WEDNESDAY, APRIL 18, 1990 8:00 P.M.
The Regular Meeting of the McHenry City Council was called to
order by Mayor Busse on Wednesday, April 18, 1990 at 8 P.M. at City
Hall. At roll call the following Aldermen were present: Bolger,
Donahue, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Absent:
None. City staff in attendance were Attorney Narusis, Clerk Gilpin, Park
Director Merkel, Chief Joyce, Building & Zoning Officer Halik. Absent:
Director of Public Works Batt.
Motion by Serritella, seconded by Patterson, to approve the
minutes of the April 11, 1990 Regular Meeting as presented.
Voting Aye: Bolger, Donahue, Lieder, Teta, Smith,
McClatchey, Patterson, Serritella.
Voting Nay: None.
Absent: None.
Motion carried.
Motion by Smith, seconded by Teta, to pass a Resolution
commending David Dunlap for his civic interest in the City's progress and
development by his dedicated service to the McHenry Area Economic
Development Commission in the City of McHenry.
Voting Aye: Bolger, Donahue, Lieder, Teta, Smith,
McClatchey, Patterson, Serritella.
Voting Nay: None.
Absent: None.
Motion carried.
Motion by Teta, seconded by Patterson, to to pass a Resolution
commending Bryce Klontz for his civic interest in the City's progress and
development by his dedicated service to the McHenry Area Economic
Development Commission in the City of McHenry.
Voting Aye: Bolger, Donahue, Lieder, Teta, Smith,
McClatchey, Patterson, Serritella.
Voting Nay: None.
Absent: None.
Motion carried.
Plaques were presented to Klontz and Dunlap from the McHenry
Area Economic Development Commission for their dedication and commitment
over the years to that Commission.
Kathleen Marinangel, Chairman, and Kit Carstens, Vice Chairman
of the McHenry Area Economic Development Commission presented the plaques
along with Curt Hockett, Executive Director of the McHenry Area Chamber
of Commerce.
Mayor Busse presented developer donation checks for money the
City has collected over the past fiscal year to the following
governmental units: McHenry Community High School District 156 -
$92,187.60; McHenry Elementary School District 15 - $215,104.40; McHenry
Public Library District - $32,663.
Alderman Serritella presented a request from Robert Hurley of
1714 Sunset in Lak.el?rd park who wanted to blacktop 7 feet of city
property locale( n-2-t a f,rs 'sot to enlarge his driveway. The matter
was continued to anotner meeting until Mr. Hurley could be present to
answer questions of the Council.
An escrow agreement dated October 24, 1989 under Trust No. 195
at McHenry State Bank was established by Chris Jepsen when the City
bought the Jepsen Tire Building at 3314 W. Elm Street. The City
demolished the building and the escrow for $3,000 was established to make
any repairs necessary to the common wall between 1301 N. Riverside Drive
and 3331 W. Elm Street. Three bids were sought but only one bid was
received for repairing damages to the party wall.
Motion by Bolger, seconded by Donahue, to approve the bid of Jim
Theel of McHenry for repairs to the party wall in the amount of $1,750 as
presented.

The Mayor was authorized to send a letter to McHenry State Bank
Trust No. 195 requesting that $1,750 be paid from the trust fund for this
repair work as per the escrow agreement.
Motion by McClatchey, seconded by Donahue, to pass an ordinance
establishing a stop sign on westbound Turnberry Lane at Green Street.
Voting Aye: Bolger, Donahue, Lieder, Teta, Smith,
McClatchey, Patterson, Serritella.
Voting Nay: None.
Absent: None.

Motion by Smith, seconded by Patterson, to authorize payment to
the following Officers on the Police Career Development Program: Police
Officers I - Thomas Beyer, Ramon Gregorio, Roland Wood, $500 each; Police
Officers II - William Brogan, William Stahlman, Thomas Jenkins, $750
each; Police Officer III - Jeffery Foerester $1,000.
Voting Aye: Bolger, Donahue, Lieder, Teta, Smith,
McClatchey, Patterson, Serritella.
Voting Nay: None.
Absent: None.
Motion carried.
Motion by Smith, seconded by McClatchey, to authorize and
approve partial payment to Mosele & Associates in the amount of $50,301
for remodeling of the Millstream Pumping Station as recommended by Baxter
& Woodman.
Voting Aye: Bolger, Donahue, Lieder, Teta, Smith,
McClatchey, Patterson, Serritella.
Voting Nay: None.
Absent: None.
Motion carried.

Treasurer's Report as presented.

Clerk's Report as presented.

expense on this matter and that the City would not extend the sewer line
as requested.

Alderman Smith reported on a Street and Sidewalk Committee
Meeting held prior to this Council Meeting. No recommended actions were
presented.
A Finance Committee Meeting was scheduled for Monday, April 23,
1990 at 9:00 P.M. to finalize the 1990-91 budget. A Personnel Committee
Meeting was scheduled for Wednesday, April 25, 1990 at 7:00 P.M. to
review the City Administrators Applications.
Motion by Serritella, seconded by McClatchey, to authorize and
approve partial payment to Seagren/Shales in the amount of $18,800 for
work on the South Wastewater Treatment Plant as recommended by Baxter &
Woodman.
Voting Aye: Bolger, Donahue, Lieder, Teta, Smith,
McClatchey, Patterson, Serritella.
Voting Nay: None.
Absent: None.
Motion carried.
Motion by Patterson, seconded by Teta, to authorize and approve
payment of the following bonds: 1986 Water and Sewer Revenue Bonds -
$125,000 Principal, $130,812.50 Interest, for a total of $255,812.50;
1988 Water and Sewer Revenue Bonds - $150,000 Principal, $95,618.75
Interest, $545.05 Bank Agent Fees, for a total of $246,162.80.
