The Regular Meeting of the McHenry City Council was called to order by Mayor Busse on Wednesday, April 6„ 1988 at 8 P.M. at City Hall. At roll call the following Aldermen were present: Bolger, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Absent: Nolan. City staff in attendance were Supt. Batt, Attorney Narusis, Clerk Gilpin, Park Director Merkel, Chief Joyce, Finance Administrator Vitas. Attorney Tom Zanck of the Law Firm of Militello, Zanck and Coen, addressed the Council concerning the annexation of five acres of land at the southwest corner of Crystal Lake and Bull Valley Roads. Zanck was representing landowners Tom and John Harding. Amoco Oil Company has an option of the five acre parcel. Bob Pettis of Amoco presented a scale model of the proposed five acre complex containing a one acre site for a gas station, car wash and mini -mart. Zanck said that the petitioners would be willing to extend the city sanitary sewer line along Bull Valley Road from the hospital site to the corner of Crystal Lake and Bull Valley Roads. Baxter and Woodman quoted them a price of approximately $240,000 for this extension. They would like to enter into a recapture agreement for the costs. Pettis reported that they would like to proceed this summer with construction of the station. Another concept presentation was made to the Council for annexation of five acres of land on the northeast corner of Bull Valley and Crystal Lake Roads. Landowners Carl Pomenring and Lois Dresdow were represented by Attorney Sam Diamond and contract purchasers Charles Werth and Richard Boncosky were represented by Attorney Richard J. Short. They presented sketches outlining their plans for development of the area with a gas station, car wash and several small retail shops. A letter from Richard J. Short was presented to the Council which stated that his clients would agree to pay the cost of the extension of the sanitary sewer line along Bull Valley Road to the proposed site if the proposed annexation and rezoning were approved. They would also like to enter into an appropriate recapture agreement for the costs. The Council informed both parties to schedule meeting dates with the Plan Commission and the Zoning Board of Appeals on their projects. Council Mtg. AttendancE Annexations Annexations Motion by Serritella, seconded by Patterson, to grant the variation request of Nancy Bukovsky and permit parking on the west side of Meadow Lane from 7:00 - 10:00 P.M. in the vicinity of 1707 Meadow Lane Parking on April 15, 1988. Regs. Voting Aye: Bolger, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: Nolan. Motion carried. Motion by Smith, seconded by Serritella, to grant the variation request of Dr. & Mrs. D. O'Rourke, 5515 Winding Creek Drive, and permit Parking parking of a vehicle on the culdesac in that area through June. Regs. Voting Aye: Bolger, Lieder, Teta, Smith, McClatchey, Patterson, Serritella.. Voting Nay: None. Absent: Nolan. Motion carried. Motion by McClatchey, seconded by Bolger, to pass a Resolution appropriating $14,886.40 of Motor Fuel Tax Funds for maintenance of Resolutions streets and highways during 1987. MFT Voting Aye: Bolger, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: Nolan. Motion carried. Motion by Serritella, seconded by Patterson, to instruct the Building and Zoning Committee to study an amendment to the Fence Cttes. Ordinance regarding fencing along the railroad tracks and report back at Auth., a future meeting. Instr. Voting Aye: Bolger, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: Nolan. Motion carried. Wednesday, April 6, 1988 Page 2 Motion by Serritella, seconded by Patterson, to issue bonus Employees checks of $500 each to Officers Thomas Beyer, William Brogan, Jeffery Foerster and Thomas Jenkins who have successfully completed Step 1 of the Career Development Program in the McHenry Police Department. Voting Aye: Bolger, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: Nolan. Motion carried. Motion by Smith, seconded by McClatchey, to authorize and approve picnic beer permits as presented. Parks -Beer Voting Aye: Bolger, Lieder, Teta, Smith, McClatchey, Permits Patterson, Serritella. Voting Nay: None. Absent: Nolan. Motion carried. Motion by Smith, seconded by Teta, to authorize the Superintendent of Public Works to use his best judgement in constructing Recycling a fence at the McHenry Recyling Center to stop papers from blowing around the area. Voting Aye: Bolger, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: Nolan. Motion carried. Proclamations Mayor Busse proclaimed May 8 - 14, 1988 as National Nursing Home Week. Motion by Smith, seconded by Serritella, to authorize a reduction for retained personnel in connection with the annexation of the John Fritsch property from $48,000 to $10,000 on the condition that Retained when the balance falls below $5,000 the account will be brought up to the Personnel $10,000 maximum immediately. Voting Aye: Bolger, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: Nolan. Motion carried. Mayor Busse scheduled a Special Meeting on Monday, May 2, 1988 Special at 7:30 P.M. for a review of the Zoning Ordinance. Aldermen were asked Meetings to make a list of the zoning matters they felt should be discussed or re-evaluated and present them to the Mayor by April 25, 1988 so they could be included on the Agenda for that May 2, 1988 Meeting. Motion by Smith, seconded by McClatchey, to adjourn. Voting Aye: Bolger, Lieder, Teta, Smith, McClatchey, Patterson, Serritella. Voting Nay: None. Absent: Nolan. Motion carried.
