Mayor Stanek called to order the Committee Meeting of the Whole at Council Mtg 7:40 P.M. at City Hall for the purpose of discussing amendment of the SpecialPubl City of McHenry Zoning Ordinance and updating the Building Codes of the City. The following Aldermen were present: Nolan, Datz, Serritella, Bolger, Snell. Absent: Smith, McClatchey and Busse. City personnel in attendance were Supt. Halvensleben, Attorney Narusis and Clerk Gilpin. Also in atten- dance were Zoning Board Members James Fouse, Fred Kupstis, Harry Semrow, Donna Tobeck, Kay Halverson and Bob Jessup. 'The following areas of the concern were listed by the Council and Zoning Members: Off-street parking in front and side yard set -backs (permit it in Business Class Density - change R-4 to R-4A (10 per acre). Hard surface driveways and parking lots in multi -family (possibly transferred to Building Code). Occupancy permits for commercial buildings. Responsibility for maintenance and construction of fences between commercial and residential properties. Eliminate gas station , motel , tavern and movie theater uses from B-1 zoning classification. Eliminate cumulative zoning in the commercial classifications. Consider revising off—street parking concerning leased parking within a 1000 feet of a business. On page 44 of the Zoning Book, #1, change to read "One family dwell- ing: one parking space for each detached dwelling." Change parking space requirement from 180 square feet to 162 square feet which is 9 ft. X 18 ft. = 162 square feet. (BOCA Regulation) On page 45 of the Zoning Book, #8, change to "one space for every 200 square foot of store area (not including storage, mechanical rooms, etc .9 Allow one space for every two employees in retail districts. For restaurants, off—street parking requirement per seating capacity plus one space for every two employees. Revise #10 on page 45 re manufacturing and non -retail commercial establishments. Establish a new off-street parking requirement for professional office building use. Clarify paragraph #2 on page 57 re voting procedures. Revise paragraph C on page 56 to have Mayor appoint a Vice -Chairman of the Zoning Board of Appeals. Establish a requirement for portable, temporary signs. Page 52 of the Zoning Book, update paragraph #3 re discontinuance. Also update other non -conforming areas on the page that need updating. COMMITTEE MEETING OF THE WHOLE, MAY 18, Page 2. B-1 Classification is too broad in its uses especially with abutting residences - soften the B-1 Zoning District. Page 9, #12 redefine paragraph. Consider regulations for underground housing, solar panels, wind generators and satellite dishes for television. For accessory buildingspestablish size, height and number allowed. Catalogue and list modern, expanded uses and put in correct zoning districts. Establish additional fee for Zoning hearings that exceed the original and one recessed hearing (to cover City attorney's fees). The following were suggested changes in the Building Code requirements: Clarify sidewalk requirements for commercial and multi -family districts. Allow no residential apartments over commercial use. Revise Industrial Park District and I-1 Heavy Industrial District regulations. Expand and list new uses in Special Use catagory. Revise Sign Ordinance. Establish a limit for group homes in the City. Require smoke and fire dectectors in multi -family housing units. Consider density in multi -family uses. Upgrade multi -family building codes. Construct non-combustible multi -family buildings. Require a minimum of 1 car garages for single family residences. Increase rinimum square footage from 1000 to 1100 to 1200 square feet. Consider overhead sewers with sump pumps. Closer and increased inspections of service line installations. Require all sump pumps to be tied into storm sewers. Require brick on multi -family buildings. Consider allowing trees in tree banks. Get the fc*mat that Cary used in adopting Ordinances to update their Building Code s,-:h as: adopt a one -family, two-family building code which is a Suburban B.ilding Officials Conference Standard; BOCA Building Code which addresses the commercial and industrial construction; BOCA Mechanical Code; 4 National Electr=--al Code; State Plumbing Code; Fire Prevention Code.
