WEDNESDAY, APRIL 20, 1988 8:00 P.M.
The Regular Meeting of the McHenry City Council was called to
order by Mayor Busse on Wednesday, April 20, 1988, 8 P.M. at City Hall.Council
At roll call the following Aldermen were present: Bolger, Nolan,Meeting
Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Absent: None.Attendance
City staff in attendance were Supt. Batt, Attorney Narusis, Clerk Gilpin,
Park Director Merkel, Chief Joyce, Finance and Personnel Administrator
Vitas.
Motion by Nolan, seconded by Patterson, to accept the minutes of
the April 6, 1988 Regular Meeting and the April 13, 1988 Regular Meeting
as presented.
Voting Aye: Bolger, Nolan, Lieder, Teta, Smith,
McClatchey, Patterson, Serritella.
Voting Nay: None.
Absent: None.
Motion carried.
Mayor Busse accepted a letter of resignation from Joseph Petrie
who has served as Chairman of the Environmental Advisory Committee.
Mayor Busse presented a certification of appreciation to Petrie for his
service on the Environmental Advisory Committee.
John Durkin, a representative of Arthur J. Gallagher Insurance
Company, addressed the Council concerning the establishment of a McHenry
County Municipal Risk Management Agency which would serve communities in
McHenry County.
Motion by Bolger, seconded by Teta, to pass an
authorizing the City of McHenry to enter into a McHenry County
Risk Management Agency Insurance Program as presented.

McClatchey, Patterson, Serritella.

Mayor Busse called for a recess at 8:33 P.M. The meeting
reconvened at 8:40 P.M.
Alderman McClatchey left the meeting at 8:40 p.m. because he was
not feeling well.
Insurance
Lee M. Brown of Teska Associates addressed the Council Tax
concerning the procedure for establishing TIF (Tax Increment Financing) Increment
Districts. He presented a slide show and answered questions of the Financing
Aldermen concerning implementation of TIF Districts.
Mayor Busse called for a recess at 9:22 P.M. The meeting
reconvened at 9:35 P.M. with everyone still in attendance.
Pastor Roberson of the First Baptist Church addressed the Bldg. &
Council requesting permission to move a building from the east side of Zoning
Route 31 to the Church property on the west side of Route 31. Misc.
Motion by Nolan, seconded by Bolger, to allow the First Baptist
Church to move a garage from the east side of Route 31 to the west side
of Route 31 contingent upon deposit of a $1,000 insurance bond or check
to cover possible liability claims with the money to be refunded as soon
as the move is successfully completed.

documents as revised. Passage of the Ordinances will be put on the
May 4, 1988 Council Meeting for final acceptance.

principal and interest for the 1986 Water and Sewer Revenue Bonds to
American National Bank and Trust Company. Principal $125,000, Interest
$136,593.75 for a total of $261,593.75.

the Northern Illinois Medical Center for a total cost of $2,750 as Lights
presented.
