimate No. 6 to Keno & Sons for $73,133.10 for the sewer treatment
plant expansion as recommended by Baxter & Woodman.

Supt. Meyer reported on the Bid Opening for the Green Street Parking
lot improvement. One bid was received for Contract I - Gravel, excavation &
curbing --from Lakeland Construction Co. for $20,985.00; Contract II , placing
bituminous concrete binder course and surface course over base --two bids received -
Peter Baker & Sons $28,462.66 and Curran Contracting Co. $28,908.90; Contract
III, Installation of complete lighting system --one bid from Carey Electric
Contracting $16,575.00.
Motion by Datz, seconded by Schooley, to accept the bid of Lakeland
Construction Co. for Contract I; the bid of Carey Electric Contracting for
Contract III and the low bid of Peter Baker & Sons for Contract II in the amount
of $28,462.66.

safety vests for Public Works employees and to provide uniform clothing service

to Baxter & Woodman for engineering administration fees in connection with the
sewer treatment plant addition in the amount of $1,838.80.

Motion by Pepping, seconded by Adams, to start Larry Ekeroth, a newly
hired fulltime Communications Desk employee, at the one year level on the
salary schedule as recommended by the Finance Committee at the request of
Chief Pasenelli.

Motion by Datz, seconded by Nolan, to authorize and approve the expen-
diture of $200 to the Chamber of Commerce for the Miss McHenry Fiesta Day
contest.

Motion carried.
Meurer, Chairman of the Purchasing Committee, reported on prices
obtained for a 1980 one-half ton pickup truck for the Sewer Department. After
discussion, it was decided to postpone any action until the next meeting.
Motion by Schooley, seconded by Pepping, to remove the parking meters
along Elm Street on both sides of the street from Richmond Road west to the
railroad tracks, with removal to take place as soon as possible after June 1,

Motion by Schooley, seconded by Meurer, to install street lights at
the following intersections: Home & Sunset, Hunter & Park, Flower & Prairie,

Voting Nay: Datz, Adams.

Motion by Schooley, seconded by Harker, to eliminate the free parking
stall for McHenry Tire Mart in the Main Street parking lot; to eliminate the
yellow no parking line in front of 3931 W. Main Street; and to notify Roger
Freund, owner of McHenry Tire Mart, that he will have to terminate the use of
such property 30 days from this date or by June 19, 1980.
