REGULAR MEETING
MONDAY, APRIL 7, 1980 8 P.M.
Mayor Stanek called to order the Regular Meeting of the City Council
on Monday, April 7, 1980 at 8 N.M. The following alderman were present: Meurer,
Schooley, Adams, Wieser, Datz, Harker, Nolan, Pepping. Absent: None.
Motion by Schooley, seconded by Adams, to accept the minutes of the
March 31, 1980 Regular Meeting as read.
Voting aye: Meurer, Schooley, Adams, Wieser, Datz, Harker, Nolan
Pepping.
Voting nay: None.
Absent: None.
Motion carried.
Three members of the McHenry Police Officer Association presented
numerous items of sports equipment to the Park and Recreation Department of the
City for use in summer park programs. Mayor Stanek and the Council expressed
their thanks in behalf of all the citizens of McHenry for the generous donation
of sports equipment.
Mrs. Gerry Kuck of the VFW Auxiliary presented two large flags to the
city to replace ones which proved detective during their first two weeks of use.
The flags were originally presented to the City in the Fall of 1979 by the VFW
Auxiliary and they graciously offered to return the defective flags and presenL
new ones to the city which will be flown at City Hall and on the flay pole a-i;
the corner of Waukenan and Third Streets. Mayor Stanek thanked the Auxiliary
on behalf of the citizens of McHenry for their generosity and diligence in getting
the rer.laccment flags for city use.
Mayor Stanek read his official veto letter dated April 2, 1980 which
had been delivered by police officers to the homes of all the alderman on April 2,
1980 except Alderman Nolan who was out of town on vacation. She did receive her
notice prior to this Council Meeting. In the letter, Mayor Stanek stated he
was vetoing the longevity increases as proposed by the Finance Committee in
the 1980-81 Control Budget which was passed and approved at the i�iarch 31, 1936
Council Meeting. A copy of the letter is attached to the irri nukes of -ch i s iueet-
ing. Mayor Stanek explained his objections to the longevity plan, followed by
discussion with the Council.
Motion by Pepping, seconded by Harker, to override i:iie Hayor's veto
of the Longevity Plan as proposed in the 1980-81 Control Budget.
Voting aye: Schooley, Adams, Wieser, Harker, Nolan, Pepping.
Voting nay: Meurer, Datz.

Motion carried. The veto was overridden.
Discussion was held on the hiring of persons to enforce the two-hour
parking regulation when the 90-day moratorium goes into effect on parking meter fee
collections effective June 1, 1980.
Motion by Pepping, seconded by Harker, to hire two full-time summer
help people and use the existing part-time employee to enforce the two-hour
parking regulation this summer.
Voting aye: Nolan, Harker, Datz, Pepping, Wieser, Adams,
Meurer.
Voting nay: Schooley.
Absent: None.
Motion carried.
It was the consensus of opinion that the full-time summer enforcement
people should be paid the top summer help wage.
Doug Pratt, director of the McHenry Alternative High School, and Mrs.
Alice Howenstine of the McHenry County Defenders, addressed the Council concern-
ing a project entitled "Curbside, Source -Separation Recycling." Students of the
Alternative School will work with the Defenders picking up newspapers left at
the curbside on the day of regular garbage pickup. The students will be paid
under the CETA program for this work. The progam will be effective June 17, 1980.
Motion by Wieser, seconded by Nolan, to approve the recycling project
as presented.

Meurer.

Absent: None.
Motion carried.
Motion by Wieser, seconded by Nolan, to pass an ordinance authorizing
the creation of an Intergovernmental Recreation Committee consisting of represen-
tatives from the City and from the McHenry Community High School Board of Educa-
tion District 156, and authorize the mayor and clerk to enter into the inter-
governmental agreement as presented.
Voting aye: Nolan, Harker, Datz, Pepping, Wieser, Adams, Schooley,
Meurer.

Motion by Harker, seconded by Schooley, to approve the p.syment of
Estimate No. 3 to Wexford Group, Ltd., developers of Nc'�enry Lakes Estates, and
submit the approval for payment to Elgin Federal Savings a Loan Association
in the amount of $176,486.40, said payment recommended by Baxter &Woodman,
city engineers.
Voting aye: Nolan, Harker, Datz, Pepping, Wieser, Adams, 'Schooley
Meurer.
Voting nay: None.
Absent: None.
Motion carried.

The meeting reconvened at 9:40 P.M. with all I-1dermen still in
attendance.
Supt. Fred Meyer reported that three city streets had been approved
for addition to the FAU (Federal Aid Urban) System by the Illinois Department
of Transporation. They are: Main Street from Front Street to Crystal Lake
Road; Meadow Lane from Elm to Shore Drive; and Shore Drive from Meadow
Lane to Ringwood Road.
Park Director Pete Merkel reported that over 600 people were in
attendance at the City's first Easter Egg Hunt at Petersen Park on April 5th.
He was complimented by the Council on the highly successful project.
Motion by Harker, seconded by Adams, to authorize and approve
payment from the Motor Fuel Tax Fund for two engineering hills, na:vable
to the State of Illinois: $3,911.67 for the Route 120-Ringwood-Draper road
traffic signal improvement and $4,728.87 for Route 120-Crystal Lake Road
traffic signal improvement.

Motion by Schooley, seconded by Wieser, to authorize and approve
payment of back taxes due on a beach front lot on Freund Avenue, deeded over
to the city by the A.P. Freund Trust.

Pepping.

Absent: None.
Motion carried.
Mayor Stanek called for a Special Council Meeting on Thursday,
April 17, 1980 at 7 P.M. for the purpose of discussing proposed summer
recreation programs and for discussion of the Gypsy Moth spraying program
being proposed by the US Dept. of Agriculture.
Motion by Meurer, seconded by Wieser, to instruct the Plan Commis-
sion to conduct a Public Hearing on the Updated Comprehensive Plan as sub-
mitted by Associated Planners.
Voting aye: Meurer, Schooley, Adams, Wieser, Datz, Harker, Nolan,
Pepping.
Voting nay: None.
Absent: None.
Motion carried.
Motion by Wieser, seconded by Adams to amend Non -Moving Violation
Ordinance No. MC-80-173 and amend Traffic Court Fine Ordinance No. MC-80-174
as recommended by the License Committee.

Pepping.

of Non -Moving Violation Ordinance No. MC-80-173, as outlined in the Mayor's
veto letter of February 11, 1980.

Day for the Salvation Army on June 6, 1980 because they will receive funds
through the United !a'ay Program instead.

Alderman Harker, chairman of the Sewer & Water Committee, reported
on a Committee recommendation to purchase a jet sewer rodding machine.
Three prices were quoted: Aquatech machine - $55,965.00; Vactor machine -
$76,000.00 and F.M.C. machine - .$77,000.00.
Motion by Harker, seconded by Nolan. to authorize and approve
purchase of an Aquatech Sewer Rodding Machine from the Stanton Equipment
Co. at a cost of $55,965.00 which will be paid from the Capital Development
Fund.
Voting aye: Meurer, Schooley, Adams, Wieser, Datz, Harker, Nolan,
Pepping.
Voting nay: None.
Absent: None.
Motion carried.
Motion by Pepping, seconded by Wieser, to adopt the Merit Plan
as proposed by the Finance Committee with the addition of one sentence to
the Appraisal Section of the Plan, to wit: "The Mayor and City Council
shall have the right to review and discuss any appraisal with the appropriate
Department Head".
