HomeMy WebLinkAboutMinutes - 04/30/1986 - City CouncilREGULAR MEETING WEDNESDAY, APRIL 30, 1986 The Regular Meeting of the McHenry City Council was called to order by Mayor Busse on Wednesday, April 30, 1986 at 7:30 P.M. at City Hall. At roll call the following Aldermen were present: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Absent: None. City staff in attendance were Supt. Batt, Attorney Narusis, Clerk Gilpin, Chief Joyce, Building & Zoning Officer Rosing. Absent: Park Director Merkel. Also in attendance were Dr. Hal Sundin of Baxter & Woodman, Gordon Ferrigan of William Ziegler and Son and John Gann of Gann Con- sultants. Discussion was held with Dr. Sundin on the Riverside Drive sewer replacement. Two price quotes were presented as follows: Gluth Brothers - price with overtime $296,330, price without overtime $281,800; William Ziegler & Son - price with overtime $277,000, price without over- time $265,000. Motion by McClatchey to accept the low price proposal of William Zielger & Son without overtime at $265,000 as presented. The motion failed for lack of second. Following further discussion McClatchey made a motion, seconded by Snell, to accept the low price proposal without overtime from William Ziegler & Son in the amount of $265,000. Voting Aye: Lieder, McClatchey, Snell. Voting Nay: Bolger, Nolan, Teta, Smith, Serritella. Absent: None. Motion did not carried. Motion by Smith, seconded by Nolan, to accept the price proposal of William Ziegler & Son with overtime (6 days a week 12 hour days) as presented. Voting Aye: Bolger, Nolan, Teta, McClatchey, Smith, Snell, Serritella. Voting Nay: Lieder. Absent: None. Motion carried. Alderman McClatchey, Chairman of the Personnel Committee, reported on a Personnel Committee Meeting held prior to this Council Meeting. A letter from the Board of Police Commissioners notified the Council that they wish to make the following promotions within the City of McHenry Police Department. Promotion of Raymond J. Donuhue from Sergeant to Lieutenant and promotion of Patrol Officer George T. Erkenswick from Patrol Officer to Sergeant, both promotions effective May 1, 1986. Motion by McClatchey, seconded by Nolan, to pass an ordinance creating the following positions in the McHenry Police Department: 1 Lieutenant, 5 Sergeants, 17 Patrolmen. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Mayor Busse called for a recess at 8:36 P.M. The meeting reconvened at 8:42 P.M. with all Aldermen in attendance. Superintendent Batt reported that at the Council Meeting of April 28, 1986, the City Council approved the closing of Beach Drive from the west city limits to Hilltop. To facilitate traffic flow for snow plowing and property owners on Hollywood near Beach, the actual closing of Beach will be just east of Hollywood Boulevard instead of at the west city limits which is about 200 feet further east. It was recommended that the change be approved by the Council for legal pur- poses and clarification. Motion by Bolger, seconded by Nolan, to approve the closing of Beach Drive just east of Hollywood Boulevard instead of at the west city limits. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Council Meetings - Attendance Failed Motions Sewer Line Repairs Employees Ordinances Employees Street Closings Wednesday, April 30, 1986 page 2 The Council then entered into discussions with John Gann about proposed revisions to the Zoning Ordinance on the Planned Unit Development. Prior to' discussion on the planned unit development, Gann asked the Council's opinion on his suggestion for regulations on zoning of adult uses as outlined in his memorandum of April 21, 1986. Another memo regarding conformity to existing front yards was also approved with one amendment. At the conclusion of discussion on the Planned Unit Develop - Zoning Ord. ment book, John Gann announced that three more meetings would be Revisions necessary to complete the zoning revisions. Two meeting dates were set on May 5, 1986 at 7:30 P.M. and May 22, 1986 at 7:30 P.M. A third meeting date will be decided later. Motion by Smith, seconded by McClatchey, to adjourn.
