The Annual Meeting of the McHenry City Council was called to order by Mayor Busse on Monday, April 27, 1987 at 7:3n P.M. at City Council Mtg. Hall. At roll call the following Aldermen were present: Bolger, Attendance McClatchey, Nolan, Smith, Snell, Serritella. Lieder and Teta arrived at 7:35 P.M. Absent: None. City staff in attendance were Supt. Batt, Attorney Narusis, Clerk Gilpin, Park Director Merkel, Chief Joyce. Motion by Nolan, seconded by Bolger, the April 15, 1987 Regular Meeting as presented. Voting Aye: Bolger, McClatchey, Nolan, Smith, Snell, Serritella. Voting Nay: None. Absent: Lieder, Teta. Motion carried. to accept the minutes of Alderman Smith, Chairman of the Street and Sidewalk Committee, reported on the proposed elimination of parking on the southwest and northwest corners of Main Street and Front Street. For the time being, two parking spaces have been eliminated on the northwest corner of Front Street and one parking space on the southwest corner of Front Street. This situation will be monitored closely to see if the elimination of these three parking spaces assists in the visibility problem for east bound Main Street traffic. Motion by Snell, seconded by Bolger, to pass an ordinance amend- ing the Subdivision Control Ordinance allowing the use of Mueller Centurian and Waterous Pacer type hydrants. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Parking Regs. Ordinances Subd. Control Ords. Motion by Snell, seconded by Bolger, to pass an ordinance amend- Ordinances inq the Municipal Code to allow for charging a fee for use of water Water Rates during construction. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Motion by Smith, seconded by McClatchey, to accept the recom- mendation of the Toning Board of Appeals and pass an ordinance granting the variations requested by Timothy Wirfs. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Motion by Sol qer, seconded by Snell , to pass a resolution authorizing the Mayor to sign grant documents for the Build Illinois Grant Application. Voting Aye: 9olger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Motion by Bolger, seconded by Snell, to pass a resolution of intent regarding National Flood Insurance in connection with the Build Illinois Grant application. Monday, April 2.7, 1987 Page 2 Alderman Lieder, Chairman of the Finance Committee, then pre- sented the Finance Committee's recommendations for the 1987-88 operating budget. The Aldermen were asked to review the budget and be prepared to take action at the April 29, lg87 Council Meeting. Wages & Motion by Bolger, seconded by Nolan, to grant the request of the Benefits garage mechanics and rent uniforms for five days per week for these two individuals. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Wages & Motion by Bolger, seconded by Nolan, to authorize the fol- Benefits lowing: A $50 uniforms increase for Parks, Public Works, Water, City Clerk s and non -sworn police employees; a $25 uniform increase for sworn police officers; a $50 cleaning allowance increase for sworn police officers and $150 uniform allowance for aqua -tech workers instead of furnishing them with rental uniforms. Motion by McClatchey, seconded by Smith, to amend the original Wages & notion by adding a $75 cleaning allowance for dispatchers in the Police Benefits epartment. Resolutions Motion by Bolger, seconded by Nolan, to pass a resolution recog- nizing retiring Alderman Gary Snell for his accomplishments while serving on the City Council for four years as Fourth Ward Alderman and expressing appreciation on behalf of the citizens of McHenry. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Motion by Lieder, seconded by Nolan, to accept the March Treasurer's Report as presented. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried.
