WEDNESDAY, MAY 6, 1987 8:00 P.M.
The Regular Meeting of the McHenry City Council was called to
order by Mayor Busse on Wednesday, May 6, 1987 at 8 P.M. at City Hall. Council
At roll call the following Aldermen were present: Bolger, Lieder, Meeting
McClatchey, Nolan, Smith, Serritella, Teta. Patterson arrived at 9:07 Attendance
P.M. Absent: None. City staff in attendance were Supt. Batt, Clerk
Gilpin, Park Director Merkel, Chief Joyce. Absent: Attorney Narusis.
Motion by Nolan, seconded by Bolger, to accept the minutes of
the April 27, 1987 Annual Meeting, the April 27, 1987 Special Meeting and
the April 29, 1987 Regular Meeting as amended.
Voting Aye: Bolger, Lieder, McClatchey, Nolan,
Patterson, Smith, Serritella, Teta.
Voting Nay: None.
Absent: None.
Motion carried.
Mary Vycital representing Chairman Nancy Fike of the McHenry
Landmark Commission assisted the Mayor in presenting Landmark Plaque No. Landmark li
5 to Dick and Carol Buchert for the Riverside Hotel located at 3308 W. Commission
Elm Street and Plaque No. 6 to George Barbian for the Barbian House
located at 1501 N. Riverside Drive. Frank Gans accepted the plaque in
behalf of George Barbian who could not attend due to illness.
Discussion was held on the McHenry County Economic Development
Committee's request for $1,000 contribution to the Fox River
Chain-O-Lakes Tourism and Recreational Council (FOXC). A letter from Al
Moltrum, special consultant to the McHenry County Board was given to each
Alderman. The Council decided that before making any decision they would
like to ask questions of Fran Olsen, Mc Henry's Representative on the FOXC
or Al Mol trum, writer of the letter. They will be asked to appear at a
future meeting to answer questions of the Aldermen.
Motion by McClatchey, seconded by Serritella, to grant the
request of Gerstad guilders for sign variation at 5009 Greenbrier Lane
sijbject to the location being approved by the Superintendent of Public
Works and Building and Zoning Officer John Zabor with a time limit of 18
months or sooner if the Waters Edge Project on Creekside Trail is built
out before the 18 months timeframe.
Motion by Nolan to amend the limitation on the sign permit to
one year with an option to renew. Motion failed for lack of second.

Voting Nay: Nolan.
Absent: None.
Motion carried.
Motion by Smith, seconded by Teta, to pass an ordinance as pre-
sented for increasing communication services furnished by the City of
McHenry to Mc Cullom Lake and Sunnyside as presented.
Voting Aye: Lieder, McClatchey, Nolan,
Patterson, Smith, Serritella, Teta.
Voting Nay: Bolger.
Absent: None.
Motion carried.
Motion by Lieder, seconded by Bolger, to pass an ordinance
amending Section VIII-EF (d) subparagraph 1 of the Subdivision Control
Ordinance regarding sanitary sewer pipe materials as presented.
Voting Aye: Bolger, Lieder, McClatchey, Nolan,
Patterson, Smith, Serritella, Teta.
Voting Nay: None.

Boards Motion by McClatchey, seconded by Smith, to confirm the Mayor's
appointments as presented.
Voting Aye: Bolger, Lieder, McClatchey, Nolan,
Patterson, Smith, Serritella, Teta.
Voting Nay: None.

Motion carried.
Mayor Busse called for a recess at 8:42 P.M. The meeting
reconvened at 8:56 P.M. with everyone still in attendance.
Final plat approval for Northern Pump Acres West Subdivision was
requested by Gordon Stade. John Zabor reviewed the plat and explained
that the subdivision fell with the 1 112 mile jurisdiction of city limits
and was therefore subject to the provisions of the City's Subdivision
Control Ordinance. After reviewing the plat which contained five lots
all fronting on Mc Cullom Lake Road, Zabor said that all lots exceed the
minimum standard for the City's RS-1 low density single family district.
He also reviewed the site drainage which was found to be acceptable.
Plats Motion by Bolger, seconded by Serritella, to waive the require-
ments of the Subdivision Control Ordinance regarding the fast track
procedure and approve the final plat of Northern Pump Acres West
Subdivision as presented.
Voting Aye: Bolger, Lieder, McClatchey, Nolan,
Patterson, Smith, Serritella, Teta.
Voting Nay: None.
Absent: None.
Motion carried.
Proclamations Mayor Busse proclaimed the week of June 7 - 16, 1987 as
"National Safe Boating Week" and urged all boaters and boating organiza-
tions to consider this special week as a special opportunity to renew
their determination to use courtesy and common sense on the waterways at
all times.

Alderman Bolger reported that a resident outside of City limits
living on the east side of Crystal Lake Road across from West Campus
wanted to use city water at his residence. It was the decision of the
Council that if the resident were to pay for all the costs to get the
water line to his property and pay the non-resident water fee of 1 112
times the resident fee it would be permissible. He was told to contact
the Superintendent of Public Works to work out the details.
A resident of 3106 Crescent Drive requested that the Public
Works Department check property in that area for weed control and that
Protection Unlimited be contacted to check that area for mosquito control.
