The Regular Meeting of the McHenry City Council was called to order by Mayor Busse on Wednesday, May 14, 1986 at 8:00 P.M. at City Council Mtg. Hall. At roll call the following Aldermen were present: Bolger, Lieder, Attendance McClatchey, Nolan, Smith, Snell, Serritella, Teta. Absent: None. City staff in attendance were Supt. Batt, Attorney Narusis, Clerk Gilpin, Park Director Merkel, Chief Joyce. Brian Cunat, of Cunat Brothers Inc., addressed the Council con- cerning a request for Industrial Revenue Bonds. They wish to finance the acquisition, construction and equipping of a 10,500 square foot office building on West Elm Street in the Kaufman/Glosson property. Motion by Serritella, seconded by Lieder, to pass a resolution Resolutions approving the application of Cunat Brothers Inc. and authorizing the City to execute a memorandum of agreement with the Company concerning the Industrial issuance by the City of its Industrial Revenue Bonds contingent upon the Revenue borrower immediately depositing with the City Clerk the sum of $4,000 to Bonds be used by the City towards defraying expenses and fees connected with the issuance of the bonds. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Harold Warren of Warren & Associates discussed financing methods for construction of the South Wastewater Treatment Plant. Motion by Bolger, seconded by Nolan, to authorize the City Contracts Attorney to draft a contract agreement with Warren & Associates for means of financing the South Wastewater Treatment Plant. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Sewer Plant - South Motion by Bolger, seconded by Snell, to pass an ordinance Ordinances increasing the number of Class G liquor licenses from two to three. Voting Aye: Bolger, Lieder, Smith, Snell, Serritella. Liquor Con - Voting Nay: Nolan, Teta, McClatchey. trol & Lic. Absent: None. Motion carried. Mayor Busse announced that he would issue a Class G liquor lic- Liquor Con- ense to JR's Grill at 4224 W. Elm Street. Owners Ronald and Carole Riska trol & Lic. were in attendance at the Meeting. Motion by Smith, seconded by McClatchey, to inform the residents of Riverside Drive that the City would not enter into any parking program to permit permanent parking on either side of Riverside Drive, between Parking Pearl Street and Broad Street in the foreseeable future. Regulations Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Motion by Lieder, seconded by Bolger, to grant the request of the Fiesta Day Board and permit a dancing event during the fiesta week Fiesta activities on Tuesday, July 22, 1986 contingent upon the approval of the Days Chief of Police and the Park Director. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Two proposals were received for performance of a fixed asset inventory and insurance appraisal. Wednesday, May 14, 1986 page 2 Appraisals Motion by Serritella, seconded by Teta, to accept the low price Contracts proposal of American Appraisal Associates, Inc. for professional services to present a fixed asset inventory and insurance appraisal for a fee of 18,000. Voting Aye: Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: Bolger. Absent: None. Motion carried. Public Works- Motion by Serritella, seconded by Bolger, to establish a policy Misc. on the mowing of ditches as follows: The City does not mow drainage ditches that are on private property even though the City has an ease- ment. The easement is for the purpose of maintaining drainage and the City does not perform ditch maintenance to maintain proper drainage. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Motion by Snell, seconded by Nolan, to approve the request of Block Evelyn Heinz for a block party on July 4, 1986 from 4 p.m. to 11 p.m. on Parties Bradley Court. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Mayor Busse called for a recess at 9:31 p.m. The meeting reconvened at 9:43 p.m. with everyone still in attendance. The Mayor announced the following appointments: POLICE PENSION BOARD EXPIRES John Mad] 4-30-88 POLICE COMMISSION Peter Adams 4-30-89 Plan Commission, Health Board, Landmark Commission and Environmental Advisory Commission appointments will be made at a later date. Appointments Motion by Snell, seconded by Serritella, to approve the Mayor's appointments as presented to the Police Pension and Police Commission Board. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Mayor Busse announced that he was making the same appoint- ments for the standing committees as were in effect during 1985-86. Appts.- Motion by Serritella, seconded by Smith, to approve the Mayor's Annual appointments and leave the standing committees the same as they were in Ctte. 1985-86. Voting Aye: Lieder, McClatchey, Smith, Snell, Serritella, Teta. Voting Nay: Bolger, Nolan. Absent: None. Motion carried. Motion by McClatchey, seconded by Serritella, to instruct the Arthur Young Company to prepare a salary administration program based on Wages/Benefits a step system structure system. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Wednesday, May 14, 1986 page 3 Motion by Serritella, seconded by Smith, to authorize and approve the payment of $16,881 to Thomas Dodge of Orland Park for two new squad cars for the Police Department. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Motion by Smith, seconded by Snell, to pass an ordinance establishing a stop sign for west bound traffic on Sarasota at Huntington which would stop Sarasota for Huntington to proceed. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. The Police also recommended that "Children At Play" signs be installed on Huntington Drive. Motion by Bolger, seconded by Teta, to override the recom- mendation of the Zoning Board and approve the request of Buch and Weidner's to construct 12 units per acre on R-4 property on the west side of south Route 31 as presented in their Zoning Board of Appeals petition on April 24, 1986. Motion by Serritella, seconded by McClatchey, to table the motion. Voting Aye: Lieder, McClatchey, Smith, Snell, Serritella. Voting Nay: Bolger, Nolan, Teta. Absent: None. Motion carried. Motion by Snell, seconded by Smith, to go into executive session at 10:53 p.m. to discuss personnel. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Motion by Lieder, seconded by McClatchey, to go back into open session at 11:27 P.M. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Mayor Busse announced that he was making new appointment of the following three employees to the Public Works Department at a starting salary of $15,300. William Cunningham of 5310 Home Avenue, Patrick Gorniak of 3214 Kinley Boulevard, Robert Holmstrom of 1900 N. Flower. Motion by Nolan, seconded by Serritella, to concur with the Mayor's appointments of the three new employees to the Public Works Department as presented. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Tabled Motions Executive Session Employees Wednesday, May 14, 1986 page 4 Motion by Snell, seconded by McClatchey, to approve the Employees lateral transfer recommended by Superintendent Batt and transfer Mike Reid and Jon Schmitt from the Public Works Street Department to the Water Department.
