HomeMy WebLinkAboutMinutes - 05/14/1990 - Committee of the WholeCOMMITTEE MEETING OF WHOLE MONDAY, MAY 14, 1990 The Committee Meeting of the Whole was called to order by Mayor Busse on Monday, May 14, 1990 at 7.30 p.m. at City Hall. The following Aldermen were present: Serritella, Donahue, Lieder, Teta, Smith. Alderman McClatchey arrived at 7:37 p.m and Alderman Patterson at 7:52 p.m. Absent: Bolger. Also in attendance were Joan Marth, Assistant to City Clerk, Fred Batt, Director of Public Works and Nancy Rieger, representative for Waste Management of McHenry County. Mayor Busse stated the purpose of the meeting was to review suggested programs of yard waste pickup/disposal for the City which is to take effect July 1, 1990, per new legislation. There were three options mentioned: 1. The City establish a program of its own; 2. A centralized drop off location; 3. Waste Management's program which Nancy Rieger gave as follows: A flat rate of $45/season which would run from March 1 to November 30 allowing residents two yard waste packages a week. The containers would either be the resident's regular garbage cans or "Kraft" paper bags purchased locally. Stickers could be purchased from Waste Management at $.70 each for any additional bags above the two packages allowed. No plastic bag containers would be permitted. Nancy Rieger also stated that they would be willing to assist in some sort of drop-off center in a combination of programs with the City. Following lengthy discussion, there were no objections from the Aldermen in allowing Waste Management or any other company, providing a subscription service for yard waste pickup and disposal. The City would also decide later on in the summer if they would continue the fall leaf pick up or possibly provide a drop off site for leaves and yard waste with a charge for dropping off for the cost of supervision and disposal, or a combination of both.
