The regular meeting of the McHenry City Council was called to order by Mayor Stanek on Monday, May 2, 1983 at 8:00 P.M. in City Hall. At roll call the following Aldermen were present: Bolger, Busse, Datz, McClatchey, Smith, Snell, Serritella. Absent: Nolan. City personnel in attendance were Supt. Halvensleben, Attorney Narusis, Clerk Gilpin, Chief Pasenelli, Park Director Merkel. Motion by Datz, seconded by the April 25, 1983 Special Meeting as presented. Voting Aye: Bolger, Busse, Serritella, to accept the minutes of and the April 25, 1983 Annual Meeting Datz, McClatchey, Smith, Snell, Serritella. Voting Nay: None. Absent: Nolan. Motion carried. Attorney Dan Curran from the law firm of Holmstrom & Green, address- ed the Council on behalf of Woodstock Financial Services, Ltd., regarding its proposal for construction of manufactured homes in McHenry Lakes Estates Subdivision. Council Meeting Attendance Motion by Serritella, seconded by McClatchey, to deny the request of Woodstock Financial Services, Ltd., that the City of McHenry waive all on -site inspections required by City of McHenry ordinances which peā€¢rtai,ne.d to construc- tion of manufactured homes in McHenry Lakes Estates.' Voting Aye :Bolger,Busse , Datz, McClatchey, Smith, Snell, Serritella. Voting Nay: None. Absent: Nolan. Motion carried. Modular Homes & McHenry Lakes Estates Ed McNeeley of Long John Silver's Restaurant appeared before the Subd. of Council to request approval of the preliminary and final Plat of Subdivision Land & of their 'lot located at 4313 W. Elm Street. Attorney Narusis reported that Flood Pla in checking the plat he found that the lot to be subdivided did not comply with flood plain regulations. Motion by Smith, seconded by Snell, to defer action on the request of Long John Silver for subdivision of their property at 4313 W. Elm St. until a later date. Voting Aye: Bolger, Busse, Datz, McClatchey, Smith, Snell, Serritella. Voting Nay: None. Absent: Nolan. Motion carried. Motion by Busse, seconded by Datz, to accept Fox Ridge Subdivision signs as presented by the Fox Ridge Women's Club and to authorize the Supt. of Public Works to have the signs installed at proper locations on Crystal Lake Road at Kensington and Greenbrier Drives. Voting Aye: Bolger, Busse, Datz, McClatchey, Smith, Snell, Serritella. Voting Nay: None. Absent: Nolan. Motion carried. Attorney Dan Curran addressed the Council concerning Developer Donation fees owed by Martin -Woods Unit #1 regarding an extension of time to make payment of said fees. Motion by Bolger, seconded by Datz, to developers of Martin -Woods Unit #1 for payment fees in the amount of $10,800.00 with interest til full payment is made in 90 days. Voting Aye: Bolger, Busse, Datz, Serritell. Voting Nay: None. The meeting reconvened at 10:17 P.M. with everyone still in atten- dance. quor Mayor Stanek announced that the Liquor License issued to Bruno Manzardo ntrol at 3308 W. Elm Street had been reissued to Evo Manzardo and George Tourville Lic. (Flo in Corp.) since they had reached an agreement regarding their lease and the former owners would again hold the license for Fox Hole Tap. v.Shar. Motion by Busse, seconded by Serritella, to authorize the allocation loca- of $10,000.00 in Revenue Sharing interest money as follows: final payment on ons street sweeper $3,462.94; general administration costs $6,537.06. Motion by Busse, seconded by Smith, to concur with the recommenda- tion of the Finance Committee and allocate Revenue Sharing funds for the 1983-84 fiscal year as follows: mosquito abatement $20,000.00; squad cars $6,312.00; police radios $35,000.00; and also to grant free family pool passes to City employees for the 1983-84 fiscal year. Voting Aye: Bolger, Busse, Datz, McClatchey, Smith, Serritella, Snell. Voting Nay: None. Absent: Nolan. Motion carried. Siltation Pond Revenue Sharing Park Dept. Policies & Employees Motion by Smith, seconded by McClatchey, to pass ordinance repealing the ordinance concerning handicapped parking and four-hour parking on Park Street at the former K of C Hall which was used in the passed for senior citizens meet and eat center. Voting Aye: Bolger, Busse, Datz, McClatchey, Smith, Serritella, Snell. Voting Nay: None. Absent: Nolan. Motion carried. Mayor Stanek announced that the existing employees for Shop Foreman, Building & Zoning Officer and Supt. of Public Works would remain in their present capacities until further notice. Motion by Smith, seconded by Datz, to authorize and approve the installation of street lights at Oak and Orleans and at Oakwood and Meadow Lanes. Voting Aye: Bolger, Busse, Datz, McClatchey, Smith, Serritella, Snell. Voting Nay: None. Absent: Nolan. Motion carried. Motion by Bolger, seconded by Serritella, to amend the Garage Sale Ordinance by setting the new opening hours at 8:30 a.m. instead of 9:00 a.m. and to eliminate the $5.00 garage sale permit fee. Voting Aye: Bolger, Busse, McClatchey, Smith, Serritella, Snell. Voting Nay: Datz. Absent: Nolan. Motion carried.
