MONDAY, APRIL 15, 1985
The Regular Meeting of the McHenry City Council was called to
order by Mayor Stanek on Monday, April 15, 1985 at 8:00 P.M. At roll
call the following aldermen were present: Bolger, Busse, Datz,
McClatchey, Smith, Snell, Serritella. Absent: Nolan. City Staff in
attendance were Supt. Halvensleben, Attorney Narusis, Clerk Gilpin, Chief
Joyce, Park Director Merkel.

Gus Politis, representing Atlantis Group Ltd., addressed the
Council and requested the City Council to issue Economic Development
Revenue Bonds to finance the acquisition, construction and equipping
of an apartment building complex containing approximately 144 dwel-
ling units which would be located at the southwest corner of the
intersection of Mc Cullom Lake Road and Orleans Street. They were
requesting Industrial Revenue Bonds in the amount of $7,000,000.

Motion by Datz, seconded by Serritella, to pass a prelimi- Industrial
nary resolution of the City of McHenry approving the application of Revenue
Atlantis Group Ltd. and authorizing the City to execute a memorandum Bonds
of agreement with Atlantis Group concerning the issuance by the City
of McHenry of $7,000,000 in Industrial Revenue Bonds.

Attorney Lewis Rathje, representing Charles Margosian,
addressed the Council concerning a sign variation for the Jewel Osco
complex.
Motion by Bolger, seconded by Serritella, to authorize and
approve a sign variation for the Jewel Osco complex as requested.
Voting Aye: Bolger, Busse, Datz, McClatchey,
Smith, Snell, Serritella.
Voting Nay: None.
Absent: Nolan.
Motion carried.
Several businessmen from Riverside Drive, namely Bernie Rice
of Riverside Bakery and Mr. & Mrs. Marty Klapperich of Little Chef
addressed the Council concerning problems with street sweeping on
Riverside Drive during early morning hours. Alderman Smith, Chairman
of the Street & Sidewalk Committee, was authorized to study the
situation and try to work out a compromise with the business people
on Riverside Drive.
Motion by Smith, seconded by Serritella, to pass an ordi-
nance regarding single family dwelling building permits and the
issuance of occupancy certificates.

Smith, Snell, Serritella.

Motion by Busse, seconded by Datz, to authorize the Mayor
and City Clerk to enter into an agreement with McHenry Township on
the Mosquito Control Program for the 1985 season.

Discussion was held on looping the water line near the
Hillcrest Apartments. Supt. of Public Works was instructed to con-
tact the owners of Hillcrest and report back to the Council with
further information.
Supt. Halvensleben submitted a 1985 Street Maintenance
Program for review by the Council. Action will be taken at a future
meeting.

Park Director Merkel submitted price quotations for purchase
of a sprayer, mowing equipment, two registers and work on the outdoor
•stage at Petersen Park. It was the recommendation of Merkel to
accept the low bid of George P. Freund for the sprayer at a cost of
$2,095, the low bid of Adams Lawn & Leisure for the mowing equipment
at a cost of $5,355, the low bid of J & B Business Systems for two
cash registers at a cost of $1,450 and approve the low bid of Weidner
Concrete Co. for construction of the outdoor stage at Petersen Park
at a cost of $1,240.
Purch. Motion by Bolger, seconded by Datz, to authorize and approve
Park Dept. the purchase of the low bids as recommended by Park Director Merkel
for the mowing equipment, the sprayer, the cash registers and the
outdoor stage construction.

City Clerk Gilpin announced that the canvassing board of the
City of McHenry composed of Mayor Stanek, City Attorney Narusis and
Clerk Gilpin canvassed the returns of the election held on Tuesday,
April 2, 1985 and declared the following results:

Lakeland Park Water Co. for installation of 41 meters at a cost of
$12,300 and 37 valves at a cost of $227.92 conditioned upon verifica-
tion by the City Water Dept. that all of the meters and valves have
been correctly installed.

Alderman Bolger, Chairman of the Utility Committee, reported
on a Sewer & Water Committee Meeting held April 10, 1985.
Motion by Bolger, seconded by Datz, to authorize the Supt.
of Public Works to use City manpower to clean out the drainage
ditches in the area between Crystal Lake Road and Route 31.
Voting Aye: Bolger, Busse, Datz, McClatchey,
Smith, Snell, Serritella.
Voting Nay: None.
Absent: Nolan.
Motion carried.
Mayor Stanek called for a recess at 9:10 P.M. The meeting
reconvened at 9:21 P.M. with everyone still in attendance.

Woodman to draw up a plan for reconstruction of the garage at the Repairs, etc
Sewer Treatment Plant and a design for placement of the present
centrifuge system so that the project can be put out to bid at an
estimated cost of $180,000.

& Attorney to attempt to secure a sewer easement for maintenance of the

Discussion was held on how to remedy some unorthodox sewer
hookups on the east side of Front Street between Lang Chevrolet (908

Works the purchase of 250 cubic yards of black dirt for top soil from

cubic yard or $1,125 total.

Bond Motion by Datz, seconded by McClatchey, to authorize and
Payments approve payment to American National Bank & Trust Co. of Chicago for
the 1956 Sewer & Water Bond Payment as follows: Principle $10,000,
Interest $600, Bank Charge $40, for a total of $10,640.

Commenda- Mayor Stanek read a letter of commendation from Chief
tions Patrick Joyce regarding Officers Thomas Jenkins, Doyle Kearns,
& Anthony Militano and Sergeant Robert Zujewski. Their work in
Employees capturing three burglars within a short period of time following the
burglary and the recovery of all property was commended by the
Council. A commendation was read at the Council Meeting and will be
made a part of their permanent personnel files.
