The Annual Meeting of the McHenry City Council was called to order by Mayor Busse on Wednesday, April 26, 1989 at 8 P.M. at City Hall. At roll call the following Aldermen were present: Bolger, Nolan, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Absent: None. City staff in attendance were Supt. Batt, Attorney Narusis, Clerk Gilpin, Park Director Merkel, Chief Joyce, Finance and Personnel Administrator Vitas, Director of Development Greenwood. Motion by McClatchey, seconded by Bolger, to accept the minutes of the April 12, 1989 Regular Meeting and the April 19, 1989 Regular Meeting as presented. Voting Aye: Bolger, Nolan, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Council Mtg. Attendance Discussion took place on the passage of three ordinances Dev. Don. concerning capital development fees and developer donation fees. Failed Motion by Bolger, seconded by Serritella, to table any action on Motions the developer donation ordinance. Voting Aye: Bolger, Smith, Serritella. Voting Nay: Nolan, Teta, Lieder, McClatchey, Patterson. Absent: None. Motion did not carry. Motion by Patterson, seconded by Nolan, to insert an amount of $30,000 per acre as the "fair market value of improved land in and surrounding the City of McHenry" on Page 1 of the proposed ordinance. Voting Aye: Nolan, Teta, Lieder, McClatchey, Patterson Voting Nay: Bolger, Smith, Serritella. Absent: None. Motion carried. Motion by Patterson, seconded by Teta, that in addition to developer donation fees for parks, schools and library that a fee of $150 be collected for public safety at a ratio of $5 out of the $6 going to the Fire District and $1 out of the $6 going to the Civil Defense Fund. Following discussion, Teta withdrew his second and Patterson withdrew his original motion. Motion by Lieder, seconded by Nolan, to pass an ordinance establishing the developer donation fees for schools, parks and library and to insert a developer donation line item for two bedroom dwellings. Voting Aye: Bolger, Nolan, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Dev. Don. Ords. Dev. Don. Motion by Smith, seconded by Serritella, to make the effective Dev. Don. date of the Developer Donation Ordinance May 8, 1989 at 8:00 A.M. which is 10 days from the passage of the ordinance. Voting Aye: Bolger, Nolan, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Nolan, seconded by Teta, to publish the Developer Donation Ordinance in pamphlet form, as presented. Voting Aye: Bolger, Nolan, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Motion by Bolger, seconded by Nolan, to enter into an agreement A reements with Baxter & Woodman for expansion of the South Wastewater Treatment g Plant to increase the plant capacity from 5,000 P.E. (population Sewer Plant equivalent) to 17,000 P.E. as presented. South Voting Aye: Bolger, Nolan, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. The Council unanimously passed a resolution recognizing retiring Alderman Elizabeth Nolan for her 12 years of dedicated service Resolutions to the City as follows: WHEREAS, Elizabeth Nolan concluded three terms as Alderman of the First Ward in the City of McHenry; and WHEREAS, she has chosen not to seek re-election; and WHEREAS, she has filled the office of Alderman efficiently and with the welfare of the City uppermost in her mind; and WHEREAS, Elizabeth Nolan has served on many committees during her twelve years as alderman, and as Chairman of the Park Committee, was instrumental in the planning of the Knox Park Development; and WHEREAS, the citizens of McHenry owe a debt of gratitude to Liz for her dedication in making McHenry a more beautiful place to live„ since she initiated and helped form the City of McHenry Beautification Committee; and WHEREAS, Elizabeth Nolan has spent countless hours personally developing and planting the gardens around McHenry, thereby encouraging residents and businesses to also take pride in their City and join the Beautification Committee's efforts; and WHEREAS, she remembered every Council member's special day with her irresistable homemade treats, making one and all feel like family. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of McHenry go on record as recognizing the many contributions and accomplishments of Elizabeth Nolan and expresses its appreciation and gratitude on behalf of the citizens of McHenry. BE IT FURTHER RESOLVED that this Resolution be incorporated into the minutes of this meeting and that a copy be presented to Elizabeth Nolan. PASSED and APPROVED this 26th day of April, 1989.
