MONDAY, MAY 18, 1987 8 P.M.
The Regular Meeting of the McHenry City Council was called to
order by Mayor Busse on Monday, May 18. 1987 at 8 P.M. at City Hall. At
roll call the following Aldermen were present: Bolger, Lieder, Council Mtg.
McClatchey, Nolan, Patterson, Smith, Serritella, Teta. Absent: None. Attendance
City staff in attendance were Supt. Batt, Attorney Narusis, Clerk Gilpin,
Park Director Merkel, Chief Joyce.
Motion by Bolger, seconded by Nolan, to accept the minutes of
the May 13, 1987 Regular Meeting as amended and the May 14, 1987 Special
Meeting as presented.
Voting Aye: Bolger, Lieder, McClatchey, Nolan,
Patterson, Smith, Serritella, Teta.
Voting Nay: None.
Absent: None.
Motion carried.
Motion by Smith, seconded by Lieder, to enter into a contract Contracts
with Conservation Services whose principals are Ken and Darlene Fiske for
the purpose of consulting on and developing a conceptual plan for the Parks-Misc.
construction of a public marina to be located at the new Bull Valley
Bridge location at a consulting fee not to exceed $1,800 with the amount
to be paid from the Park Developer Donations Funds.
Voting Aye: Rol ger, Lieder, McClatchey, Nolan,
Patterson, Smith, Serritella, Teta.
Voting Nay: None.
Absent: None.
Motion carried.
Discussion was held on a suggestion from Building & Zoning
Officer John Zabor that the City reinstate Section R-112 into the City
Building Codes and to further add to it a requirement that all pre-fab
assemblies and their components be substantially open enough at the site
to allow the inspection by the City.
Motion by Serritella, seconded by Teta, to reinstate Section
R-112 into the City Building Code and to have the City Attorney review
the language so as to reserve the City's right for open wall on site
Building &
inspection when the Building Inspector feels it is necessary.
Zoning Misc.
Following discussion Serritella withdrew her motion and Teta
withdrew his second.
The City Attorney was instructed to meet with the Building and
Zoning Officer to clarify the language of the existing code concerning
pre-fab construction within the City.
Discussion was then held on acquisition of right-of-way and/or
easements in Idyl Dell Subdivision on River Street and Prairie Street.
Motion by Teta, seconded by McClatchey, to approve the
recommendation of Fred Batt and acquire rear yard easements over the

(Bally) Street and Prairie Street after the streets have been improved

the sole cost of the property owners.

Voting Nay: Bolger, Nolan, Lieder, Patterson.
Absent: None.
There being a tie vote, Mayor Busse cast an Aye Vote and declared the
motion carried.
Motion by Lieder, seconded by Nolan, to instruct the Street &
Street Maint.
Sidewalk Committee to study the entire problem of all private roads in
the City of McHenry especially detailing how to inform residents of the

proper way to have the City accept and maintain those streets.
Voting Aye: Lieder, McClatchey, Nolan,
Smith, Teta.
Voting Nay: Bolger, Patterson, Serritella.
Absent: None.
Motion carried.
Mayor Busse recessed the meeting at 10:00 P.M. The meeting
reconvened at 10:10 P.M. with everyone still
in attendance.

Appts. Zoning Board of Appeals with his term to expire April 30, 1992.
Motion by McClatchey, seconded by Nolan, to confirm the Mayor's
appointment of Bryce Klontz to the Zoning Board of Appeals.

Patterson, Smith, Serritella, Teta.
Voting Nay: None.
Absent: None.
Motion carried.
Motion by Smith, seconded by Nolan, to accept the April
Treasurer's Report as presented.

approve the purchase of a 1987 Chevy 1 Ton Truck and Chassis from the low Purchases -
price proposal presented by Gary Lang Chevrolet in the amount of $10,449 Public Works
and the purchase of a body from Dan Adams Auto Body for $1,950 as
presented.

Motion by Serritella, seconded by McClatchey, to authorize and
approve the low price proposal from Roewer Roofing in the amount of Sewer Dept.-
$2,093 for repairing the roof on the blower building at the Wastewater Repairs
Treatment Plant.

Superintendent Batt was instructed to proceed with the 1987
Street Program as follows: Shore Drive (east of Eastern to Oak), Eastern Street Maint.
Avenue (Parkway to Shore), Oak Drive (Shore to Prairie), North Avenue
(Home to Willow), Home Avenue (Meadow to Ramble), Anne Street (Green to
Front).
Motion by Teta, seconded by Nolan, to accept the recommendation Employees
of Superintendent Batt and hire Shawn Patrick Riley as a temporary
full -time position for summer help at the Wastewater Treatment Plant if
he is eligible.
