MONDAY, APRIL 16, 1990 8:00 P.M.
A Special Meeting of the McHenry City Council was called to
order by Mayor Pro Tem Raymond Smith, on Monday, April 16, 1990 at 8 P.M.
at City Hall. At roll call the following Aldermen were present:
Bolger, Donahue, Lieder, Teta, Smith, Patterson, Serritella. Absent:
McClatchey and Mayor' Busse. City staff in attendance were Attorney
Narusis and Clerk Gilpin.
Also present was Court Report Cheryl Barone, Petitioner Ronald
Graves, President of the First National Bank of McHenry, and his Attorney
Donald Steinspring.
The purpose of the Special Meeting was to consider an Annexation
Agreement between the City of McHenry and the First National Bank of
McHenry for a four acre parcel of land located on the east side of Route
31 north of 606 South Front Street south of the intersection of Route 31
and Bull Valley Road. The petitioners were requesting that upon
annexation to the City the subject property be reclassified from McHenry
County A-1 Agricultural Zoning District to City of McHenry 0-2 Office
Park Zoning District and that they be granted a conditional use to allow
the premises to be used as a financial institution for a full service
bank including a cash station and drive-in facilities.
The Annexation Agreement was reviewed paragraph by paragraph
with minor changes being made.
Motion by Bolger, seconded by Donahue, to require an annexation
fee of $500 per acre, for a total of $2,000 payable upon annexation of
the property.
Voting Aye: Bolger, Donahue, Lieder, Teta, Smith,
Patterson, Serritella.
Voting Nay: None.
Absent: McClatchey.
Motion carried.
Motion by Bolger, seconded by Serritella, to pass an ordinance
approving the Annexation Agreement between the City of McHenry and the
First National Bank of McHenry as amended and to authorize Alderman Smith
to sign the Agreement on behalf of the City of McHenry with the City
Clerk to attest the Agreement.
Voting Aye: Bolger, Donahue, Lieder, Teta, Smith,
Patterson, Serritella.
Voting Nay: None.
Absent: McClatchey.
Motion carried.
Motion by Patterson, seconded by Donahue, to pass an Ordinance
annexing the territory of the First National Bank of McHenry to the City
of McHenry.
Voting Aye: Bolger, Donahue, Lieder, Teta, Smith,
Patterson, Serritella.
Voting Nay: None.
Absent: McClatchey.
Motion carried.
Motion by Donahue, seconded by Teta, to pass an Brdinance zoning
the territory of the First National Bank as 0-2 Office Park District with
a conditional use permit for use of the property as a financial
institution with drive -up facilities.
Voting Aye: Bolger, Donahue, Lieder, Teta, Smith,
Patterson, Serritella.
Voting Nay: None.
Absent: McClatchey.
Motion carried.
Motion by Lieder, seconded by Teta, to adjourn the meeting.
