ANNUAL MEETING
WEDNESDAY, APRIL 25, 1990 8:00 P.M.
The Annual Meeting of the McHenry City Council was called to
order by Mayor Busse on Wednesday, April 25, 1990 at 8 P.M. at City
Hall. At roll call the following Aldermen were present: Bolger,
Donahue, Lieder, Smith, McClatchey, Patterson, Serritella. Absent:
Teta. City staff -in attendance were Director of Public Works Batt,
Attorney Narusis, Clerk Gilpin, Park Director Merkel, Chief Joyce,
Building & Zoning Officer Halik.
During the 10 minute public input session Anton Rebel reported
on the Chain-of-Lakes/Fox River Special Area Management Plan Meeting held
at McHenry Community High School on April 24, 1990.
Ron Coles of Protection Unlimited addressed the Council
concerning competitive bids for the McHenry Township and City of McHenry
Mosquito Abatement Program.
Motion by Patterson, seconded by McClatchey, to approve the
minutes of the April 16, 1990 Special Meeting and the April 18, 1990
Regular Meeting as presented.
Voting Aye: Bolger, Donahue, Lieder, Smith, McClatchey,
Patterson, Serritella.
Voting Nay: None.
Absent: Teta.

Glenbrook Trail on Driftwood as presented.

Township was deferred until further information can be obtained.

on replacement of the seawall at the Central Waste Water Treatment Plant
as presented.

session at 9.05 p.m. to discuss personnel, property acquisition and
prospective litigaiton.

Alderman McClatchey left the executive session at 11:07 P.M.

Motion by Lieder, seconded by Serritella, to approve the Mayor's
hiring of Kathleen Quick as a Parks 8 Recreation Departmental Secretary
at a salary of Grade 7, Minimum Step of $20,482.

Patterson, Serritella.
Voting Nay: None.
Absent: Teta, McClatchey.

to send a letter to Mark Towne of McHenry Land and Development
Corporation asking that he not close Orleans and Oak Drives in his
subdivision and to inform him that the City wishes to engage in further
discussions to resolve this issue.

Motion by Lieder, seconded by Pattersons, to approve the 1990-91
Fiscal Year Budget as presented by the Finance Committee.

Department Heads salaries as recommended by the Mayor.

Motion by Lieder, seconded by Serritella, to approve the
non -salary benefit package as follows: 4.2% Cost of Living; $300
Flexible Spending Plan; increase sick days from 10 to 11; increase sick
bank from 90 days to 100 days; pay Sargeants overtime for emergency call
outs, training and court appearances; grant unpaid 1/2 hour lunch
allowance for Communications Desk.
Voting Aye: Lieder, Smith, Patterson, Serritella, Busse.
Voting Nay: Donahue, Bolger.
