WEDNESDAY, APRIL 13, 1988 8:00 P.M.
The Regular Meeting of the McHenry City Council was called to
order by Mayor Busse on Wednesday, April 13, 1988 at 8 P.M. at City
Hall. At roll call the following Aldermen were present: Bolger, Nolan,
Teta, Smith, McClatchey, Patterson, Serritella. Lieder arrived at 9:00
P.M. Absent: None. City staff in attendance were Supt. Batt, Attorney
Narusis, Clerk Gilpin, Park Director Merkel, Chief Joyce, Finance
Director Vitas.
Motion by McClatchey, seconded by Nolan, to accept the minutes
of the March 30, 1988 Regular Meeting and the minutes of the March 30,
1988 Committee Meeting of the Whole as presented.
Voting Aye: Bolger, Nolan, Teta, Smith, McClatchey,
Patterson, Serritella.
Voting Nay: None.
Absent: Lieder.
Motion carried.
Mayor Busse presented letters of commendation to Officers Thomas
Beyer, Jeffery Foerster and Thomas Jenkins for their completion of the
Police Officer 1 requirements for the Career Development Program in the
McHenry Police Department. Officer William Brogan was unable to attend.
Mayor Busse commended the Police Officers for attending college courses
in Criminal Justice on their off -duty time and achieving the basics in
performance training education and experience. He thanked them for their
professionalism and dedication to the City of McHenry and its citizens.

Katten, Muchin and Zavis (Borge and Pitt:) of 525 W. Monroe Street,
Chicago, as Bond Counsel for the McHenry Shores Special Assessment Bonds
Project.

Patterson, Serritella.
Voting Nay: None.

Motion by Smith, seconded by Patterson, to award the bid for an
asphalt roller for the Public Works Department to Patten & Co. of PW Purchases
Elmhurst for a CAT CB-214 asphalt roller in the amount of $22,453.

McClatchey, Patterson, Serritella.

Absent: Lieder.
Motion carried.
Motion by Teta, seconded by Bolger, to authorize the City to
install water and sewer services to the property line of Thomas Lawson at
3807 W. Main Street. Water Sewer

Patterson, Serritella.
Voting Nay: None.
Absent: Lieder.
Motion carried.
Motion by McClatchey, seconded by Nolan, to accept the March
Clerk's Report as presented.
Voting Aye: Bolger, Nolan, Teta, Smith, McClatchey,
Patterson, Serritella,.
Voting Nay: None.
Absent: Lieder.
Motion carried.
Motion by Teta, seconded by McClatchey, to re -schedule the
Annual City Council Meeting from April 27, 1988 to April 20, 1988 so it
will be held on the same night as the Regular City Council Meeting on
April 20, 1988.
Voting Aye: Bolger, Nolan, Teta, Smith, McClatchey,
Patterson, Serritella.
Voting Nay: None.
Absent: Lieder.

Fence Motion by Teta, seconded by Serritella, to amend the Fence
Variations Ordinance by stating that all residential, other than single family,
along railroad tracks should include a continuous cyclone fence as well
as other types of fencing to be approved by the Council with the fence to
be installed prior to the issuance of any occupancy permits.
Voting Aye: Bolger, Nolan, Teta, Smith, McClatchey,
Patterson, Serritella.
Voting Nay: None.
Absent: Lieder.
Motion carried.
Motion by Smith, seconded by Serritella, to accept the
recommendation of the Street and Sidewalk Committee and approve the 1988
Street Summer Street Maintenance Program as submitted by the Superintendent of
Maint. Public Works in the amount of $215,820.
Voting Aye: Bolger, Nolan, Teta, Smith, McClatchey,
Patterson, Serritella.
Voting Nay: None.
Absent: Lieder.

seconded by Nolan, to enter into a contract

Mayor Busse called for a recess at 9:29 P.M. The meeting
reconvened at 9:50 P.M. with everyone still in attendance.
Motion by Nolan, seconded by Patterson, to go into executive

session at 9:50 P.M. to discuss pending litigation and property

acquisition.
Voting Aye: Bolger, Nolan, Lieder, Teta, Smith,
McClatchey, Patterson, Serritella.
Voting Nay: None.
Absent: None.
Motion carried.
Motion by Bolger, seconded by Lieder, to go back into open
session at 11:15 P.M.
Voting Aye: Bolger, Nolan, Lieder, Teta, Smith,
McClatchey, Patterson, Serritella.
Voting Nay: None.
Absent: None.
Motion carried.
Motion by Serritella, seconded by Bolger, to authorize the Mayor
to pursue Option II for a City Hall site the best way he can.
Motion by Teta, seconded by Nolan, to amend the original motion
by adding "Not only to pursue Option II, but also Option III and numbers
should be put together on a plan that will show the cost incurred for
this fiscal year, the next fiscal year and the next five to ten fiscal
years".
