Mayor Pro-tem Raymond Smith called the Regular Meeting of the City Council to order on Wednesday, May 17, 1989 at 8 P.M. in City Hall. At roll call the following Aldermen were present: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Absent: Mayor Council Busse. City staff in attendance were Supt. Batt, Attorney Narusis, Clerk Gilpin, Park Director Merkel, Chief Joyce, Finance and Personnel Attendance Administrator Vitas, Director of Development Greenwood. Nancy Fike, Chairman of the Landmark Commission, addressed the Landmark Council to invite them to attend the 9th Annual Historic preservation Comm. conference to be held this year in the Chicagoland area. Jeff Ladd addressed the Council on behalf of the Northern Illinois Medical Center to ask that the Council take no final action on Comp. Plan any proposed developments in the Bull Valley Corridor until the hospital has a chance to present their development plan prepared by Thompson Dyke & Associates. A Special Dinner Council Meeting was scheduled for Tuesday, May 30, 1989 at 6 P.M. at the Tamara Royale Hotel. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by McClatchey, seconded by Lieder, to accept the minutes of the May 1, 1989 Special Meeting, the May 3, 1989 Regular Meeting and the May 8, 1989 Special Meeting as amended. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Diane Hunter, of the Riverside Chocolate Factory, addressed the Council on behalf of the merchants and business owners on Riverside Drive about an event they are planning for June 3 and 4, 1989, called Riverside Roundup Days. Activities planned are pony rides, stage coach rides, square dancing, a steer roast and outside food sales. She also requested that Pearl Street be closed from 10 A.M. to 4 P.M. on June 3 and 4, 1989 from Riverside Drive one-half block west. Motion by Bolger, seconded by Teta, to approve the June 3 and 4, Requests- 1989 dates for Riverside Roundup Days with details to be worked out on Misc. the closing of Pearl Street with Chief Joyce and for outside liquor sales with Mayor Busse. Motion by Bolger, seconded by Teta, to pass an ordinance requiring the removal of animal excrement from public and private Ords. property as presented. Dog Litter Motion by Serritella, seconded by Teta, to pass a resolution Resolutions commending Tom Uttich for his dedicated service on the City Plan Commission. Motion by Lieder, seconded by Patterson, to pass a resolution Resolutions authorizing the City to enter into a Joint Purchasing Agreement with the State of Illinois as presented. Agreements Motion by Teta, seconded by Patterson, to enter into an Engineering Construction Services Agreement with Baxter & Woodman for improvements on Ashley and Sussex Drives, as presented. Motion by Bolger, seconded by Patterson, to authorize and Sewer Plant- approve payment of $194,771 to William Zeigler & Son for construction South work at the South Wastewater Treatment Plant as recommended by Baxter & Woodman. Alderman Teta, Chairman of the Building and Zoning Committee reported on a recent meeting of that Committee. Motion by Bolger, seconded by Serritella, to accept the Zoning recommendation of the Building and Zoning Committee and authorize the Matters City Attorney to draft an ordinance granting a variation for percentage of brick required for RA-1 Townhomes.- Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Wednesday, May 17, 1989 Page 5 It was the recommendation of the Building & Zoning Committee to use the City Newsletter to inform the general public that when there is a change in building use or new occupancy, existing standards and codes will be enforced by the City. The Committee also recommended that the Building & Zoning Administrator enforce the existing requirement on the books that firewalls of all multi -family dwelling structures shall be constructed of brick, masonry or stone. Also smoke detectors must have battery backups. Motion by Teta, seconded by Donahue, to approve the recommendation of the Building & Zoning Committee and delete the last phrase from Section 7-46 of the Municipal Code in connection with state plumbing code requirements. Alderman Patterson of the Park Committee reported that another Park Committee Meeting has been set for Wednesday, May 24, 1989 at 7:30 P.M. Don Meyer of McIntosh Limited addressed the Council concerning a proposal to have the City accept approximately three acres of land in Green Valley Subdivision for a Park Area. Before any development could be done in Green Valley Subdivision, the Army Corps of Engineers require a letter to be sent to them indicating that the City would accept this land for park use and would not use it for housing construction. Meyer presented a diagram of the proposed park area and said McIntosh Limited would commit to expending funds in the range of $5,000 to $10,000 to improve the park area but not for playground equipment. Motion by Serritella, seconded by Donahue, to authorize the Mayor to send a letter to the Army Corps of Engineers indicating that the City is willing to accept the perch fen area of three acres in Green Valley Subdivision contingent upon improvements for that park being included in the letter of credit along with other subdivision improvements when the final plat for that area is presented for Council approval. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Bldg. & Zng. -Misc. Bldg. & Zng.-Misc. Subdivisions Motion by Patterson, seconded by Teta, to release the letter of credit for Brittany Heights Unit 1 dated Friday, May 19, 1989 contingent LOC upon the receipt of $1,000 in cash to comply with the as -built plan amendments as requested by Baxter & Woodman and upon the approval of the Superintendent of Public Works as to items one and two on the May 17, 1989 letter from Baxter & Woodman being completed. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. John Vlcek, Chairman of the Environmental Advisory Committee, presented a report on the Committee's meeting of May 9, 1989. It was the recommendation of the Committee that the City Council lease 20 parking spaces for a maximum of 120 days until a new site for the recycling depot can be found. The Committee recommended that the City Council explore the property adjacent to the existing location for relocation of the recycling center. Alderman Donahue reported that she had talked to the owner of the adjacent property who said there was a project under consideration for that land at the present time but if that did not take place he would get back to the Council. Motion by Teta, seconded by Serritella, to authorize the Mayor to send a letter to IDOT reporting that the City is actively searching for a new site for a recycling center. It was the consensus of the Council that they needed more information before making any revision on the Ordinance. The EAC also recommended that the City appropriate funds to hire one person to head a solid waste division under the Public Works Department. This individual would research municipal composting and a curbside recycling program. Lieder suggested that the Mayor contact the County and other municipalities to see if we could work in a cooperative plan to get one person to serve all of the municipalities because we need a person with expertise on this subject. The Aldermen felt more information was needed before any decision could be made. Parks-Misc. Motion by Patterson, seconded by Lieder, to approve the hiring of Shannon Groppuso as a gymnastic instructor for the Park Department and Employees Kristine Huerer as a concession worker in the Park Department contingent upon the Mayor's approval. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Lieder, seconded by Patterson, to approve Employees Administrator of Finance and Personnel Vitas' request to attend the Illinois Association of Municipal Management Assistance and the Illinois City Management Association Annual Conference in Galena, Illinois from June 14, 1989 through June 16, 1989 at a cost not to exceed $560. Voting Aye: Bolger, Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Superintendent Batt and Park Director Merkel were instructed to continue working on determining the location for a fence along Lakewood Subdivision at Peterson Park. Subdivisions Keith Corbell of 1706 Riverside Drive addressed the Council to request that no action be taken by the Council to approve the Riverside Terrace Subdivision until all County, City and other agencies had approved the location for a storm water drainage plan. He was told that it is the intent of the Council to work with the developers and the engineers to see that everything is done correctly so as not to jeopardize the neighborhood or the homeowners in the area. Water Alderman Donahue reported that some people in Country Club Service Subdivision would like to see about getting City water service to their area. It was suggested that a community meeting be held sometime in .July to determine in the majority of the people want it. Motion by McClatchey, seconded by Patterson to adjourn.
