The Regular Meeting of the McHenry City Council was called to order by Mayor Busse on Wednesday, May 11, 1988 at 8 P.M. at City Hall. At roll call the following Aldermen were present: Bolger, Nolan, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Absent: None. City staff in attendance were Supt. Batt, Attorney Narusis, Clerk Gilpin, Park Director Merkel., Chief Joyce, Finance and Personnel Administrator Vitas. Motion by McClatchey, seconded by Serritella, to let three people in the audience speak concerning proposed boat rental project on McCullom Lake for a total of 10 minutes. Voting Aye: Nolan, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: Bolger. Motion carried. Council Htg. Attendance Parks-Misc. Thomas Lichtenstein of 409 Flanders Road, Joe Moerschbacher of Lakewood Subdivision and Juanita Adams of McCullom Lake, addressed the Council and expressed opposition to the proposed boat rental project on McCullom Lake. Pete Kasper of Lakeland Park expressed support of the boat rental. Motion by Patterson, seconded recommendation of the Park Committee and row boats, four pedal boats and one 9.9 for lifeguard use. Voting Aye: Nolan, Voting Nay: Bolger, Absent: None. There being a tie vote, the did not carry. by Nolan, to approve the authorize the purchase of three Parks-Misc. horsepower outboard motor boat Lieder, McClatchey, Patterson Teta, Smith, Serritella. Mayor cast a nay vote and declared the motion Mayor Busse called for a recess at 9:02 P.M. The meeting reconvened at 9:16 P.M. with everyone still in attendance. Motion by Nolan, seconded by Lieder, to accept the minutes of the May 2, 1988 Special Meeting as presented. Voting Aye: Bolger, Nolan, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Failed Motions Tom Fleming, City ESDA Director, gave a report on seminars he has attended at the State of Illinois Emergency Services and Disaster ESDA Agency and one presented by the Federal Emergency Management Agency (FEMA). He also suggested that four warning sirens be purchased and installed throughout the City. Presently there are only two in the City. He is also working on a local government mobilization plan. Attorney Tom Zank and his client, contractor Gary Doud, addressed the Council with a concept plan for a multi -family development Zoning on Bull Valley Road west of Crystal Lake Road. He is seeking RM-1 zoning Matters for construction of 28 to 32 townhouse type apartments. He was directed to contact the Plan Commission and Zoning Board of Appeals for hearing dates. Motion by Lieder, seconded by Teta, to approve the recommendation of Baxter & Woodman and reduce the Brittany Heights Unit 1 Letter of Credit from $81,471 to $40,064 minus the amount previously Letter of submitted by the developers for streets lights and street signs Credit ($15,000), thereby reducting the Letter of Credit to $25,064. Voting Aye: Bolger, Nolan, Lieder„ Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Smith, seconded by Serritella, to authorize the Mayor to enter into a contract with Clark Outdoor Co. for mosquito control of Contracts that portion of the city limits which lies in Nunda Township at a cost not to exceed $1,974.50. Mosquito Voting Aye: Bolger, Nolan, Lieder, Teta, Smith, Abatement McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Wednesday, May 11, 1988 Page 2 Plan Commission Mayor Busse announced the number of members on the Plan Commission was being reduced from 11 to 7 members due to the retirement and residency change of four previous members. Proclaimations Mayor Busse proclaimed the week of May 15 - 21, 1988 as Tourism Week in McHenry County. Motion by Patterson, seconded by Lieder, to approve the bid of Althoff Industries for shower room improvements at Knox Park at a cost of Parks- $1,850. Improv. Voting Aye: Bolger, Nolan, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Parks- Motion by Lieder, seconded by Teta, to authorize Park Director Auth. Merkel to Contract for water sampling at Peterson Park Beach and West Beach Park. Voting Aye: Bolger, Nolan, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Patterson, seconded by Lieder, to authorize and Parks- approve issuance of beer picnic permits as presented. Beer Voting Aye: Bolger, Nolan, Lieder, Teta, Smith, Permits McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Serritella, seconded by McClatchey, to approve Liquor issuance of a liquor license to the McHenry Fiesta Day Board for Fiesta Contr. & Day activities as previously presented. Lic. Voting Aye: Bolger, Nolan, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Teta, seconded by Nolan, to concur with the Mayor's Appts. appointment of Alderman Lieder to serve as a city representative along Youth with the Mayor himself on the McHenry Area Youth Commission. Comm. Voting Aye: Bolger, Nolan, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Executive Motion by Smith, seconded by McClatchey, to go into executive Session session at 10:40 P.M. for the purpose of discussing property acquisition and pending litigation. Voting Aye: Bolger, Nolan, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Alderman Patterson left the meeting at 10:40 P.M. Motion by Smith, seconded by McClatchey, to go back into open session at 12:02 A.M. Voting Aye: Bolger, Nolan, Lieder, Teta, Smith, McClatchey, Serritella. Voting Nay: None. Absent: Patterson. Motion carried. City Hall Motion by Lieder, seconded by Serritella, to authorize the Mayor Bldg to contract with an architect of the Mayor's choice for the purpose of Program obtaining cost estimates and other data for construction of a new city hall building. Voting Aye: Bolger, Nolan, Lieder, Teta, Smith, McClatchey, Serritella. Voting Nay: None. Absent: Patterson. Motion carried.
