The Regular Meeting of the McHenry City Council was called to order by Mayor Busse on Wednesday, April 15, 1987 at 7:30 P.M. at City Hall. At roll call the following Aldermen were present: Bolger, Lieder, Council McClatchey, Nolan, Smith, Snell, Serritella, Teta. Absent: None. City staff in attendance were Supt. Batt, Attorney Narusis, Clerk Gilpin, Park Meeting Director Merkel, Chief Joyce. Attendance Motion by Nolan, seconded by Bolger, to accept the minutes of the April 1, 1987 Regular Meeting as presented. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Patrick Karns, General Manager of Lakes Cablevision, addressed the Council concerning problems with Cablevision installation and service throughout the City. He promised to respond to complaints and restore Cablevision property to its original condition before cable was installed in various areas of the City. He also promised to install more phone lines into the business so that customers could make contact with the Company. Motion by Nolan, seconded by McClatchey, to accept the recom- mendation of the Zoning Board of Appeals and grant the variation as Zoning Ords. requested by petitioners Paul R. and Mary Dolores Overton for property at Ordinances the northwest corner of Front and Elm Strut. Motion by Smith, seconded by Snell, to waive the fast track requirements as required in the Subdivision Control Ordinance and allow Subdivision the Gelwicks property between Main and John Streets to be divided into of Land two parcels as presented and approve the final plat as presented. Motion by Lieder, seconded by Snell , to grant a sign variation request by Donald R. Meyer Jr. to announce the opening of Brittany Heights on Green Street with the sign permit to expire May 15, 1987. Motion by McClatchey, seconded by Teta, to transfer $100,000 from the General Fund to the Insurance Fund to help offset the deficit in the Insurance Levy Fund. Motion by Lieder, seconded by Nolan, to pass ai ing Chapter VII of the Municipal Code to require that structed in commercial and office districts. Motion carried. Mayor Busse called for a recess at 9:05 P.M. The meeting recon- vened at 9:15 P.M. with everyone still in attendance. Motion by Lieder, seconded by McClatchey, to concur with the Wages & recommendation of the Finance Committee and accept the proposal of Blue Benefits Cross/Blue Shield for preferred provider option (PPO) employee health Insurance insurance as well as dental and vision insurance, with the City to pay full coverage of the employee and 50 percent of the dependents' premiums. Mayor Busse reported that an abstract of returns for the con- solidated election held April 7, 1987 for Alderman in the City of McHenry was canvassed by the local canvassing Board. Licastro 385 Motion by Bolger, seconded by Snell , to concur with the recom- Subdivision mendation of the Utilities Committee and amend the Subdivision Control Control Ordinance allowing the use of Mueller Centurion and Watereous Pacer 100 Ordinance Fire Hydrants in Subdivision Improvements and to authorize the Water Purchases- Department to purchase eight hydrants to keep in stock. Motion by Bolger, seconded by Snell, to concur with the recom- Water mendation of the Utilities Committee and meter the water used for Rates construction purposes at a rate of $1.25 per 1,000 gallons and to charge a refundable amount for the meter of $50. Subdivision In another recommendation from the Utilities Committee, Super - Control intendent Batt was authorizes` to work with the City Engineers and the Ord. City Attorney in changing the Sudivision Ordinance requirements to allow plastic pipes for sewer mains. The Utilities Committee discussed the need to have inside water meters read this summer because many times there are discrepancies between the inside meters and the outside read-out meters. It was sug- gested that former Water Chief Jim Wiser be hired to read the inside meters during the summer months. Wednesday, April 15, 1987 Page 5 Motion by Bolger, seconded by Smith, to authorize Superintendent Batt to hire Jim Wiser to read the inside meters as an independent con- tractor with the pay to be the same as independent contractor George Diedrich. Motion by Smith, seconded by McClatchey, to approve the instal- lation of fencing and a gate at Wells 5 and 6 with the work to be done by low bidder Durabilt Fence Company at a price of $2,191. Motion by Lieder, seconded by Serritella, to pass a resolution appropriating the sum of $16,164.52 of Motor Fuel Tax Funds for the pur- pose of maintaining streets and highways from January 1, 1986 to December 31, 1986 as presented. Discussion was held on parking at the intersection of Front and Main Streets. Chief Joyce was instructed to survey that intersection and report back at the next meeting with a recommendation. Employees Water Service Purchases - Water Dept. Resolutions Motor Fuel Tax Motion by McClatchey, seconded by Serritella, to pass an ordinance lowering the speed limit on Orleans Drive from Mc Cullom Lake Ordinances Road to Industrial Drive from 30 to 25 mph. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Motion by Smith, seconded by Teta, to increase the rate charge for providing radio and leads communication services to Sunnyside and Mc Cullom Lake Police Departments as follows: Sunnyside from $3,000 per year to $6,000 per year; Mc Cullom Lake from $3,600 per year to $6,000 per year effective May 1, 1987. Discussion was held on parking lot maintenance at the Jewel/Osco and Market Place shopping centers. Building and Zoning Officer John Zabor will be requested to check into the matter. Motion by Smith, seconded by Serritella, to pass an ordinance establishing 2 hour parking on Waukegan Road from Third Street to Front Street except for the indented portion of Waukegan Street on the North and South Side. REGULAR MEETING WEDNESDAY, APRIL 1, 1987 7:30 P.M. The Regular Meeting of the McHenry City Council was called to order by Mayor Busse on Wednesday, April 1, 1987 at 7:30 P.M. at City Council Hall. At roll call the following Aldermen were present: Bolger, Meeting McClatchey, Nolan, Smith, Snell, Serritella, Teta. Lieder arrived at Attendance 7:40 P.M. Absent: None. City staff in attendance were Supt. Batt, Attorney Narusis, Clerk Gilpin, Park Director Merkel, Chief Joyce. Motion by Nolan, seconded by McClatchey, to accept the minutes of the March 18, 1987 Regular Meeting as presented with one correction. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Three board members from School District 156, Steve Cuda, Barb Haffner and Joe Moerschbaecher, were present at the meeting to request that a City Pol ice Officer be stationed at West Campus to control traffic in the morning and afternoon on Crystal Lake Road. At the present time the School is paying an off -duty policeman to perform this function. They requested that this service be performed by a City Police Officer on regular duty. However, it was pointed out that the Police Department could not guarantee that an on -duty Officer would be available at the specific times they requested. The Council felt that a precedent might be set whereby other schools, churches and businesses might also request specialized service. Suggestions given to the School Board were to investigate the possibility of hiring Auxiliary Police or a patrol service. The possibility of installing a temporary stop sign was also mentioned. Roger Gerstad of Gerstad Builders presented final plats of Winding Creek No. 4 and McHenry Lakes Estates for approval. A plat of vacation on Brookwood Trail was also presented. Superintendent Batt remarked that on McHenry Lakes Estates Unit 4 the watermain is to be terminated at the lot line in the northwest corner of lot 216 and is not to be extended west to Oak Street into the industrial portion of McHenry Lakes Estates. The developer of McHenry Lakes Estates Unit 4 would ,just stub the watermain to the subdivision line and then in the future when developers of the industrial property west of the tracks come in for development, they would be required to extend the water line west to Oak Street and then south along Orleans Street looping the watermains. The industrial area would be the benefactors of this fire flow for the industrial area. The Council agreed that the developer of the industrial area should be required to make that extension into the industrial area instead of the developer of McHenry Lakes Estates Unit 4. Also noted for the record was that Gerstad had agreed to arrange a hydrant installation at the end of the water line so that the City will be able to periodically flush the watermain in McHenry Lakes Estates Unit 4. Concerning Winding Creek Unit 4, a Public Hearing was held on March 4, 1987 to discuss vacating the right-of-way on Brookwood Trail but preserving the easement for City use. This was done at the City's request. Motion by Smith, seconded by McClatchey, to pass an Ordinance vacating Brookwood Trail. Voting Aye: Bolger, Lieder, McClatchey, Nolan, Smith, Snell, Serritella, Teta. Voting Nay: None. Absent: None. Motion carried. Motion by Smith, seconded by Serritella, to approve the final plats of McHenry Lakes Estates Unit 4 and Winding Creek Unit 4 contingent upon receipt of a Letter of Credit of $162,536.00 for Winding Creek Unit 4 and a Letter of Credit in the amount of $455,652.00 for McHenry Lakes Estates Unit 4 and contingent upon amendment of the engineering plans of McHenry Lakes Estates Unit 4 for relocation of the water hydrant. Ordinances Motion by Nolan, seconded by Snell , to pass an ordinance amend- ing Section 4-15 of the Liquor License Code to conform to current State Liquor Statutes as presented. Motion by Bolger, seconded by Lieder, to approve the Mayor's Employees appointment of Patricia Borcovan as a Junior Records Clerk in the Police Department replacing Patricia Burke who is retiring Play 1, 1987. The meeting reconvened at 9:32 P.M. with everyone still in attendance. Alderman Nolan, Chairman of the Environmental Advisory Com- mittee, reported on a meeting held on March 22, 1987 wherein a letter written to Mayor Busse from James Militello, Attorney for McHenry County Landfill Sanitary Landfill and Recycling Center Inc. located on and along Sands Road between Cary and Crystal Lake, was discussed. Mil itello requested that the Council pass a resolution supporting a permit to allow the existing landfill on Sands Road to be vertically expanded. At the pre- sent time, McHenry/Woodstock Disposal is not permitted to use this landfill site. Motion by Smith, seconded by Bolger, to direct the Mayor to respond to Militello's request stating that the City of McHenry would reconsider supporting the prop,)sal if in fact the City of McHenry refuse could be deposited in the landfill site.
