Mayor Stanek called to order the Public Hearing on Monday, April 14, 1980 at 8 P.M. on the proposed Annexation Agreement for Va.11eybrook Subdivision located at the southwest corner of the intersection of Bull Valley and Crystal Lake Roads. Petition for approval of an Annexation Agreement and an amended petition for Annexation were presented by LaSalle National Bank Trust. No. 53067; State Sank of Woodstock Trust 2695; Werner and Elizaheth Ellman and Charles and Nancy Allen. At roll call the following aldermen were present: Meurer, Schooley, Pepping, Nolan, Harker, Datz, Wieser. Absent: Adams. Also in attendance were: Attorney Bernard Narusis; Supt. of Public Works Fred Meyer; City Clerk Barbara Gilpin; Petitioners David Faestel, ?ay Schmitt a -id Charles Allen; Petitioner's Attorney Richard Zukowski; Petitioner's Land Planner Gerald Buckley and Plan Commission Member Lynne '"Jonarski . Mayor Stanek announced that the Report and Recommendation of the Zoning Board of Appeals to the City Council regarding the Valleybrook Annexation Zoning Reclassification request had been received by Council members and was on file in the City Clerk's office. The Petition for Annexation had also been presented to the Plan Commission for their review. Petitioner David Faestel addressed the Council and gave the background on the Annexation proposal which consists of 209 acres of land at the southwest corner of the intersection of Bull Valley and Crystal Lake Roads in Nunda Township. The petitioners are requesting R-1 and R-2 Residential District and B-1 Commercial District zoning classifications. Faestel explained that he had been before the Zoning Board and the Plan Commission and had revised sketch plans according to recommenda- tions made by the Plan Commission and Robert Grossman of Associated Planners who is updating the City of McHenry Comprehensive Plan. Petitioners had also agreed to accept a B-1 rather than a B-3 Zoning classification as suggested by the Zoning Board of Appeals. Faestel presented the original sketch plan for the subdivision dated November 1, 1979 and revised sketch plan dated February 25, 1980. Monday, April 14, 1980 Page 2 It was the consensus of opinion of the Council that it concurred with the sketch plan dated February 25, 1980 which contained changes as recommended by the Plan Commission. The Council reviewed the proposed Annexation Agreement in detail and numerous revisions were suggested. At 9:20 P.M., Mayor Stanek called for a ten (10) minute recess. The meeting reconvened at 9:30 P.M. with everyone still in attendance. The Council continued its review of the proposed Annexation Agree- ment until the entire document had been discussed. Motion by Wieser, seconded by Datz, to recess the Public Hearing to Wednesday, May 7, 1980 at 8 P.M. at which time the petitioners would return with suggested revisions incorporated into the Annexation Agreement. Voting Aye: Meurer, Schooley, Pepping, Nolan, Harker, Datz, Wieser. Voting Nay: None. Absent: Adams. Motion carried. Meeting recessed at 11:17 P.M. City Clerk Mayor
