WEDNESDAY, APRIL 12, 1989
The Regular Meeting of the McHenry City Council was called to
order by Mayor Busse on Wednesday, April 12, 1989 at 8 P.M. at City
Hall. At roll call the following Aldermen were present: Bolger, Nolan,
Lieder, Smith, McClatchey, Patterson, Serritella. Absent: Teta. City
staff in attendance were Attorney Narusis, Clerk Gilpin, Chief Joyce,
Finance and Personnel Administrator Vitas, Director of Development
Greenwood. Absent: Superintendent Batt and Park Director Merkel.
Motion by Serritella, seconded by McClatchey, to accept the
minutes of the March 27, 1989 Regular Meeting, the March 28, 1989 Special
Meeting and the April 5, 1989 Regular Meeting as presented.
Voting Aye: Bolger, Nolan, Lieder, Smith,
McClatchey, Patterson, Serritella.
Voting Nay: None.
Absent: Teta.
Motion carried.
Lengthy discussion was held on revising the capital development
fees for water, sewer, schools, parks, library and public safety.

Motion by Smith, seconded by Serritella, not to include Public
Safety in the fees schedule but to address it at a later date with Dev. Don.
annexation agreements.
Voting Aye: Serritella, Smith, Nolan, Bolger.
Voting Nay: Patterson, McClatchey, Lieder.
Absen: Teta.
Motion carried.
Narusis noted that according to State law, developer donation
fees are to be used only for purchase of land.
Motion by Patterson, to construct an annexation fee schedule
similar to developer donation fees for distribution to various Failed
governmental bodies. Motion failed for lack of a second. Motions
Mayor Busse called for a recess at 9:58 P.M. Meeting reconvened
at 1 M 5 P.M. with all Aldermen still in attendance.
Discussion continued on school donations.
Motion by Nolan, seconded by Bolger, not to take action on
setting developer donation fees tonight but to have each Alderman submit
his written position on each fee before next week's meeting.
Voting Aye: Bolger, Nolan, Lieder, Smith,
Patterson, Serritella.
Voting Nay: McClatchey.
Absent: Teta.
Motion carried.
Motion by Nolan, seconded by Bolger, to approve 1989 Local Tag Tag Days
Day requests as presented.
Voting Aye: Bolger, Nolan, Lieder, Smith,
McClatchey, Patterson, Serritella.
Voting Nay: None.
Absent: Teta.
Motion carried.
Mayor Busse scheduled a Special Meeting on Monday, May 1, 1989
at 7:30 P.M. to continue discussion on updating the comprehensive plan
with consultant John Gann
The Building and Zoning Committee met prior to tonight's Council
Meeting and recommended that the 6 foot side yard utility easement
ordinance not be adopted. No action was taken by the Council.
Motion by Serritella, seconded by McClatchey, to approve the
request of Chief Patrick Joyce and issue Career Development checks as
follows: Police Officer I - $500 to Thomas Beyer, Thomas Jenkins and
William Stahlman; Police Officer II - $750 to William Brogan and Jeffrey
Foerster.
Voting Aye: Bolger, Nolan, Lieder. Smith,
McClatche Patterson, SerritFi a.
Voting Nay: None.

Motion by Patterson, seconded by Serritella, to approve the
Employees Mayor's appointment of 29 additional summer employees for the Parks and
Parks-Misc. Recreation Department.
Voting Aye: Bolger, Nolan, Lieder, Smith,
McClatchey, Patterson, Serritella.
Voting Nay: None.
Absent: Teta.
Motion carried.
Mayor Busse rescheduled the Special Annexation Hearing for the
Mobil Gas station property to Wednesday, May 10, 1989 at 8:00 P.M.
Motion by McClatchey, seconded by Smith, to instruct the City
Parking Regs. Attorney to draft an ordinance amending the Traffic Control Ordinance
regarding parking on the east side of Court Street north of the old
Rescue Squad building as presented.
Voting Aye: Bolger, Nolan, Lieder, Smith,
McClatchey, Patterson, Serritella.
Voting Nay: None.
Absent: Teta.
Motion carried.
Motion by Smith, seconded by McClatchey, to adjourn.
