The Regular Meeting of the McHenry City Council was called to order by Mayor Busse on Wednesday, April 29, 1987 at 7:30 P.M. at City Hall. At roll call the following Aldermen were present: Bolger, Lieder, McClatchey, Nolan, Patterson, Smith, Serritella, Teta. Absent: None. City staff in attendance were Supt. Batt, Attorney Narusis, Clerk Gilpin, Park Director Merkel, Chief Joyce. Council Mtg. Attendance Fran Olsen, representing the McHenry County Sesquicentennial Commission, addressed the Council concerning permission for overnight Sesquicen- camping by French canoeists who are coming down the river to commemorate tennial the founding of the City and County of McHenry. The dates are May 15, 16 and 17, 1987. Motion by Nolan, seconded by Patterson, to grant permission to the McHenry County Sesquicentennial Commission to allow French canoeists to camp overnight at Weber's Park on Riverside Drive. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Patterson, Smith, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Motion by Serritella, seconded by Patterson, to grant the fence variation request at 1820 North Avenue in Lakeland Park as presented. Motion by Serritella, seconded by Patterson, to grant the fence variation request at 1807 N. Sunset in Lakeland Park as presented. Motion by Teta, seconded by Nolan, to authorize the Super- intendent of Public Works to contract with the Chicago Northwestern Railroad Company to clean a culvert on railroad property which affects Route 31 with one-half of the cost to be reimbursed by the Chicago Northwesern Railroad Company. Contracts Wednesday, April 29, 1987 Page 2 Ordinances Motion by Nolan, seconded by McClatchey, to pass an ordinance establishing a handicap parking spot on the east side of Green Street Parking north of the intersection of Green and Pearl Streets. Motion by Serritella, seconded by Lieder, to authorize the Sewer Line Superintendent of Public Works to televise the 12 inch sewer 11ne on John Repairs Street between Fourth and Green at an estimated cost of $774.54. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Patterson, Smith, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Motion by Smith, seconded by Lieder, to authorize the Super - Sewer intendent of Public Works to contract with Dan Adams Steel Service for Dept. contact tank rail repairs at the Wastewater Treatment Plant in the amount Repairs of $1,960 as presented. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Patterson, Smith, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Motion by Smith, seconded by Teta, to grant the request of Police- Nelson Electronic Alarm Company to hook up Tamara Royale Hotel to the Misc. fire alarm panel in the McHenry Police Station. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Patterson, Smith, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Motion by Serritella, seconded by Teta, to pay Western Union Contracts $3,107.35 for police contractual services with the money to be paid from Police the Revenue Sharing Fund. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Misc. Patterson, Smith, Serritella, Teta. Rev. Voting Nay: None. Sharing Absent: None. Motion carried. Motion by Serritella, seconded by Lieder, to approve the recom- mendation of the Park Committee and authorize Park Director Merkel to Parks- contract with the McHenry County Public Health Department for test Misc. sampling of the water at the Petersen Park and West Beach Park at a cost of $175 per beach. Motion by Serritella, seconded by Patterson, to approve the recommendation of the Park Committee and authorize the Park Director to Parks- contract with Hoffstetter Corporation for restoration of West Beach Park Improv. in the amount of $850. Motion by Serritella, seconded by Nolan, to accept the recom- Purchases- mendation of the Park Committtee and authorize the Park Director to Parks purchase a fuel storage cabinet at a cost of $445 and six-gallon fuel storage tanks at a cost of $160.50 as presented. Motion by Serritella, seconded by Patterson, to go back into open session at 11:18 P.M. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Patterson, Smith, Serritella, Teta. Voting Nay: None. Motion by Bolger, seconded by Teta, to authorize and approve Employees payment to Sharon Reid in this one instance only for the deductible on replacement of her windshield which was damaged on City Business. Voting Aye: Bolger, Nolan, Patterson, Smith, Teta. Voting Nay: Lieder, McClatchey, Serritella. Absent: None. Motion carried. Motion by Lieder, seconded by Teta, to approve the recom- mendation of the Finance Committee as follows: Approve the 2 percent Wages & matrix adjustment, the 1987-88 salary schedule and the 1987-88 budget as Benefits presented. Motion by Teta, seconded by Serritella, to inform anyone pur- chasing banners to be hung in the City of McHenry that they must be reviewed by the Public Property Committee prior to ordering and instal- lation on the brackets throughout the City.
