The Regular Meeting of the McHenry City Council was called to order by Mayor Busse on Wednesday, May 7, 1986 at 8:00 P.M. in City Council Mtg. Hall. At roll call the following Aldermen were present: Bolger, Nolan, Attendance Lieder, McClatchey, Smith, Snell, Serritella. Absent: Teta. City staff in attendance were Supt. Batt, Attorney Narusis, Clerk Gilpin, Park Director Merkel, Chief Joyce. Motion by Nolan, seconded by Serritella, to accept the minutes of the April 28, 1986 Public Hearing, the April 28, 1986 Annual Meeting and the April 30, 1986 Regular Meeting as presented with one correction. Voting Aye: Bolger, Nolan, Lieder, McClatchey, Smith, Snell, Serritella. Voting Nay: None. Absent: Teta. Motion carried. Motion by Nolan, seconded by McClatchey, to concur with the Zon- ing Board of Appeals recommendation regarding the petition of David L. Ordinances Buch, Vernon E. Weidner and Ronald J. Weidner for reclassification of property on the west side of South Route 31, containing approximately two Zoning Ord. acres, reclassifying the property from B-1 to R-4. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella. Voting Nay: None. Absent: Teta. Motion carried. Motion by Bolger, seconded by Nolan, to override the recom- mendation of the Zoning Board of Appeals and grant the variation request of Buch and Weidner to construct 12 dwelling units per acre. Zoning Voting Aye: Bolger, Nolan, Lieder, Smith, Snell. Matters Voting Nay: McClatchey, Serritella. Absent: Teta. Failed Motion did not carry because it takes a two-thirds vote of the Council to Motions override a recommendation of the Zoning Board of Appeals. Discussion was held on whether or not to reconsider the matter at a later date. Bolger made a motion to reconsider the motion, but withdrew after discussion. Motion by Bolger, seconded by Nolan, to vacate that portion of Kinley Boulevard west of Hilltop Boulevard, but maintain a 20 foot Failed utility easement on the property and require that the people who are Motions acquiring the property should pay for the publication and legal costs. Voting Aye: Bolger, Nolan. Street Voting Nay: Lieder, McClatchey, Smith, Snell, Serritella. Vacations Absent: Teta. Motion did not carry. The matter of the McHenry South Wastewater Treatment Plant fund- Sewer Plant ing alternatives was referred to the Finance Committee for further review. South Mayor Busse presented a memo regarding a policy on engineering fee payments for utility service. The matter was referred to the Utility Committees - Committee for further consideration and recommendation. Instructions Motion by Snell, seconded by McClatchey, to authorize the Chief of Police to issue temporary parking permits at no charge along the east side of Veteran's Memorial Park for business owners and employees on Riverside drive during the construction phase of the Riverside Drive sewer replacement. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella. Voting Nay: None. Absent: Teta. Motion carried. Mayor Busse proclaimed May 18 to May 24 as National Public Works Week. Parking Regulations Procla- mations Wednesday, May 7, 1986 page 2 Public Motion by Nolan, seconded by Serritella, to authorize the Super - Works intendent of Public Works to purchase 80 feet of plastic drain tile at a Purchases cost of $485.65. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella. Voting Nay: None. Absent: Teta. Motion carried. Superintendent Batt reported that two price proposals had been received for two-way radios for Public Works Department trucks. They were Radicom $9,188 and American Sound Electronics $9,928. Motion by Bolger, seconded by Snell, to authorize and approve Public the purchase of 13 two-way radios and two portable units from Radicom at Works the low price proposal of $9,188. Purchases Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella. Voting Nay: None. Absent: Teta. Motion carried. Public Motion by Smith, seconded by Snell, to authorize the Super - Works intendent to purchase up to 6,000 cubic yards of black dirt for Purchases restoration work in the City. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella. Voting Nay: None. Absent: Teta. Motion carried. Public Motion by Smith, seconded by Lieder, to authorize and Property approve the purchase of steel sheeting for a sea wall on the Purchases northwest side of the Green Street bridge at an approximate cost of $850. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella. Voting Nay: None. Absent: Teta. Motion carried. Purchses- Motion by Lieder, seconded by Nolan, to authorize and approve Police the purchase of three squad cars for the Police Department through the Dept. State bidding process at a cost of $30,261.67 minus a $2,600 trade-in allowance for a total of $27,661.67 with payment to be made from the Revenue Sharing Fund. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella. Voting Nay: None. Absent: Teta. Motion carried. Purchases- Motion by Nolan, seconded by Lieder, to authorize and approve Police the purchase of NCR Computers for the Police Department at a cost of Dept. $52,714 with a down payment to be made at this time of $5,000 to be paid Revenue from the Revenue Sharing Fund. Sharing Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella. Voting Nay: None. Absent: Teta. Motion carried. Mayor Busse called for a recess at 9:20 P.M. The meeting reconvened at 9:30 P.M. with everyone still in attendance. Motion by Snell, seconded by Smith, to go into executive session Executive at 9:30 P.M. to discuss pending litigation and property acquisition. Session Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella. Voting Nay: None. Absent: Teta. Motion carried.
