The Special Meeting of the City Council was called to order by Mayor Special Stanek at 7:30 P.M. on Monday, May 11, 1981 for the purpose of discussing re- Meeting visions of the Subdivision Control Ordinance and any and all business which might Subdi— vision properly come before the Council. At roll call the following aldermen were present: Con- trol Meurer, Serritella, Smith, Wieser, Nolan, Pepping. Absent: Harker, Datz. Also ordi- nance, in attendance were Supt. Weber, Attorney Narusis, Clerk Gilpin, Chief Pasenelli. Attend- ance Motion by Nolan, seconded by Meurer, to pass a resolution authorizing Boone the dredging of Boone Creek west of the Green Street Bridge to a point east of Creek Dredging, Grand Avenue. Voting Aye: Meurer, Serritella, Smith, Nolan, Pepping. Voting Nay: Wieser. Absent: Harker, Datz. Motion carried. The Building and Zoning Committee was instructed to study the recommenda- tion of the Zoning Board of Appeals to change the City of McHenry Zoning Ordinance Com- mit- under Multi -Family districts regarding the construction of three habitable living tees stories instead of two as presently allowed. Alderman Harker and Datz arrived at 7:40 P.M. Motion by Smith, seconded by Wieser, to proceed with installation of Sidewalk sidewalks on the west side of Green Street to Knox Park and have the property owners pay for the cost of materials with the city to furnish the labor. Voting Aye: Meurer, Serritella, Smith, Nolan, Pepping, Wieser, Datz, Harker. Voting Nay: None. Absent: None. Motion carried. Motion by Meurer, seconded by Harker, to authorize the city attorney Subdivi- to prepare an ordinance amending Section VIII-E 8(b) of the Subdivision Control Sion Control Ordinance requiring that sidewalks be installed on both sides of the street on ordi- nance residential properties. Mayor Stanek called for a recess at 8:55 P.M. The meeting reconvened at 9:07 P.M. with everyone still in attendance. Motion by Harker, seconded by Serritella, to pass an ordinance amending Ordi- nance Section VIII-D 2(b) and Section V-E of the Subdivision Control Ordinance. Motion by Pepping, seconded by Harker, to authorize city attorney to Authori- zation prepare an ordinance amending Section VI-C 1(a) of the Subdivision Control Subdi- vision Ordinance pertaining to specifications for documents. It was the concensus of opinion by the Council that the city attorney should prepare an ordinance amending Section VI-C 6 of the Subdivision Control Subdivi- sion Ordinance relating to certificates required on final plats. Control Motion by Pepping,seconded by Smith, to authorize the city attorney to prepare an ordinance amending Section VII-C 3(a) of the Subdivision Control „ Ordinance relating to lot sizes. Voting Aye: Meurer, Serritella, Smith, Datz, Nolan, Pepping, Harker, Wieser. Voting Nay: None. Absent: None. Motion carried. Motion by Harker, seconded by Pepping, to authorize the city attorney to prepare an ordinance amending Section X: Variations of the Subdivision Control Ordinance. Voting Aye: Meurer, Serritella, Smith, Datz, Nolan, Pepping, Harker, Wieser. Voting Nay: None. Absent: None. Motion carried. Motion by Harker, seconded by Nolan, to authorize the Supt. of Public Road Works to repair the potholes on First Avenue off Washington Street. Repair Voting Aye: Meurer, Serritella, Smith, Datz, Nolan, Pepping, Harker, Wieser. Voting Nay: None. Absent: None. Motion carried. Motion by Harker, seconded by Meurer, to authorize and approve payment to John F. Smith for $420.00 for engineering services in connection with the dredging of Boone Creek with payment to come from Revenue Sharing funds allocated for that project. Motion by Wieser, seconded by Smith, to authorize and approve the request Tag of the Kiwanis Club for a Kiwanis Peanut tag day on September 25, 1981, as Day recommended by the License Committee. Voting Aye: Meurer, Serritella, Smith, Datz, Nolan, Pepping, Harker,Wieser. Voting Nay: None. Absent: None. Motion carried. Motion by Wieser, seconded by Smith, to adjourn. The Regular Meeting of the City Council was called to order by Mayor council Stanek on Monday, May 4, 1981 at 8 P.M. At roll call the following aldermen Meeting were present: Pepping, Nolan, Harker, Datz, Wieser, Smith, Serritella, Meurer. Attend - Absent: None. Also in attendance were Supt. Weber, Attorney Narusis, Clerk a nce Gilpin, Chief Pasenelli, Park Director Merkel. Motion by Datz, seconded by Wieser, to accept the minutes of the Annual Meeting and Special Meeting held April 27, 1981, as read. Voting Aye: Pepping, Nolan, Harker, Datz, Wieser, Smith, Serritella, Meurer. Voting Nay: None. Absent: None. Motion carried. Mr. and Mrs. Mark Serpe addressed the Council and requested a fence Fence variation permit. Request Motion by Nolan, seconded by Meurer, to grant Serpe's request for a fence variation as presented. Voting Aye: Nolan, Meurer. Voting Nay: Pepping, Harker, Datz, Weiser, Smith, Serritella. Absent: None. Motion did not carry. Motion by Datz, seconded by Harker, to set the City Collector's salary Wages at $6,000.00 for the 1981-82 fiscal year. Motion by Harker, seconded by Meurer, to consent to the Mayor's appoint - Appoint ments as follows: City Attorney-Narusis & Narusis; City Collector - Barbara me nts Gilpin; Supt. of Public Works - Richard Weber; Park Director - Pete Merkel; Building Inspector - Harold Jensen. Motion by Meurer, seconded by Nolan, to consent to the Mayor's appoint- Appoint- ments as follows: James Fouse and Suzanne Kauss to the Zoning Board of Appeals ments with terms to expire 4-30-86; and Earl J. Osmon and William G. Buhrman to the Plan Commission with terms to expire 4-30-86. Voting Aye: Nolan, Meurer, Pepping, Harker, Datz, Wieser, Smith, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Datz, seconded by Pepping, to consent to the Mayor's appoint- ments as follows: Ronald J. Waytula to the Police Pension Board with term to Appoint- ments expire 5-1-83; August M. Rossetti, M.D. and James R. McMahon, D.D.S. to the Board of Health with terms to expire 5-1-82; and John Shay as Director of Emergency Services and Disaster Agency with term to expire 5-1-82. Voting Aye: Nolan, Meurer, Pepping, Harker, Datz, Wieser, Smith, Serritella. Voting Nay: None. Absent: None. Motion carried. Mayor Stanek read a letter of resignation from Earl Murray who has Resigna- tion served for 8 years on the Board of Police Commissioners. The resignation was accepted with regret. Mayor Stanek commended Murray for his past service to the Board and expressed appreciation on behalf of all the citizens of McHenry. Motion by Harker, seconded by Datz, to consent to the Mayor's appoint- kpp of nt- ment of John F. Albrecht of 1117 Front Royal Court, McHenry, to serve on the nent Board of Police Commissioners to complete the unexpired term of Earl Murray whose term expires 4-30-82.
