The Regular Meeting of the McHenry City Council was called to order by Mayor Busse on Wednesday, April 20, 1988, 8 P.M. at City Hall.Council At roll call the following Aldermen were present: Bolger, Nolan,Meeting Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Absent: None.Attendance City staff in attendance were Supt. Batt, Attorney Narusis, Clerk Gilpin, Park Director Merkel, Chief Joyce, Finance and Personnel Administrator Vitas. Motion by Nolan, seconded by Patterson, to accept the minutes of the April 6, 1988 Regular Meeting and the April 13, 1988 Regular Meeting as presented. Voting Aye: Bolger, Nolan, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Mayor Busse accepted a letter of resignation from Joseph Petrie who has served as Chairman of the Environmental Advisory Committee. Mayor Busse presented a certification of appreciation to Petrie for his service on the Environmental Advisory Committee. John Durkin, a representative of Arthur J. Gallagher Insurance Company, addressed the Council concerning the establishment of a McHenry County Municipal Risk Management Agency which would serve communities in McHenry County. Motion by Bolger, seconded by Teta, to pass an authorizing the City of McHenry to enter into a McHenry County Risk Management Agency Insurance Program as presented. Voting Aye: Bolger, Nolan, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: None. Motion carried. Resignation Environ- mental Ad- visory Ctte ordinance ordinances Municipal Auth. Mayor Busse called for a recess at 8:33 P.M. The meeting reconvened at 8:40 P.M. Alderman McClatchey left the meeting at 8:40 p.m. because he was not feeling well. Insurance Lee M. Brown of Teska Associates addressed the Council Tax concerning the procedure for establishing TIF (Tax Increment Financing) Increment Districts. He presented a slide show and answered questions of the Financing Aldermen concerning implementation of TIF Districts. Mayor Busse called for a recess at 9:22 P.M. The meeting reconvened at 9:35 P.M. with everyone still in attendance. Pastor Roberson of the First Baptist Church addressed the Bldg. & Council requesting permission to move a building from the east side of Zoning Route 31 to the Church property on the west side of Route 31. Misc. Motion by Nolan, seconded by Bolger, to allow the First Baptist Church to move a garage from the east side of Route 31 to the west side of Route 31 contingent upon deposit of a $1,000 insurance bond or check to cover possible liability claims with the money to be refunded as soon as the move is successfully completed. Voting Nay: Bolger, Nolan, Lieder, Teta, Smith, Patterson, Serritella. Voting Nay: None. Absent: McClatchey. Motion carried. Motion by Patterson, seconded resolution allocating $215,820.00 of MFT Program work. Voting Nay: Bolger, Nolan, Lieder, Patterson, Serritella. Voting Nay: None. Absent: McClatchey. Motion carried. by Serritella, to pass a Funds for 1988 Summer Street Resolutions Teta, Smith, MFT Street Maint. Wednesday, April 20, 1988 Page 2 Attorney Narusis reviewed McHenry Sand and Gravel annexation documents as revised. Passage of the Ordinances will be put on the May 4, 1988 Council Meeting for final acceptance. Motion by Lieder, seconded by Patterson, to accept the March Treasurer's Report as presented. Voting Nay: Bolger, Nolan, Lieder, Teta, Smith, Patterson, Serritella. Voting Nay: None. Absent: McClatchey. Motion carried. Motion by Lieder, seconded by Nolan, to accept the recommendation of the Park Committee and purchase three row boats, four pedal boats, and one 9.9 horsepower outboard motorboat for a lifeguard for use at Petersen Park as presented. Tabled Motion by Serritella, seconded by Smith, to table the motion. Motions Voting Aye: Nolan, Lieder, Teta, Smith, Purchases- Patterson, Serritella. Park Dept. Voting Nay: Bolger.. Absent: McClatchey.. Motion carried. Motion by Patterson, seconded by Nolan, to accept the Purchases- recommendation of the Park Committee to purchase an Olathe Aerator Seeder Park Dept. from Chicago Toro Company for $3,895 with payment to be made from the 1988-1989 FY Budget. Voting Nay: Bolger, Nolan, Lieder, Teta, Smith, Patterson, Serritella. Voting Nay: None. Absent: McClatchey. Motion carried. Wednesday, kpril 20, 1988 Page 5 Motion by Serritella, seconded by Nolan, to authorize payment of principal and interest for the 1986 Water and Sewer Revenue Bonds to American National Bank and Trust Company. Principal $125,000, Interest $136,593.75 for a total of $261,593.75. Voting Nay: Bolger, Nolan, Lieder., Teta, Smith, Patterson, Serritella. Voting Nay: None. Absent: McClatchey. Motion carried. Motion by Patterson, seconded by Bolger, to accept the recommendation of the Park Committee and instruct Althoff Industries to install a chemical feed monitor at the Knox Park Pool at a cost of $850. Voting Nay: Bolger, Nolan, Lieder, Teta, Smith, Patterson, Serritella.. Voting Nay: None. Absent: McClatchey. Motion carried. Alderman Teta, Chairman of the Environmental Advisory Committee, reported on a Committee Meeting held April 19, 1988. Lengthy discussion took place on the Grass Clipping Program. Bond Payments Purchases - Park Dept. Motion by Teta, seconded by Patterson, that the City invite Grass private enterprise to offer a bid as to what they would charge residents Clippings to take their grass clippings to farmers who have offered to take them. Motion by Serritella, seconded by Smith, to table the motion. Voting Aye: Serritella, Smith. Voting Nay: Bolger, Nolan, Lieder, Teta, Patterson. Absent: McClatchey. Motion did not carry. Motion by Serritella, seconded by Patterson, to contract with Baxter & Woodman for Engineering Services on the 1988 Summer Street Contracts Maintenance Program at a cost of $8,000 as presented. Street Voting Nay: Bolger, Nolan, Lieder, Teta, Smith, Maint. Patterson, Serritella. Voting Nay: None. Absent: McClatchey. Motion carried. Superintendent Batt reported that he would install a stockade fence at the recycling center as previous instructed by the City Council. Motion by Smith, seconded by Lieder, to contract with Carey Electrical Contracting Inc. for repair of the roadway street lights at Street the Northern Illinois Medical Center for a total cost of $2,750 as Lights presented. Voting Nay: Bolger, Nolan, Lieder, Teta, Smith, Patterson, Serritella. Voting Nay: None. Absent: McClatchey. Motion carried. Motion by Smith, seconded by Patterson, to adjourn.
