City Administrator Peterson gave an overview of the 1991-92 Annual Budget as considered by the Finance Committee. The proposed budget is the culmination of the Finance Committee recommendations after reviewing requests from each department head and the recommendation of the Administrator. The Budget will be presented for approval at the May 1, 1991 Regular City Council Meeting. City Administrator Peterson reported that many requests had been received from the general public concerning a disposal site for yard waste and grass clippings. The Environmental Advisory Committee suggested that a drop-off site similar to the fall leaf drop-off program at Knox Park be considered for this type of yard waste disposal. The cost for disposal and hauling for a 20 cubic yard container is $305.00. It is the suggestion of the staff that the drop-off program could begin immediately, providing at least some alternative for residents who do not wish to compost at home. A dumpster would be set up at the lower parking lot by the tennis courts at Knox Park and be open from 9:00 am - 1:00 pm on Saturdays only, beginning May 4, 1991. The dumpster would then be hauled away on Mondays. Motion by McClatchey, seconded by Lieder, to proceed with the drop-off yard waste program for one year, as presented.
