The Annual Meetinq of the City Council was called to order by Mayor Stanek on Monday, April 28, 1980 at 8 P.M. At roll call the following aldermen were present: Adams, Schooley, Meurer, Pepping, Nolan, Harker, Datz. Absent: Wieser. Motion by Harker, seconded by Adams, to accept the minutes of the April 21, 1980 Regular Meeting as read. Voting Aye: Adams, Schooley, Meurer, Pepping, Nolan, Harker, Datz. Voting Nay: None. Absent: Wieser. Motion carried. Motion by Harker, seconded by Nolan, to grant a fence variation to Gary Garde who lives at the corner of Crystal Lake Road and Kensington Drive for a cedar split rail fence. Voting Aye: Adams, Schooley, Meurer, Pepping, Nolan, Harker, Datz. Voting Nay: None. Absent: Wieser. Motion Carried. Motion by Nolan, seconded by Harker, to confirm the Mayor's appoint- ments as follows: Board of Health - Dr. August M. Rosetti and Dr. James R. Voting Nay: None. Absent: Wieser. Motion carried. Mayor Stanek declared a ten minute recess 9:04 P.M. The meeting reconvened at 9:15 P.M. with all aldermen except Wieser still in attendance. Attorney John Pasarelli of 5509 W. Shore Drive, Brittany Park sub- division, addressed the Council on behalf of a number of people in the Whispering Monday, April 28, 1980 Page 4 Oaks and Lakeland Shores subdivisions regarding the Gypsy Moth Spraying pro- gram proposed by State and Federal Departments of Agriculture. He asked the Council to reconsider its action and seek professional advice about other meansto eradicate to gypsy moth from this area. Norman Seaborg of the Illinois Department of Agriculture replied to some of Pasarelli's comments. Edwin Reid of 3711 W. Maple Avenue, formerly with Anderson's Tree Service of McHenry, told the Council he had been spraying the chemical Sevin for the past 20 years in McHenry and surrounding areas and knew of no ill effects. He is a licensed pesticide applicator in the State of Illinois and has contacted the local and state Boards of Health about possible adverse health effects prior to applica- tion of any insecticides. He had never recieved any negative reports on it. After 45 minutes of discussion, the Mayor asked Seaborg to notify every house in the target area along with residences 500 feet outside the area as to the exact date and time of spraying so those who wished to leave the area could do so. Seaborg agreed to comply with the Mayor's request. Motion by Nolan, seconded by Pepping, to authorize the expenditure of $500 to -the McHenry Beautification Committee for purchase of flowers and plantings in the City. Voting Aye: Adams, Schooley, Meurer, Pepping, Nolan, Harker, Datz. Voting Nay: None. Absent: Wieser. Motion ca rr;ed. Mayor Stanek appointed Alderman Nolan as the City Council's representa- tive on the McHenry Beautification Committee. Motion by Harker, seconded by Nolan, to confirm the Mayor's appoint- ment of Patrick Wirtz as a temporary parttime employee in the Park Department for the job of playgound supervisor for 1980 Summer Recreations programs with his salary to be the top hourly rate on the Summer Help Schedule ($4.10 per hour) Voting Aye: Adams, Schooley, Meurer, Pepping, Nolan, Harker, Datz.
