The Regular Meeting of the McHenry City Council was called to Council order on May 6, 1985 at 8:00 P.M. by Mayor Busse. At roll call the fol- Meetings lowing Aldermen were present: Lieder, McClatchey, Nolan, Smith, Snell, Attendance Serritella, Teta. Absent: Bolger. City staff in attendance were Supt. Halvensleben, Attorney Narusis, Clerk Gilpin, Park Director Merkel, Chief Joyce. Motion by McClatchey, seconded by Nolan, to accept the minutes of the April 29, 1985 Regular Meeting as presented. Voting Aye: Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: Bolger. Motion carried. Discussion was held on the 1985 Summer Street Maintenance Committees - Program. Following discussion, the Street and Sidewalk Committee Auth, instrct Chairman Smith called for a Street and Sidewalk Committee meeting to Street Maint be held on Wednesday, May 8, 1985 at 7:30 P.M. in the Conference Room of City Hall for the purpose of finalizing the Summer Street Main- tenance Program. Motion by Snell, seconded by Nolan, to grant the fence var- Variations iation request of Keith W. Klontz at 710 Lillian Street as presented. Voting Aye: Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: Bolger. Motion carried. Motion by Nolan, seconded by Snell, to authorize the Mayor and Clerk to enter into an Easement Agreement with Richard and Easements Catherine Gabbert for a 5-foot wide strip on Lot 4 in Winding Creek & Water Dept. Unit #1 to be used for a backwash line to Well #7, and to authorize Improvements the payment of $300 in consideration of the perpetual easement. Voting Aye: Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: Bolger. Motion carried. Mayor Busse put into nomination the names of Fred Kupstis and Gary C. Schaefer to serve on the Zoning Board of Appeals, with their terms to expire May 1, 1990. Motion by McClatchey, seconded by Smith, to confirm the May- or's appointments of Fred Kupstis and Gary C. Schaefer for five-year terms on the Zoning Board of Appeals. Voting Aye: Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: Bolger. Motion carried. Two proposals were received for larviciding in the Nunda Township portion of the City of McHenry. They were Clarke Outdoor Spraying ($2,881.16), and Protection Unlimited, Inc. ($2,575.00). Motion by Smith, seconded by Serritella, to award the con- tract for mosquito control in the Nunda Township portion of the City of McHenry to the low price proposal presented by Protection Unlimited at the cost of $2,575.00 for a one-year period of time. Voting Aye: Lieder, McClatchey, Smith, Snell, Serritella, Teta. Voting Nay: Nolan. Absent: Bolger. Motion carried. Appointments Officials Mosquito Abatement Monday, May 6, 1985 Page 2 Pol. Motion by Snell, seconded by Nolan to grant the request of Dept. McHenry State Bank for the addition of another alarm line to ac- Misc. comodate the automatic teller machine being installed at NIMED, which will be added to the Police Department alarm board panel. Voting Aye: Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: Bolger. Motion carried. Motion by Lieder, seconded by Nolan, to authorize the City Bid Auth. to advertise for bids on the proposed construction of an addition to & the existing Well #7 wellhouse for iron removal equipment and the Water Dept. drilling, development and testing of a 24711211 limestone well as a Improvements water supply for Well #8 with the stipulation that all construction must be done on the existing Well #7 wellhouse before any additional work can commence. Voting Aye: Lieder, McClatchey, Nolan, Snell, Teta. Voting Nay: Smith, Serritella. Absent: Bolger. Motion carried. Resolution Motion by Nolan, seconded by Snell to pass a Resolution es- Coun. Mtg. tablishing Council meeting dates from July 1 through December 31, Dates 1985 as presented. Voting Aye: Lieder, McClatchey, Nolan, Smith, Snell, Teta. Voting Nay: Serritella. Absent: Bolger. Motion carried. Mayor Busse called for a recess at 9:05 P.M. The meeting reconvened at 9:20 P.M. with everyone still in attendance. Discussion was held on the Riverside Drive sweeping prob- lem. Following discussion it was decided to accept the Mayor's irec- ommendation with one modification. Traffic Reg. Motion by Serritella, seconded by McClatchey to approve the Mayor's recommendation for a solution to the Riverside Drive street Street Maint. sweeping issue as follows: & Repair 1. Remove the signs on a permanent basis and not issue parking violations. 2. Sweep around any parked cars. 3. Sweep the streets at 6:30 A.M. instead of 5:30 A.M. Voting Aye: Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: Bolger. Motion carried. Agreements Motion by Snell, seconded by Nolan to authorize the Mayor and Clerk to enter into an agreement with Nelson Electronics on a Pol. Dept. five-year basis as presented concerning the alarm board in the Police Misc. Department. Voting Aye: Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: Bolger. Motion carried. Chicago Area Motion by Lieder, seconded by Snell to authorize the Mayor Trans. Study to send a letter to the Chicago Area Transportation Study requesting (CATS) a traffic study be made for Route 120 from the bridge west to Meadow Lane, and Route 31 from Mc Cullom Lake Road to Lillian Street, with the stipulation that the traffic studies not be undertaken until af- ter the new bridge construction is complete on Route 120. Voting Aye: Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: Bolger. Motion carried. Monday, May 6, 1985 Page 3 Motion by Lieder, seconded by Serritella to regretfully deny the request of the Village of Niles for a tag day on August 9 & 10 to benefit Little City, and to authorize the drafting of a policy so that there will be no need to make arbitrary decisions periodically on matters such as this. Voting Aye: Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: Bolger. Motion carried. Motion by Smith, seconded by Nolan to approve the rec- ommendation of Baxter & Woodman and authorize an extension of time through May 31, 1985 for the correction of the lawn and parkway res- toration problems concerning the Green Street pumping station in- stallation by J.R. Myers Co., Inc. Voting Aye: Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: Bolger. Motion carried. Mayor Busse instructed the City Attorney to draft an Or- dinance concerning the basic training policy for police officers in the McHenry Police Department. Chief Joyce will work on the project with him. Motion by Snell, seconded by Nolan to go into Executive Session at 9:59 P.M. to discuss property acquisition and personnel. Voting Aye: Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: Bolger. Motion carried. Motion by Nolan, seconded by Snell to go back into open session at 10:59 P.M. Voting Aye: Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: Bolger. Motion carried. Motion by Nolan, seconded by Lieder to agree in principle to enter into an agreement with the Northeast Illinois Railroad Cor- poration regarding the City's leasing of the railroad station at McHenry, subject to negotiations by the Mayor and City Attorney with representatives of Northeast Illinois Railroad Corporation with the final approval to be made by the City Council. Voting Aye: Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: Bolger. Motion carried. Motion by Lieder, seconded by Snell to authorize the Mayor to sign and send a letter to Robert Kranz which had been reviewed and approved by the City Council. Voting Aye: Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: Bolger. Motion carried. Motion by McClatchey, seconded by Snell to authorize the Po- lice Chief to assign the position of Sergeant Commander to someone in the Sergeant rank with a $1500 bonus to be added to that Sergeant Co- mmander position, and to approve the job description for Operations Commander as presented by Chief Joyce. Voting Aye: Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: Bolger. Motion carried. Tag Days Grants & Sewer Dept. Repairs & Improvements Ordinances Coun. Mtgs. Exec. Session Agreements & Chicago & Northwestern Trans. Co. Employees Employees Monday, May 6, 1985 Page 4 Employees Motion by McClatchey, seconded by Snell to establish one additional position of Patrolman for the McHenry Police Dept. at the established Patrolman's salary rate. Voting Aye: Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: Bolger. Motion carried. Employees Motion by Snell, seconded by Smith to instruct the City At- torney to draft an Ordinance establishing a 28-day work period with a 171-hour maximum for the Police Department, and to authorize the pay- ment of time and one-half for overtime in the Police Dept. effective May 1, 1985.
