WEDNESDAY, APRIL 24, 1991
The Annual Meeting of the McHenry City Council was called to order by
Mayor Busse on Wednesday. April 24, 1991 at 8:00 P.M. At roll call the
following Aldermen were present: Bolger, Donahue, Lieder, Teta, Smith,
Patterson, McClatchey, Serritella. Absent: None. City Staff in
attendance were City Clerk Gilpin, City Attorney Narusis, City
Administrator Peterson, Chief of Police Joyce, Director of Public Works
Batt, and Director of Building and Zoning Halik. Absent: Director of
Parks and Recreation Merkel.
During the Ten Minute Public Input Session, Anton Rebel of 4009 W.
Maple Ave. read a letter to the Council that he had written to the
newspaper concerning the need for better communcications between the
Council, School Boards and the general public. Alice Howenstine of 4614
Pioneer Road gave a report to the Council on the magazine drive held
Saturday, April 20, 1991 at the West Campus High School parking lot. It
resulted in almost 28 tons of material. She thanked the Council members
and volunteers who donated their services for this very successful
project.
Motion by Smith, seconded by Patterson, to approve the Consent Agenda
as follows:
Approve minutes of the April 17, 1991 Regular City Council
Meeting;
Approve the March Budget Report as presented;
Approve payment of the Regular and Supplemental list of Bills

City Administrator Peterson reported that bids were opened for
extending water and sewer mains to serve the new Municipal Center on
April 16, 1991. Six bids were received.
Motion by Donahue, seconded by McClatchey, to award the bid for
installation of the water and sewer mains to serve the new Municipal
Building to the low bidder, Blackmore Sewer Company of Lake Zurich in the
amount of $136,408.60.
Voting Aye: Bolger, Donahue, Lieder, Teta, Smith,
McClatchey, Patterson, Serritella.
Voting Nay: None.
Absent: None.
Motion carried.
Dave Scatterday and Kate Stalker of Martin Associates presented a
landscape design for the Council's consideration in connection with
completion of the new Municipal Center. Lengthy discussion took place on
the design of the plan and the designated areas suggested by Martin
Associates for prairie grass.
Motion by Serritella, seconded by Donahue, to eliminate the prairie
grass as shown on the design in the front and sides of the new building.
Voting Aye: Bolger, Donahue, Smith, Serritella.
Voting Nay: Teta, Lieder, McClatchey, Patterson.
Absent: None.
There being a tie vote, Mayor Busse cast a "Nay" vote and declared the
motion did not carry.
Motion by Lieder, seconded by McClatchey, to direct Martin Associates
to re -design the northeast portion of the landscape plan presenting as
many options as they can for this area taking into consideration the
comments made by the Aldermen at this meeting and to return within two
weeks.

McClatchey, Patterson, Serritella.

City Administrator Peterson gave an overview of the 1991-92 Annual
Budget as considered by the Finance Committee. The proposed budget is
the culmination of the Finance Committee recommendations after reviewing
requests from each department head and the recommendation of the
Administrator. The Budget will be presented for approval at the May 1,
1991 Regular City Council Meeting.
City Administrator Peterson reported that many requests had been
received from the general public concerning a disposal site for yard
waste and grass clippings. The Environmental Advisory Committee
suggested that a drop-off site similar to the fall leaf drop-off program
at Knox Park be considered for this type of yard waste disposal. The
cost for disposal and hauling for a 20 cubic yard container is $305.00.
It is the suggestion of the staff that the drop-off program could begin
immediately, providing at least some alternative for residents who do not
wish to compost at home. A dumpster would be set up at the lower parking
lot by the tennis courts at Knox Park and be open from 9:00 am - 1:00 pm
on Saturdays only, beginning May 4, 1991. The dumpster would then be
hauled away on Mondays.
Motion by McClatchey, seconded by Lieder, to proceed with the
drop-off yard waste program for one year, as presented.

Mayor Busse accepted with regret, the resignation of Raymond Jemiola
from the McHenry Police Commission. He had served for five years and was
resigning due to moving out of State.
Motion by McClatchey, seconded by Patterson, to go into Executive
Session at 10:10 P.M. to discuss personnel.
Voting Aye: Bolger, Donahue, Lieder, Teta, Smith,
McClatchey, Patterson, Serritella.
Voting Nay: None.
Absent: None.
Motion carried.
Alderman Serritella left the meeting at 11:52 p.m.
Alderman Teta left the meeting at 11:58 p.m.
Motion by Bolger, seconded by Lieder, to go back into Open Session at
12:10 a.m.
Voting Aye: Bolger, Donahue, Lieder, Smith,
McClatchey, Patterson.
Voting Nay: None.
Absent: Serritella, Teta.
Motion carried.
