MONDAY, APRIL 22, 1985 7:30 P.M.
The Regular Annual Meeting of the McHenry City Council was Coun. Mtg.
called to order by Mayor Stanek on Monday, April 22, 1985 at 7:30 P.M. in Attend.
city hall. At roll call the following Aldermen were present: Bolger,
Busse, Datz, Nolan, McClatchey, Smith, Snell, Serritella. Absent: None.
City Staff in attendance were Supt. Halvensleben, Attorney Narusis, Clerk
Gilpin, Chief Joyce, Park Director Merkel.
Motion by Nolan, seconded by Serritella, to accept the minutes
of the Public Hearing held Monday March 4, 1985 as presented.
Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan,
Smith, Snell, Serritella.
Voting Nay: None.
Absent: None.
Motion carried.
Frank Gradishar of CLR Development Group addressed the
Council regarding passage of an Industrial Revenue Bond for construc-
tion of a medical center building on the east side of Route 31.
Motion by Smith, seconded by Datz, to pass a resolution Ind. Rev.
authorizing and providing for the issuance by the City of McHenry of Bonds
$650,000 in Industrial Revenue Bonds for CLR Development Group Pro-
ject as presented.
Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan,
Smith, Snell, Serritella.
Voting Nay: None.
Absent: None.
Motion carried.
Motion by Datz, seconded by Bolger, to authorize and approve
payment of the following bills as presented:

1985-86 control budget and Committee recommendations as presented by the
Finance Committee.

Rev. Sharing
Motion by Busse, seconded by Snell, to authorize the
following allocations of the Revenue Sharing Funds for the 1985-86
Fiscal Year as follows: Mosquito Abatement $3,575.40, McHenry County
Historical Society $200, Police Computer $20,000, Public Works Trucks
$53,176.66, Property Acquisition and Municipal Buildings $63,047.94
for a total of $140,000.
Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan,
Smith, Snell, Serritella.
Voting Nay: None.
Absent: None.
Motion carried.
Purch. Motion by Snell, seconded by McClatchey, to authorize and
Pol. Dept. approve the purchase of seven hand held radios and two chargers for
the Police Department in the amount of $3,313.00.
Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan,
Smith, Snell, Serritella.
Voting Nay: None.
Absent: None.
Motion carried.
Bond Motion by Smith, seconded by Serritella, to authorize and
Payments
approve payment of the 1979 Water Works and Sewer Revenue Bonds to
McHenry State Banks as follows: Principle $110,000, Interest
$23,100, Bank Fee $25 for a total of $133,125.
Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan,
Smith, Snell, Serritella.
Voting Nay: None.
Absent: None.
Motion carried.
Bid Opening Clerk Gilpin reported that a notice had been put in the
yowned 1974
Awarding Ford Maverick used until recently by the Traffic Enforcement Officer.
No proposals were received.
Contracts Motion by McClatchey, seconded by Serritella, to contract
& with the McHenry County Health Dept. for sampling of the water at
Parks -Ruth. Petersen Park Beach and the west beach in Lakeland Park for the 1985
Beach Sampling Program at a cost of $150 per beach per year.
Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan,
Smith, Snell, Serritella.
Voting Nay: None.
Absent: None.
Motion carried.
Park Director Merkel presented a list of 1985 park improve-
ments and a suggested list of playground equipment purchases for the
85-86 calendar year.
Purch. Park Motion by Smith, seconded by Snell, to authorize and approve
Dept. & purchase and installation of playground equipment in the parks as
Dev. Donations presented with payment to be made from the Park Developer Donation
Fund.
Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan,
Smith, Snell, Serritella.
Voting Nay: None.
Absent: None.
Motion carried.
Pub. Works Motion by Snell, seconded by Datz, to authorize and approve
Purch. tire purchase replacements for Public Works vehicles from Jepsen Tire
Co. in the amount of $2,584 as presented.
Voting Aye: Bolger, Busse, Datz, McClatchey, Nolan,
Smith, Snell, Serritella.
Voting Nay: None.
Absent: None.

Discussion was held on purchase of a concrete saw for the Committees -
Public Works Department. The matter was referred to the Purchasing Auth, Instruc.
Committee with a recommendation to be made at a future meeting.
Alderman Bolger read the following tribute to Mayor Stanek
and ask that it be made a part of the City records:
A TRIBUTE TO MAYOR STANEK
It has been said that when you give of yourself
you truly give. By those standards Mayor Stanek will
hold a permanent place on that tiny roster of men who
will be remembered in McHenry as long as we recognize
and honor great accomplishments.
We won't stop tonight to dwell on all you have
done for McHenry, except to assure you that the hopes
and dreams of many years are to be a large part
fulfilled.
Your exemplary public life has always been one
of dedication to the highest causes, integrity,
justice and devotion to duty. And so tonight we have
a special feeling, a particular kind of pride and a
sense of satisfaction to have served with you.
This is our way of saying - thank you Joe -
thanks for everything.
